Based on part two of article 20 of the Law of the Republic of Belarus of January 5, 2016 No. 354-Z "About industrial safety" and subitem 9.4 of Item 9 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of November 14, 2022 No. 405, the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Approve Rules on ensuring industrial safety in case of the address of industrial explosives (are applied).

2. This resolution becomes effective since March 1, 2025.

Rules on ensuring industrial safety in case of the address of industrial explosives

Section I. General provisions

Chapter 1. General procedure for the treatment of industrial explosives

1. These rules establish requirements of industrial safety, obligatory for observance, for the organizations which activities are connected with production 1, storage, use, testing and destruction of industrial explosives (further – PVV) on the objects which are hazardous production facilities (further – OPO) and (or) potentially dangerous objects (further – POO) according to Item 6 of the table 2 of appendix 1 and paragraphs the first, second and fourth Item 15 of appendix 2 to the Law of the Republic of Belarus "About industrial safety".

1 Production of PVV in the conditions of PVV storage locations, stationary Items of production and preparation of PVV, and also in mixing and charging machines in the organizations conducting explosive works.

The organizations performing the activities specified in part one of this Item shall provide observance of the requirements established by the technical regulation of the Customs union "About safety of explosives and products on their basis" with the made Decision of Council of the Eurasian economic commission of July 20, 2012 to No. 57 (further – TR CU 028/2012).

These rules do not extend:

on explosives (further – VV) and the products containing them, having specifics of military application (relating to defense products), used in Armed Forces of the Republic of Belarus and transport troops, law-enforcement bodies and internal troops of the Ministry of Internal Affairs, the state security agencies, bodies of the border service, the State committee of judicial examinations;

on objects on which are made, stored, transported VV and products containing them, being OPO according to Item 12 of the table 2 of appendix 1 to the Law of the Republic of Belarus "About industrial safety" are destroyed;

on the organizations which part the objects specified in item 4 of Rules on ensuring industrial safety concerning the device and operation of the companies at which the activities connected with production, conversion, education, testing, transportation, storage, application, utilization and destruction of the explosives and products containing them approved by the resolution of the Ministry of Defence of the Republic of Belarus of December 23, 2020 No. 30-dsp are performed are.

2. In these rules terms and their determinations in the values established by TR CU 028/2012, and also the following terms and their determinations are applied:

the fighter – the boss or checker of VV with the detonator entered into it or tied with the detonating cord (further – DSh);

drilling-and-blasting works – set of production processes on oburivaniye of array and department explosion of part of rock with its simultaneous crushing and movement;

explosive case – set of all production processes according to the appeal of PVV;

explosive works – set of works on preparation and initiation of charges of VV of the drilling-and-blasting (explosive) works including creation of the project (passport) of carrying out, delivery of PVV to the venue of explosive works, loading of charges, bookmark VV and zaboyka of boreholes (further – wells), shots with installation of detonators (fighters) in them, installation of explosive network (chain) and initiation of charges;

detonators – the general name of caps detonators (further – KD), pyrotechnic relays, electrodetonators and other means of initiation (further – the SI);

detonation – the process of chemical transformation of VV which is followed by release of energy and extending on VV in wave mode with the speed exceeding sound speed in this VV;

DSh – the device for transfer of detonation to charges of VV; it is sometimes used as independent charge;

initiation of VV – excitement of detonation in VV;

CD – the device intended for excitement of detonation of charges of VV, intermediate detonator or DSh;

mass explosion: at underground works – explosion when which implementing time for airing and resumption of work in the mine (the mine, the site) bigger is required than it is provided in calculation under the daily organization of works; at open works – explosion of two and more borehole, boiler or chamber charges mounted in general explosive network, irrespective of the extent of the loaded development, and also single charges in developments more than 10 m long;

not electric system of initiation (further – NSI) – set of means of carrying out explosive works in which electricity is not used;

nitroair – the organic compounds containing one or several groups - O-NO2, connected by covalent communication with carbon atom esters of nitric acid and polyatomic alcohols;

the appeal of PVV – the activities connected with processes of lifecycle of PVV on production, storage, testing, use (including conducting explosive works), to transportation, destruction;

fire detonation – method of detonation of charges of VV by means of KD and the safety fuse piece (incendiary tube) fixed in its dulets;

ogneprovodny cord (further – OSH) – the special product having the moisture isolating made of cloth, plastikatovy or other covering from within filled with smoky gunpowder and intended for initiation of KD in case of fire detonation;

