According to Item 9 parts two of Article 8, of parts five and the sixth article 15 of the Law of Ukraine "About the basic principles of youth policy", the subitem 5 of Item 7-1, of the subitem 15 of Item 8 of the Standard regulations on the youth center approved by the resolution of the Cabinet of Ministers of Ukraine of December 20, 2017 No. 1014, of Item 8 of the Regulations on the Ministry of youth and the sport of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of July 02, 2014 No. 220, ORDER:

1. Approve enclosed:

Regulations on the information and communication system "Youth Centers and Youth Spaces of Ukraine";

Procedure for award of the National quality label to the youth centers;

Procedure for carrying out monitoring and efficiency evaluation of activities of the youth centers.

2. In heading of the order of the Ministry of youth and sport of Ukraine of August 03, 2017 No. 3284 "About approval of the National quality label and criteria of quality for the youth centers", the "sign" registered in the Ministry of Justice of Ukraine on August 28, 2017 for No. 1061/30929, the word to replace.

3. Approve Changes to the National quality label and criteria of quality for the youth centers approved by the order of the Ministry of youth and sport of Ukraine of August 03, 2017 No. 3284, registered in the Ministry of Justice of Ukraine on August 28, 2017 for No. 1061/30929, which are applied.

4. To provide to management of youth policy representation this order in state registration in the Ministry of Justice of Ukraine on the procedure established by the legislation.

5. To provide to management of strategic planning and communications promulgation this order on the official website of the Ministry of youth and sport of Ukraine.

6. This order becomes effective from the date of official publication.

7. To impose control of execution of this order on the deputy minister of youth and sport of Ukraine according to distribution of functional obligations.

Changes in the National quality label and criteria of quality for the youth centers approved by the Order of the Ministry of youth and sport of Ukraine of August 03, 2017 No. 3284, registered in the Ministry of Justice of Ukraine on August 28, 2017 at No. 1061/30929

1. In Item 1 of the Section I of the word and figures "The state target social program "Youth of Ukraine" for 2016-2020 approved by the resolution of the Cabinet of Ministers of Ukraine of February 18, 2016 No. 148, of step 123 Sections III of the Plan of priority actions of the Government for 2017 approved by the order of the Cabinet of Ministers of Ukraine of April 03, 2017 No. 275" shall be replaced with words also in figures of "The state target social program "Youth of Ukraine" for 2021-2025 approved by the resolution of the Cabinet of Ministers of Ukraine of June 02, 2021 No. 579".

2. In the Section II:

1) in Item 1:

"2. In case of quality evaluation the following principles of activities of the center are considered:

1) openness (providing the organization of leisure of the young man in nonlearning time, participation in actions for youth in time, convenient for youth);

2) territorial convenience (arrangement of the center within the residential district);

3) availability of free services (possibility of free carrying out leisure and occupation in the center);

4) availability and accessibility, in particular physical (leisure in the center will be organized for different groups of youth, in particular for persons with disability, for the youth which is in difficult vital circumstances for the working youth; working hours shall be convenient for youth, the room - available to persons with disability);

5) creation of conditions for voluntary participation of youth in activities of the center, involvement of youth to decision making process concerning activities of the center and assistance of socialization and self-realization of youth.

Activities of the center shall provide wide range of needs of youth, be based on determination of these requirements, and also provide both program activities, and availability of space for individual carrying out free time.";

3) in Item 3:
