About approval of Rules of holding republican forum of youth
According to subitem 13-2) of article 6 of the Law of the Republic of Kazakhstan "About the state youth policy" and with the subitem 114) of Item 15 of the Regulations on the Ministry of Culture and information of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 4, 2023 No. 866 "About some questions of the Ministry of Culture and information of the Republic of Kazakhstan" I ORDER:
1. Approve Rules of holding republican forum of youth according to appendix to this order.
1) the order of the Minister of Education and Science of the Republic of Kazakhstan of April 23, 2015 No. 233 "About approval of procedure for holding republican forum of youth" (it is registered in the Register of state registration of regulatory legal acts No. 10861);
2) the order of the acting minister of information and social development of the Republic of Kazakhstan of January 6, 2023 No. 5 "About introduction of amendments to the order of the Minister education and sciences of the Republic of Kazakhstan of April 23, 2015 No. 233 "About approval of procedure for holding republican forum of youth" (it is registered in the Register of state registration of regulatory legal acts No. 31667).
3. To provide to committee on cases of youth and family of the Ministry of Culture and information of the Republic of Kazakhstan in the procedure established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Ministry of Culture and information of the Republic of Kazakhstan, after its official publication;
3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Culture and information of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.
4. To impose control of execution of this order on the supervising vice-Minister of Culture and Information of the Republic of Kazakhstan.
5. This order becomes effective after ten calendar days after day of its first official publication.

1. These rules of holding republican forum of youth are developed according to subitem 13-2) of article 6 of the Law of the Republic of Kazakhstan "About the state youth policy" and with the subitem 114) of Item 15 of the Regulations on the Ministry of Culture and information of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 4, 2023 No. 866 "About some questions of the Ministry of Culture and information of the Republic of Kazakhstan" and determine procedure for holding republican forum of youth.
2. Republican forum of youth (further - the Forum) - the forum of representatives of youth, the elite at regional forums held for the purpose of forming of national level of interaction between state bodies and youth.
3. In the activities the Forum is guided by the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan "About the state youth policy", other regulatory legal acts, and also this Procedure.
4. Preparation and holding the Forum are performed by organizing committee.
The organizing committee is created by authorized body concerning the state youth policy (further - authorized body) of representatives of authorized body, the central executive bodies, the youth organizations.
The organizing committee is created for the term of holding the Forum.
5. The forum is convened at least once in two years.
6. Decision making at the Forum is performed by open voting by delegates of the Forum.
7. Forming of list of delegates of the Forum happens in areas, the cities of republican value and the capital at regional forums to participation of the youth organizations registered in judicial authorities according to the procedure, stipulated by the legislation the Republic of Kazakhstan.
8. The quantitative structure of delegations is created depending on percentage ratio of number of youth of each area, the city of republican value and the capital from total quantity of youth of the Republic of Kazakhstan. For participation in the Forum the youth organizations in the quantity which is not exceeding 10 percent from total number of delegates of the Forum are in addition invited.
