1. Approve enclosed:

Rules of export and storage out of the place of withdrawal of methanol and metanolsoderzhashchy liquids withdrawn from illicit trafficking;

Rules of destruction or the direction for conversion and (or) use by a court decision withdrawn from illicit trafficking in methanol and methanol from the holding liquids;

Rules of dismantle, export and storage out of the place of withdrawal of the equipment for production with use of the methanol or metanolsoderzhashchy liquids withdrawn from illicit trafficking;

Rules of utilization by a court decision the equipment for production with use of the methanol or metanolsoderzhashchy liquids withdrawn from illicit trafficking.

2. Realization of the powers provided by this resolution is performed by the Ministry of Industry and Trade of the Russian Federation within the number of employees of the Ministry and the salary fund of his workers, and also budgetary appropriations provided to the Ministry in the federal budget on management and management in the established field of activity established by the Government of the limiting Russian Federation.

3. This resolution becomes effective from the date of its official publication.

Rules of export and storage out of the place of withdrawal of methanol and metanolsoderzhashchy liquids withdrawn from illicit trafficking

1. These rules establish procedure for export and storage out of the place of withdrawal withdrawn from the illicit trafficking in methanol and metanolsoderzhashchy liquids specified in Item 1 of part 1 of article 5 of the Federal law "About State Regulation of Turnover of Methanol and Metanolsoderzhashchy Liquids" (further - products).

2. Export and storage of products are performed by the organization attracted by the Ministry of Industry and Trade of the Russian Federation in accordance with the legislation of the Russian Federation about contractual system in the field of purchases of goods, works, services to ensuring the state and municipal needs (further - the organization).

3. Representatives in accordance with the legislation of the Russian Federation body or the official according to which solution withdrawal of products according to the Code of penal procedure of the Russian Federation, the Russian Federation Code of Administrative Offences and the Federal law "About Operational Search Activities" is made (further - authorized body or the official), in time, not exceeding 5 working days from the date of its withdrawal, send to the Ministry of Industry and Trade of the Russian Federation the notification of the readiness to transfer of products on storage in which are specified the location, type and quantity (amount) of products, the withdrawal basis (one or several of listed in Item 1 of part 1 of article 5 of the Federal law "About State Regulation of Turnover of Methanol and Metanolsoderzhashchy Liquids"), information on authorized body or the official, responsible for transfer of products (surname, name, middle name (in the presence), phone, the fax), the name, date and document number which draws up the course and results of withdrawal, and also number of materials of verification of the message on crime or criminal case or case on administrative offense (in the presence).

4. The Ministry of Industry and Trade of the Russian Federation within 5 working days from the date of receipt of the notification of the readiness to transfer of products specified in Item 3 of these rules directs to the organization by any available method (fax connection, e-mail) the request about export and acceptance to storage of products (further - the request) in which including information containing in the notification of the readiness to transfer of products on storage with the simultaneous direction on paper of this request and the copy of the specified notification is specified.

5. The organization for the purpose of execution of the request performs acceptance of products from authorized body or the official under the delivery-acceptance certificate for its export and storage during:

a) 5 working days from the date of receipt of the request - if amount of products exceed one ton or is equal to it;

b) 10 working days from the date of receipt of the request - if amount of products do not exceed one ton.

6. In the delivery-acceptance certificate, stipulated in Item 5 these rules, are specified:

a) basis of withdrawal of products;

b) name of each type or group of homogeneous types of products;

c) description of appearance of products;

d) description of distinctive signs of products;

e) information on quantity (amount) of products transferred to storage;

e) the name and data for operative communication (phone, the fax, surname, name, middle name (in the presence) the official) authorized body or the official and the organization;

g) seal details (in the presence) authorized body or official, date of sealing of products.

7. The delivery-acceptance certificate, stipulated in Item 5 these rules, is constituted in 3 copies, one of which remains at authorized body or the official, and two others - at the organization.

One copy of the specified delivery-acceptance certificate goes the organization within 10 working days from the date of signing to the Ministry of Industry and Trade of the Russian Federation by any available method (fax connection, e-mail) with the simultaneous direction it on paper the mailing with the assurance of receipt.
