Approve the enclosed Rules of providing on a grant basis by telecom operators of application of information security products on the lines and communication links which are not incoming the single transport circle of state bodies and performing information transfer with use of radio-electronic means, in case of communication services provision to state bodies.

2. To provide to committee of telecommunications of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order submission to Legal department of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. These rules of providing on a grant basis on the lines and communication links which are not incoming the single transport circle of state bodies and performing information transfer with use of radio-electronic means, in case of communication services provision to state bodies (further - Rules), are developed by telecom operators of application of information security products according to Item 5-1 of article 21 of the Law of the Republic of Kazakhstan "About communication", subitem 100-1) of Item 15 of the Regulations on the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan, No. 501 approved by the order of the Government of the Republic of Kazakhstan of July 12, 2019 "About measures for implementation of the Presidential decree of the Republic of Kazakhstan of June 17, 2019 No. 24 "About measures for further enhancement of system of public administration of the Republic of Kazakhstan" also determine procedure for providing on a grant basis with telecom operators of application of information security products on the lines and communication links which are not incoming the single transport circle of state bodies and performing information transfer with use of radio-electronic means, in case of communication services provision to state bodies.

2. In these rules the following basic concepts are applied:

1) information security product (further - SZI) - the software, technical and other means intended and used for ensuring information protection;

2) communication link - the complex of means of telecommunications and the circle of distribution providing signal transmission between means of telecommunications in band of frequencies or at the transmission rate characteristic of this communication link. Depending on communication type channels are subdivided on telephone, cable, data transmission, and on territorial sign - on international, long-distance, zone and local;

3) communication lines - transmission lines (cable, radio relay, satellite and others), physical chains and linearly - cable constructions of communication, including trunk (international and long-distance);

4) the telecom operator - the physical person or legal entity registered in the territory of the Republic of Kazakhstan, rendering communication services and (or) operating communication networks;

5) radio-electronic means - the technical tool intended for transfer and (or) acceptance of radio waves and consisting of one or several transferring and (or) intakes or their combinations, including the service equipment;
