1. Approve Requirements to import of the products received from seals (are applied).
2. To impose control over the implementation of this resolution on the National agency on safety of foodstuff, Environmental protection agency, the Inspectorate on environmental protection and Customs Service.

The implementation regulations of the Commission (UE) 2015/1850 of October 13, 2015 establishing rules of application of Regulations (SE) No. 1007/2009 of the European Parliament and Council about trade in the products received from seals, published in the Official magazine of the European Union by L 271 of October 16, 2015 (CELEX: 32015R1850).
1. These Requirements regulate import of the products received from seals.
2. The basic concepts used in these Requirements mean the following:
2.1. seal - individuals of all types of group of Pinnipedia (Phocidae, Otariidae and Odobenidae);
2.2. the products received from seals, - all processed or not processed products made or received from seals, including meat, oil, fat, bodies, unmanufactured and dressed skins, tanned or trimmed, and also the skins collected in the form of plates, crosses and other similar forms and also the products made of skins;
2.3. delivery to the market - introduction on the market of the products received from seals by provision to their third parties for a fee;
2.4. the Inuit - the native person living in the territory of Inuits namely in the Arctic and subarctic regions where there live Inuits now or traditionally and have the rights and interests of native persons which is considered belonging to the nationality of Inuits including the following groups: инупиат, юпик (Alaska), the Inuit, inuvialuit (Canada), kalaallit (Greenland) and юпик (Russia);
2.5. other indigenous communities - the communities in the independent countries which are considered radical in view of their origin from the people inhabiting at the time of gain, colonization or establishment of present frontiers the respective country or the geographical region relating to the respective country which, irrespective of their legal status, keep partially or all the social, economic, cultural and political institutes;
2.6. import - any goods receipt on customs area of the Republic of Moldova.
3. It is forbidden to deliver on the market the products received from the seals received as a result of carrying out hunting for commercial purposes.
4. It is allowed to deliver on the market the products received from seals, specified in appendix, only if these products were received as a result of the hunting performed by communities of Inuits or other indigenous communities for which hunting for seals is tradition within community or the geographical region and correspond to codes of goods items of the Combined commodity nomenclature approved by the Law No. 172/2014, on condition of observance in total of the following requirements:
4.1. hunting for seals was carried out in traditional conditions for community;
4.2. hunting for seals was carried out for maintenance of life activity of community, including for providing with food and the income providing means for steady existence, but not for commercial purposes;
4.3. hunting was carried out so that wellbeing of animals was taken into account, considering the conduct of life of community and the purpose of hunting providing life activity.
5. The conditions provided in Item 4, are applied at the moment or in the place where the products received from seals are imported.
6. Introduction on the market of products from the seals specified in appendix, received as a result of the hunting performed by Inuits or other indigenous communities which are traditionally engaged in hunting for seals within the community or the geographical region shall be followed by the certificate issued by the body recognized by the European commission in the original and with the transfer into state language confirming compliance to the requirements established in Item 4, and also the documents provided in article 19 of the Law No. 439/1995 on fauna.
7. The certificate specified in Item 6, is submitted to Customs Service on paper or electronically. In case of submission of the certificate electronically its paper copy shall accompany the products received from seals at the time of its delivery to the market.
8. Import of the products received from seals is allowed also in the following cases:
8.1. import has accidental character and consists only of the things intended for private use of travelers or members of their families;
8.2. travelers carry the products received from seals on themselves or they constitute their personal baggage;
8.3. the products received from seals are personal property of physical person which changes the residence by moving from other state to the Republic of Moldova;