PVV – in the value established by the Instruction about procedure for technical investigation of cases of the loss of industrial explosives, and also their accounting approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of August 10, 2023 No. 48 (further – the Instruction No. 48);

the PVV superficial storage location – complex of buildings and constructions of the basic intended for storage of PVV, and the auxiliary appointment located in the general territory which foundations of storages are located at the level of the Earth's surface;

the PVV underground storage location – complex of the excavations consisting of left-luggage offices of PVV, and also auxiliary cameras with the excavations bringing to warehouse (further if other is not established – developments) at which thickness of soil over storage makes more than 15 m;

the PVV semi-profound storage location – complex of buildings and constructions of the basic intended for storage of PVV, and the auxiliary appointment located in the general territory which buildings of storages are deepened in soil below the land surface no more than on eaves;

application of VV and products on their basis – performance of works or the actions provided by direct appointment of such VV or products and also preparation for their accomplishment;

intermediate detonator – the charge of VV intended for initiation of charges of low-sensitive VV which do not detonate from regular SI;

prostrelochno-explosive devices (further – PVA) – the special equipment for placement of PVV when carrying out pro-arrow and (or) explosive works in wells;

work with PVV – the activities connected with use and storage of PVV, except for conducting explosive works;

the head of explosive works – the umbrella term for specialists of the organizations performing the activities connected with the appeal of PVV having the higher or secondary vocational education including connected with the appeal of PVV and which received the single book of the blaster (further – EKV) directly leading explosive works or works with PVV in the organization and its structural divisions;

the management of explosive works – is included by direct management of the engineering procedures connected with the appeal of PVV and also development, approval and approval of the technical, project, methodical and other documents regulating procedure for accomplishment of explosive works and works with PVV;

"glass" – the bottomhole part of the shot which remained after explosion and which may contain remaining balance of VV;

technical documentation – set of documents in which the requirements to PVV necessary and PVV, sufficient for direct use, at each stage of their lifecycle are established;

transportation of PVV – in the value established by the Instruction No. 48;

the PVV profound storage location – complex of excavations of the basic intended for storage of PVV, and auxiliary appointment with the developments bringing to warehouse at which thickness of soil over storage makes less than 15 m;

ekssudation – allocation ("sweating") of liquid nitroair from homogeneous structure of smesevy VV on cover surface in the form of droplets;

electric detonation – detonation method by means of the electric SI included in electroexplosive network;

electroexplosive network – set of electrodetonators, the distribution and main networks connected among themselves and current source. The high-level network represents the site of cable or wire network from current source to wires of distribution network. The distribution network consists of trailer, local and connecting wires;

electrodetonator – the device intended for excitement of detonation of charge of VV, intermediate detonator or DSh. As initial impulse in electrodetonator serves electric current;

electrofire detonation – method of fire detonation in case of which OSH of incendiary tube ignites by means of electric SI.

3. The organizations performing the activities connected with the appeal of PVV shall have organizational and technical supply, necessary for ensuring industrial safety, including the corresponding documentation, PVV storage locations, transport for transportation of PVV and workers who are contractors and heads of explosive works.

The measuring instruments applied to implementation of requirements of industrial safety, obligatory for observance, within these rules are subject to the state checking in case of operation according to the legislation on ensuring unity of measurements.

Each organization performing the activities connected with the appeal of PVV shall develop and approve as the head of the organization regulations on management of explosive works and actions for enhancement of explosive case directed to increase in safety of works, ensuring safety of PVV in specific conditions.

4. VV and products on their basis shall be subjected to tests by the organization performing the activities connected with the appeal of PVV for the purpose of determination of safety in case of storage and application according to indicators of technical documentation:

in case of receipt from the manufacturer (incoming inspection);

in case of doubts in high quality (on external survey or in case of unsatisfactory results of explosive works (incomplete explosions, refusals);

before the expiration of warranty period of storage.

It is not allowed to apply and store PVV with the expired warranty period of storage without testing provided by technical documentation.

5. In case of production, storage and use of PVV the testing provided by requirements of TR CU 028/2012, of state standards, specifications according to which PVV, and also managements (instructions) for application on the relevant PVV are made shall be carried out.

Results of testing need to be drawn up the act in form according to appendix 1, with the subsequent log entry of accounting of testing of PVV in form according to appendix 2.

