Article 1. Coverage of this Federal Law

1. This Federal Law establishes the legal basis of turnover of methanol and metanolsoderzhashchy liquids in the Russian Federation.

2. State regulation of turnover of methanol and metanolsoderzhashchy liquids is performed for the purpose of protection of health, the rights and legitimate interests of citizens, economic interests of the Russian Federation, safety of the specified chemical products.

3. The legislation of the Russian Federation on state regulation of turnover of methanol and metanolsoderzhashchy liquids consists of this Federal Law, other Federal Laws and other regulatory legal acts of the Russian Federation.

4. Requirements to chemical products and the related production processes, storages, transportations, the realization and destructions established by this Federal Law are applied in the part which is not contradicting the right of the Eurasian Economic Union in the sphere of technical regulation and to the legislation of the Russian Federation in the sphere of technical regulation.

5. Operation of this Federal Law does not extend to turnover of automobile gasoline, and also to turnover of other metanolsoderzhashchy liquids which list affirms the Government of the Russian Federation.

Article 2. The basic concepts used in this Federal Law

For the purposes of this Federal Law the following basic concepts are used:

1) methanol - the chemical products having the name "methyl alcohol", "wood alcohol", "karbinol", "methylhydrate" or "methyl hydroxide", received by chemical method, classified according to the All-Russian Product Classifier by types of economic activity;

2) metanolsoderzhashchy liquid - the chemical products representing the liquid containing in the structure methanol in concentration of more 1,0 of gram on cubic decimeter;

3) turnover of methanol and metanolsoderzhashchy liquids - production,

conversion, use, realization (transfer on paid basis, voluntary conveyance of the property right to methanol and metanolsoderzhashchy liquids), transportation, loading and unloading, including transfer, storage, destruction of methanol and metanolsoderzhashchy liquids;

4) use of methanol and metanolsoderzhashchy liquids - use of methanol and metanolsoderzhashchy liquids as raw materials, material or component for production of industrial output or direct use of methanol and metanolsoderzhashchy liquids in productive activity, including for own needs of the organization or the individual entrepreneur;

5) authorized body - the federal executive body determined by the Government of the Russian Federation and the representative on implementation of functions by development of state policy and normative legal regulation in the sphere of turnover of methanol and metanolsoderzhashchy liquids.

Article 3. The register of the organizations and individual entrepreneurs performing turnover of methanol and metanolsoderzhashchy liquids

1. The authorized body performs forming and maintaining the Register of the organizations and individual entrepreneurs performing turnover of methanol and metanolsoderzhashchy liquids (further - the Register), in the state information system of the industry.

2. The Register joins information on the organizations and individual entrepreneurs performing production of methanol and metanolsoderzhashchy liquids, on the organizations and individual entrepreneurs performing conversion of methanol and metanolsoderzhashchy liquids, on the organizations and individual entrepreneurs, performing use of methanol and metanolsoderzhashchy liquids, on the organizations and individual entrepreneurs, enabling the realization of methanol and metanolsoderzhashchy liquids, on the organizations and the individual entrepreneurs transporting methanol and metanolsoderzhashchy liquids, on the organizations and the individual entrepreneurs performing loading and unloading, including transfer, methanol and metanolsoderzhashchy liquids, on the organizations and the individual entrepreneurs performing storage of methanol and metanolsoderzhashchy liquids on the organizations and individual entrepreneurs, performing destruction of methanol and metanolsoderzhashchy liquids.

3. The Register does not join information on the scientific organizations and on the educational organizations of the higher education performing turnover of methanol and metanolsoderzhashchy liquids when carrying out research, developmental and technological works and also on the organizations included in the summary register of the organizations of defense industry complex and on the organizations which activities are aimed at providing defense of the country and safety of the state. 4. The information access, containing in the Register, is provided without collection of payment.

5. The government of the Russian Federation has the right to determine cases in case of which information containing in the Register is not subject to placement on the official site of the state information system of the industry on the Internet.

6. The register shall contain the following information:

1) the complete and reduced (in the presence) names with indication of form of business of the legal entity or surname, name, middle name (in the presence) the individual entrepreneur, performing activities for turnover of methanol and metanolsoderzhashchy liquids;

2) identification taxpayer number;

3) the address of the legal entity within the location of the legal entity or the residence of the individual entrepreneur;

4) addresses of the locations of separate divisions of the organization (place of implementation of activities for turnover of methanol and metanolsoderzhashchy liquids);

5) date and number of introduction of record about inclusion (about exception) information on the legal entity or on the individual entrepreneur in the Register (from the Register);

6) code and the name of main type of economic activity under the All-Russian Classifier of Economic Activities;

7) the type of chemical products (methanol, metanolsoderzhashchy liquid) which is made, processed, used is implemented, transported concerning which loading and unloading, including transfer which is stored, destroyed are performed;
