1. Approve the enclosed technical regulation "About Safety of the Technical Water Pumped by Systems of Technical Water Supply of the Settlement".

2. To provide to committee of sanitary and epidemiologic control of the Ministry of Health of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) the direction of the electronic copy of this order in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on the Internet - resource of the Ministry of Health of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on supervising vice-the Minister of Health of the Republic of Kazakhstan.

4. This order becomes effective after twelve months from the date of the first official publication.

Technical regulation "About Safety of the Technical Water Pumped by Systems of Technical Water Supply of the Settlement"

Chapter 1. Scope

1. This technical regulation "About Safety of the Technical Water Pumped by Systems of Technical Water Supply of the Settlement" (further – the technical regulation) is developed according to the subitem 2) Item 3 of article 25 of the Water code of the Republic of Kazakhstan and establishes obligatory for application and execution in the territory of the Republic of Kazakhstan requirements to the technical water extracted and (or) formed during vital and productive activity of office, residential buildings and municipal objects for reuse as technical water for the population.

2. This technical regulation is developed for the purpose of protection of life and health of the person, the environment, life and health of animals and plants.

3. This technical regulation extends to technical water, formed during vital and productive activity of office, residential buildings and household objects and is obligatory only in case of availability of centralized system of technical water supply.

4. Objects of technical regulation of this technical regulation are:

1) technical water;

2) the constructions and materials connected with safety of technical water.

5. This technical regulation does not extend on:

1) drinking water;

2) bottled water;

3) technical water of industrial facilities.

6. At the same time, the technical water specified in this technical regulation is not products turned within the Agreement on the Eurasian Economic Union.

Chapter 2. Terms and determinations

7. In this technical regulation the following terms and determinations are applied:

1) centralized system of technical water supply – complex of the constructions, devices, the equipment and pipelines intended for fence, preparation, giving to places of consumption of technical water;

2) the water consumer - the physical person or legal entity using services of the water management organizations for water supply or water users or consuming water from water objects according to the procedure of general water use;

3) technical water – water which is used for technical water supply, given through systems of centralized technical water supply, intended for satisfaction of domestic needs of the person and not intended for drink.

Chapter 3. Requirements to safety of technical water supply and the technical devices influencing condition of waters

8. Devices, the equipment, pipes and reservoirs for technical water supply shall be manufactured of the materials suitable for technical water supply. For simplification of cleaning and in order to avoid bacterial growth internal surfaces shall be smooth and whenever possible not have time.

9. The processing equipment used in system of technical water supply shall meet the requirements of explosion safety and fire safety according to the order of the Minister of Emergency Situations of the Republic of Kazakhstan of August 17, 2021 No. 405 "About approval of the technical regulation "General Requirements to Fire Safety"" (it is registered in the Register of state registration of regulatory legal acts at No. 24045).

10. The organizations operating networks of technical water supply shall support them in good repair. At least once a year cleaning and washing of systems of technical water supply shall be carried out. Within 24 hours from the moment of detection of damages (leakages, gaps) of pipelines of technical water they shall be eliminated.

Chapter 4. Requirements to safety of technical water

11. Safety of technical water is ensured by means of use of the technologies of preparation of technical water providing its compliance to safety requirements and by means of development and accomplishment of programs of production supervision.

12. Technical water shall conform to safety requirements on microbiological, chemical, radiation, toxicological and physical and chemical indicators, according to appendix to this technical regulation.

Control of compliance of technical water to safety requirements is exercised at least once a quarter by production laboratories of persons pumping technical water or other laboratories accredited in accordance with the established procedure on the right of accomplishment of researches (testing) of technical water according to the Law of the Republic of Kazakhstan "About accreditation in the field of assessment of conformity".
