1. Approve:

1) the professional Standartizator standard, according to appendix 1 to this order;

2) the professional Metrologist standard, according to appendix 2 to this order.

2. To provide to committee of technical regulation and metrology of the Ministry of Trade and integration of the Republic in the procedure established by the legislation of the Republic of Kazakhstan:

1) the direction of the copy of this order in the republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Trade and integration of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-Minister of Trade and integration of the Republic of Kazakhstan.

4. This order becomes effective from the date of its signing and is subject to official publication.

Professional standard: Standartizator

Chapter 1. General provisions

1. Scope of the professional standard: the professional Standartizator standard (further – the professional standard) is developed according to articles 5 of the Law of the Republic of Kazakhstan "About professional qualifications" and is intended for determination of levels of the qualifications necessary for implementation by workers in the sphere of standardization of professional activity, including accomplishment of certain labor functions, and also for application in case of development of educational programs of the organizations of the higher, postgraduate, technical and professional education.

1. In this professional standard the following terms and determinations are applied:

1) knowledge – the studied and acquired information necessary for accomplishment of actions within professional task;

2) skill – capability to apply knowledge and abilities, allowing to carry out professional task entirely;

3) ability – capability physically and (or) intellectually to perform separate single operations within professional task;

4) competence – capability to apply the skills allowing to carry out one or several professional tasks constituting labor function;

5) profession – the occupation performed by physical person and requiring certain qualification for its accomplishment;

6) professional qualification – the extent of professional training characterizing ownership of the competences required for accomplishment of labor functions by profession;

7) the professional standard – the written official document establishing general requirements to knowledge, abilities, skills, work experience taking into account formal and (or) informal, and (or) informalny education, to skill level and competence, content, quality and working conditions in specific area of professional activity;

8) updating of documents on standardization – process of maintenance of documents on standardization in urgent condition by entering into them accepted in accordance with the established procedure changes, information on terms of their action, review, about restriction or cancellation;

9) harmonization – activities for creation of conditions for implementation and use in national interests of the international and regional standards reflecting the latest developments in science and technology and determining modern requirements to the quality level and competitiveness of subjects of standardization;

10) the document on standardization – the document establishing regulations, rules, characteristics, the principles concerning different types of activities in the sphere of standardization or its results;

11) the interstate standard – the regional standard accepted by regional standardization organization – Interstate council on standardization, metrology and certification of the Commonwealth of Independent States;

12) interstate technical committee on standardization – the technical committee created within Interstate council on standardization, metrology and certification of the Commonwealth of Independent States for implementation of activities in the sphere of interstate standardization for the fixed subjects of standardization or activities;

13) the International Organization for Standardization – standardization organization, membership in which is open for any country;

14) the international standard – the document on standardization accepted by International Organization for Standardization available to wide range of users;

15) National authority on standardization – the state legal entity performing coordination of works on standardization according to the legislation of the Republic of Kazakhstan;

16) the national standard – the document on standardization approved by authorized body available to wide range of users;

17) regulatory legal act – the written official document on paper and the electronic document identical to it of the established form accepted on republican referendum or authorized body, establishing rules of law, changing, supplementing, stopping or stopping their action;

18) the regulating technical document – the regulating document containing technical and technological regulations;

20) subject of standardization – the products, process or service which are subject or underwent to standardization;

21) the fundamental national standard – the document on standardization which is establishing general organizational and methodical provisions of national system of standardization and having wide scope or containing general provisions for certain sphere of standardization;

25) the standard of the organization – the document on standardization accepted by the organization independently for realization of its purposes;

26) standardization – the activities aimed at safety and qualities of subjects of standardization and achievement of optimum extent of streamlining of requirements to subjects of standardization by means of establishment of provisions for general, reuse concerning real-life and potential tasks;

27) technical committee on standardization – the advisory advisory body created in economy industries on voluntary basis for implementation of activities in the sphere of standardization and participation in creation of national, interstate or international system of standardization for the fixed subjects of standardization or activities;

28) the technical regulation – the document (regulatory legal act) establishing obligatory for application and execution of the requirement to objects of technical regulation (to products, including buildings, structures and constructions, processes;

29) the technical standardization expert – the physical person who is participating in activities in the sphere of standardization, having special knowledge concerning subject of standardization and corresponding to the characteristics established by the Law of the Republic of Kazakhstan "About standardization".

* Terms and determinations can be applied according to the legislation in the field of technical regulation and standardization of the Republic of Kazakhstan.
