Based on the Order of the Government No. 192/2021 about approval of the Concept of the Program of direct sale of government securities to physical persons in the Republic of Moldova (Monitorul Oficial al Republicii Moldova, 2021, No. 249-253, the Art. 483), the Orders of the Government No. 69/2022 about approval of the Concept of the Information system "The Program of Direct Sale of Government Securities to Physical Persons in the Republic of Moldova" and modification of the order of the Government (Monitorul Oficial al Republicii Moldova, 2022, No. 45-52, the Art. 108) and Item 9, subitem 11), the Orders of the Government No. 696/2017 about the organization and functioning of the Ministry of Finance of PRIKAZYVAYU:

1. Approve Regulations about placement, trade and the redemption of the government securities intended for physical persons from the Republic of Moldova it (is applied).

2. This order becomes effective after one month from the date of publication in Monitorul Oficial al Republicii Moldova, except for Chapters V, VII and VIII of Regulations about placement, trade and the redemption of the government securities intended for physical persons from the Republic of Moldova which will become effective since January 1, 2026.

Regulations about placement, trade and the redemption of the government securities intended for physical persons in the Republic of Moldova

Chapter I. General provisions

1. The regulations about placement, trade and the redemption of the government securities intended for physical persons in the Republic of Moldova (further - Regulations) establish rules and procedures of placement, trade and the redemption of the government securities (further - GTsB) intended for physical persons in the Republic of Moldova by means of "The information system "The Program of Direct Sale of Government Securities to Physical Persons in the Republic of Moldova" which is online platform of the Information system "Electronic Platform for Sale of GTsB" (further - the Electronic platform).

2. These Regulations are not applied to transactions of GTsB, except those which are performed through electronic platform.

3. Provisions of these regulations extend to the Ministry of Finance as the issuer of GTsB, to Single central depositary (further - ETsD) as the operator of the ETsD system and responsible for registration, accounting and calculations for GTsB, to physical persons as retail investors, to primary dealers in case of transactions on acquisition of GTsB belonging to retail investors and to PU "The Center of Information Technologies in Finance", as the technical administrator of electronic platform for implementation of the technical requirements established by these regulations.

4. The Ministry of Finance is effective as the issuer of GTsB and the managing director of transactions of GTsB according to the Law No. 419/2006 on debt of the public sector, the state guarantees and the state recrediting, and also as the managing director of electronic platform, according to the Order of the Government No. 192/2021 about approval of the Concept of the Program of direct sale of government securities to physical persons in the Republic of Moldova and according to the Order of the Government No. 69/2022 about approval of the Concept of the Information system „The program of direct sale of government securities to physical persons in the Republic of Moldova" and modification of the Order of the Government.