6. Work with gunpowder in rooms for their storage shall be carried out to footwear, not having metal parts on sole and heels. Tools and other metal stock shall be manufactured of the materials which are not giving sparks. From steel only screw-drivers can be produced.

7. Powdery VV on the basis of ammonium nitrate in cartridges and (or) in sacks before application shall be kneaded without violation of integrity of cover. It is forbidden to apply VV humidified over the indicators established by state standards, specifications according to which they are made, and also managements (instructions) for application on the relevant VV.

The packed and not giving in to razminaniye powdery VV which are not containing hexogen or liquid nitroair shall be crushed according to requirements of management (instruction) for application and these rules then they can be used only during the works on the land surface.

The containing hexogen or liquid nitroair, packed powdery VV shall be used without razminaniye or crushing and only during the explosive works on the land surface.

The scope of VV which underwent drying or crushing shall be determined by managements (instructions) for their application.

8. Production of the protozoa granulated and who are water containing including emulsion VV, in the organizations conducting explosive works it is allowed to perform on stationary Items and (or) in portable mixing and charging installations.

Preparation of VV of factory production for the mechanized loading, and also production of VV it shall be performed in case of observance of requirements of operational documentation of the charging, delivery and mixing equipment.

Manufacturers PVV shall provide compliance of properties of products to requirements of TR CU 028/2012, of state standards, specifications, standards of the organizations according to which PVV are made.

9. Explosive works shall be performed by blasters (shotfirers) (further – the blaster) under the leadership of the head of explosive works on work permits on performance of works with the increased danger and to the corresponding job specifications permits and to be carried out only in the places meeting the requirements of these rules.

10. The employees of the organization conducting explosive works and (or) works with PVV shall undergo examination concerning industrial safety according to the Instruction about procedure for preparation and examination concerning the industrial safety approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of July 6, 2016 No. 31 (further – the Instruction No. 31).

With frequency at least, than once in five years, the employees of the organization who are persons responsible for the organization and ensuring industrial safety in case of operation of the objects connected with the appeal of PVV shall have the training provided by the Instruction No. 31 concerning industrial safety.

11. Carrying out explosive works and (or) performance of works with PVV, and also management of such works shall be performed of the employees of the organizations not more young 18 years having the length of service conforming to requirements of the legislation and these rules by profession of the worker (the employee's position) which received EKV issued according to the resolution of the Ministry of Emergency Situations of the Republic of Belarus of May 14, 2021 to No. 33 "About the single book of the blaster" and meeting the requirements of the Law of the Republic of Belarus "About industrial safety".

12. The common directorship shall be assigned by explosive works in the organization performing the activities connected with the appeal of PVV to her head (technical lead) or to the head of the structural unit appointed by it. In the organizations in which mining, exploration, geophysical operations – on the specialist appointed the head of the organization are not performed.

13. Explosive works shall be performed by the blasters who are meeting the requirements specified in Items 10 and 11 of these rules, having education not below general secondary education and the following length of service:

in mines of combustible (explosive) gases, dangerous on availability, – years of service at underground works at least two years;

at all other explosive works – length of service at least one year in the specialty, the organization corresponding to kind of work.

14. The blaster is allowed to independent carrying out explosive works only after work as the trainee and participation in preparation and carrying out at least 5 explosions under the leadership of the blaster having years of service of continuous work at least 3 years.

15. The admission of blasters to carrying out new type of explosive works is performed after development of one or several educational programs providing necessary qualification, and fulfillment of requirements, specified in Items 10, of 11, of 14 these rules.

16. Persons performing issue and acceptance of PVV from PVV storage location are forbidden to conduct at the same time explosive works or to perform management of explosive works.

17. The workers who are meeting the requirements specified in Items 10 and 11 of these rules, having the general secondary education, mastered the appropriate educational program are allowed to work as distributors of explosive materials on PVV storage locations.

18. Closer 100 m from the location of PVV are not allowed to have in case of themselves firearms, incendiary and smoking accessories. Incendiary accessories are allowed to be had only to blasters in case of fire detonation, and firearms – to persons performing protection of PVV.

19. When carrying out explosive works (works with PVV) it is necessary to observe measures for the prevention of poisonings of workers with poisonous products of explosion, and also to perform the package of measures excluding possibility of explosion of VV dust and the blown-up weight. These measures shall be established in local legal acts of the organizations performing the activities connected with the appeal of PVV.

