Based on item 4 of article 21 of the Law of the Republic of Belarus of June 18, 2019 No. 198-Z "About radiation safety", parts one of article 3 of the Law of the Republic of Belarus of October 10, 2022 No. 208-Z "On regulation of safety when using atomic energy", subitem 9.4 of Item 9 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of November 14, 2022 No. 405, the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Approve regulations and rules on ensuring nuclear and radiation safety "The platform of nuclear power plant. Safety requirements" (are attached).

2. This resolution becomes effective after its official publication.

Chapter 1. Appointment and scope

1. Regulations and rules on ensuring nuclear and radiation safety "The platform of nuclear power plant. Safety requirements" (further – Rules if other is not established) establish requirements to safe use of atomic energy and sources of ionizing radiation, including the main criteria of safety and the requirement to placement of nuclear power plants (further – the NPP), platform assessment of the NPP taking into account processes, the phenomena and factors of natural and technogenic origin of the area and platform of the NPP influencing safety of the NPP to procedure for carrying out observations of processes, the phenomena and factors of natural origin and accounting of their influence on the NPP, on the population and the environment at all stages of its lifecycle.

2. For the purposes of these rules terms and their determinations in the values established by the Law of the Republic of Belarus "About radiation safety", the Law of the Republic of Belarus "On regulation of safety when using atomic energy", the actions plan on protection of the population against nuclear and radiation accident approved by the resolution of Council of Ministers of the Republic of Belarus of March 22, 2018 No. 211 (further – the actions plan on protection of the population against nuclear and radiation accident), and also the following terms and their determinations are used:

active break – tectonic break on which for the last 1 million years (Quaternary Period) relative movement of the adjoining crust blocks of 0,5 of m and more happened;

the biological phenomena – the phenomena occurring in wildlife and which are characterized by rhythm and frequency;

impact of natural origin – the impact caused by processes, the phenomena and factors of natural origin, external in relation to the NPP platform;

impact of technogenic origin – the impact, external in relation to the NPP platform, caused directly by activities of the person or as result of use by it of the equipment and technologies on the objects which are both outside the NPP platform and in its limits *;

safe distance – removal of source of danger from the NPP platform outside which it is possible to neglect influences of this source of external impacts of natural or technogenic origin on safety of the NPP;

the area of placement of the NPP – the territory chosen for placement by the NPP in which processes the are possible, the phenomena and factors of natural and technogenic origin capable to exert impact on its safety.

* Examples of the sources which are in platform limits of the NPP are power units of the NPP in relation to other blocks of the NPP of the same multibank NPP or the all-station equipment of the NPP in relation to the block of the NPP.
