1. Approve Regulations on procedure of compensation payments on repayment of mortgage loan by the serviceman of Armed Forces, other military forming, state bodies of the Kyrgyz Republic in which the law provides military service, and to law enforcement officers according to appendix.

2. Bring in the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About approval of the Regulations on features of procedure for provision by the serviceman, to law enforcement officers and members of their families of office premises and uses of them and Standard regulations on the housing (household) commissions" of October 15, 2024 No. 620 the following change:

in the Regulations on features of procedure for provision by the serviceman, to law enforcement officers and members of their families of office premises and uses of them approved by the above-stated resolution:

- the paragraph one of Item 16 to state in the following edition:

"16. In case of participation of the military personnel/employees in the mortgage program during service and before repayment of mortgage loan (loan, the loan) money in the amount of and procedure, determined by the Cabinet of Ministers of the Kyrgyz Republic is paid to them.".

3. Operation of this resolution extends to the military personnel/law enforcement officers:

1) signed contracts of mortgage lending through commercial banks and according to programs of State-owned Mortgage Company open joint stock company till July 1, 2025 inclusive;

2) signed contracts of mortgage lending only according to programs of State-owned Mortgage Company open joint stock company since July 2, 2025.

4. Determine that the realization of this resolution is enabled within the approved means provided in the republican budget for state bodies of the Kyrgyz Republic in which the military service, and law enforcement agencies for the corresponding year and the next years is provided.

5. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

6. This resolution becomes effective after ten days from the date of official publication.

Chapter 1. General provisions

1. This Provision determines procedure of compensation payments on repayment of mortgage loan by the serviceman of Armed Forces, other military forming and state bodies of the Kyrgyz Republic in which the law provides military service (further - the military personnel), and to law enforcement officers (further - employees).

2. The main terms used in this Provision:

1) mortgage loan - the long-term loan granted to citizens of the Kyrgyz Republic by financial credit institutes on the security of acquired premises;

2) other important circumstances - the circumstances caused by transfer to the reserve and granting pension entitlement, election or appointment to positions of judges or in representative bodies of the Kyrgyz Republic;

3) length of service - set of terms of military service of faces of officers, the ensigns and the military personnel of contractual service, faces of the commanding and ordinary structure which are in the service in law enforcement agencies;

4) the commander (chief) - the official having rights of individual decision making within the powers conferred to it and according to requirements of the legislation of the Kyrgyz Republic, bearing responsibility for accomplishment of tasks of entrusted division (military unit, connection, organization, the organization, territorial authority), for internal procedure, for condition and safety of appliances, for technical, material, medical, financial, social legal support;

5) military unit (organization) - the subordinated division of state body created for accomplishment of tasks in the sphere of defense, safety, civil protection or protection of law and order, having the right to budgetary funds based on the legislation of the Kyrgyz Republic and responsible for their use and accounting;

6) military service or service in law enforcement agencies - service in the state bodies knowing questions of defense in the sphere of internal affairs, authorized state body in the sphere of execution of punishments, authorized state body in the sphere of homeland security, authorized body in the sphere of protection of Frontier of the Kyrgyz Republic, authorized state body in the field of civil protection, authorized state body in the sphere of customs affairs, authorized state body in the sphere of implementation of supervision of execution of the laws;

7) the state housing stock - set of the premises which are in state-owned property, intended for provision to the military personnel/employees in the cases established by the legislation of the Kyrgyz Republic;

8) compensation payment - the money paid to the military personnel/employees on repayment of mortgage loan.

3. The right to compensation payment is had:

1) the military personnel/employees who is in active duty, service in law enforcement agencies (except for military personnel of conscription service and cadets of military/special educational institutions), exercised the right to providing with premises at the expense of the state by means of acquisition of housing in property under agreements of mortgage lending, regardless of length of service;