20. The blaster in operating time needs to apply the individual protection equipment corresponding to nature and working conditions to have in case of itself the hours issued by the organization, necessary devices and accessories to explosive works. In case of detonation by several blasters only the senior blaster on change appointed the head of explosive works can have hours. When carrying out seismoprospecting works blasters are allowed not to have hours, on condition of fulfillment of requirements, the these rules specified in Item 226.

21. Losses of PVV (scattering, loss) are subject to technical investigation according to the procedure, established by the Instruction No. 48.

22. Delivery of PVV from PVV storage location on work locations on the land surface shall be carried out along the routes established by the head of the organization (the head of explosive works).

23. VV and the SI needs to be delivered and transported to venues of explosive works separately in bags, original packing. SI (except handling works) and fighters can be transferred only by blasters.

Delivery of VV can be performed by the instructed employees of the organization under the leadership of the blaster. The procedure for receipt of VV by them from the blaster and the report on their delivery is determined by the head of the organization.

Fighters and detonators shall be had in the bags with tough cells (boxes) covered inside with soft material.

24. In case of joint delivery of the SI and VV the blaster can transfer no more than 12 kg of VV and the corresponding number of the SI. The mass of the fighters for beskapsyulny detonation transferred by the blaster shall not exceed 10 kg.

When transferring in bags of VV without SI the regulation shall not exceed 24 kg.

When transferring VV in original packing their quantity shall be in the limits set by the legislation of regulations of lifting and moving weights manually.

25. On delivery PVV from one PVV storage location on other PVV storage location of one organization or directly on permission of the head (technical lead) of the organization joint transportation of PVV is allowed to work locations only in case of observance of the following conditions:

loadings of the vehicle no more than 2/3 its load-carrying capacities;

placement of the SI in front part of the vehicle in the special densely closed boxes with internal soft laying from all directions;

separations of packagings from VV and boxes with the SI by the methods excluding contact between them and transfer of detonation from the last;

fixing of boxes and other container from PVV excluding blows and friction their friend about the friend.

Joint delivery of PVV, except for groups of compatibility of B and F, on specialized vehicles is allowed in case of their loading to dead weight capacity.

The organization of movement and requirement to the vehicle transporting PVV are determined according to acts of the legislation in the field of transportation of dangerous goods.

26. Transportation together with issued to them by PVV is allowed to work locations of blasters only in the cars intended for this purpose and specially equipped with places for sitting.

27. Movement of PVV on mine trunk is forbidden during descent and raising of any workers. When loading, unloading, movement of PVV on mine trunk in the okolostvolny yard and the nadshakhtny building about trunk presence only of the blaster, the distributor of explosive materials, employees of the loading and unloading PVV, stem and the worker responsible for delivery of PVV, and also, if necessary, persons performing protection of PVV is allowed.

28. Descent rise of PVV on trunk of the mine can be carried out only after the dispatcher of the mine informs on it person responsible for rise and descent of loads for mine trunk. Speed of descent rise shall not exceed 5 m/s. The operator of the hoist engine should put it into operation and to stop smoothly, without pushes.

Descent rise of blasters and other workers for handling works shall be carried out out of turn.

29. Boxes with PVV shall occupy no more than 2/3 heights of the floor of cage, but not above cage doors.

30. During descent in trolleys boxes with PVV shall not act above boards of trolleys, and trolleys need to be fixed in cage firmly.

31. The SI should lower (to lift) separately from VV. Boxes and bags with electrodetonators shall be placed on cage floor on height in one row.

32. It is allowed to go down or rise at the same time in one cage to several blasters with bags with PVV and to carriers with bags with VV at the rate of 1 sq.m of floor of cage by one person on the floor. Each of such persons is allowed to have in case of himself the number of PVV which was no more specified in Item 24 of these rules.

33. Delivery of PVV in underground conditions is allowed by all types and means of mine transport with the internal combustion engines which are specially equipped for these purposes and meeting the requirements of the instruction approved by the head of the organization.

Transportation of PVV on underground developments shall be performed with speed no more than 20 km/h.

34. Transportation of PVV in underground developments by vehicles shall be carried out in case of observance of the following conditions:

handling works with PVV are allowed to be carried out only in the established places, in case of accidents the place of handling works is determined by the employee of the organization responsible for delivery of PVV;
