1. Approve the enclosed Rules of microcredit and leasing in rural settlements and the small cities.

2. Recognize to invalid:

1) the order of the acting minister of agricultural industry of the Republic of Kazakhstan of December 20, 2023 No. 443 "About approval of Rules of microcredit and leasing in rural settlements and the small cities" (it is registered in the Register of state registration of regulatory legal acts for No. 33792);

2) the order of the Minister of Agriculture of the Republic of Kazakhstan of November 4, 2024 No. 371 "About introduction of amendments to the order of the acting minister of agricultural industry of the Republic of Kazakhstan of December 20, 2023 No. 443 "About approval of Rules of microcredit in rural settlements and the small cities" (it is registered in the Register of state registration of regulatory legal acts for No. 35333).

3. To provide to department of regional development of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its placement on Internet resource of the Ministry of national economy of the Republic of Kazakhstan.

4. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of their first official publication.

Rules of microcredit and leasing in rural settlements and the small cities

Chapter 1. General provisions

1. These rules of microcredit and leasing in rural settlements and the small cities (further – Rules) are developed according to the subitem 2) of Item 3 of article 16 of the Law of the Republic of Kazakhstan "About the state statistics" and subitem 132-2) of Item 15 of the Regulations on the Ministry of national economy of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of September 24, 2014 No. 1011, and determine procedure for microcredit and leasing in rural settlements and the small cities.

2. In these rules the following basic concepts are used:

1) conversion of agricultural products – the activities connected with processing, conversion and storage of agricultural raw materials for the purpose of receipt of food and nonfood products;

1-1) information systems of microcredit and leasing of rural settlements (further - information system) - the digital platform intended for submission of the electronic request for receipt of microcredit/leasing, and also automation of activities of the confided (agent) in case of microcredit of projects and leasing of agricultural machinery and the equipment in rural settlements and the small cities;

2) agricultural machinery – wide range of the technical means intended for performance improvement of work in agricultural industry by mechanization, electrification and automation of separate transactions or processes;

3) basic requirements – the requirements determined by authorized body by budget implementation within rules of carrying out monitoring of measures of the state support of private entrepreneurship and their receivers;

4) system of the first level – the registratorsky system integrated with digital system of measures of the state support, containing the reference electronic register of requests of receivers of measure of the state support of private entrepreneurship where by means of final postformatno-logical control compliance of the receiver of measure of the state support of private entrepreneurship to basic requirements is determined;

5) close relatives are parents (parent), children, adoptive parents (adopters), the adopted (adopted), full and not full brothers and sisters, the grandfather, the grandmother, grandsons;
