About approval of professional standards in the field of space activities

According to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications" and subitem 56-7) of Item 15 of the Regulations on the Ministry of the digital development, innovations and the aerospace industry of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of July 12, 2019 No. 501, I ORDER:

1. Approve:

1) the Professional standard "Operation of Space and Land Segments of Space System of Remote Sensing of Earth" according to appendix 1 to this order;

2) the Professional standard "Preprocessing and Quality Control of Space Pictures" according to appendix 2 to this order;

3) the Professional standard "Designing of Spacecrafts and Space Systems" according to appendix 3 to this order;

4) the Professional standard "Operation of the Missile and Space Equipment and Objects of Land Space Infrastructure" according to appendix 4 to this order.

2. Declare invalid the order of the Minister of the defense and aerospace industry of the Republic of Kazakhstan of December 19, 2018 No. 216/Tax Code "About Approval of Professional Standards in the field of Space Activities" (it is registered in the Register of state registration of regulatory legal acts at No. 17994).

3. To provide to space committee of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) within five working days after signing of this order the direction it the electronic copy in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan after its official publication.

4. To impose control of execution of this order on the supervising vice-minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Professional standard "Operation of Space and Land Segments of Space System of Remote Sensing of Earth"

Chapter 1. General provisions

1. Scope of the professional standard: The professional standard "Operation of Space and Land Segments of Space System of Remote Sensing of Earth" is developed according to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications" and establishes requirements to forming of educational programs, including personnel trainings at the companies, recognitions of professional qualification of workers and graduates of the organizations of education and solutions of wide range of tasks in the field of operation of space and land segments of this system, and also in research and development in the field of space activities.

2. In this professional standard the following terms and determinations are applied:

1) space system – set of the functional interconnected orbital and land technical means intended for the solution of tasks in space;

2) remote sensing of Earth from space – process of receipt of information on surface and subsoil of Earth by observation and measurement from space of own and reflected radiation of elements of sushi, the ocean and the atmosphere;

3) space system of remote sensing of Earth – the system intended for collection of spatial data on surface and structure of the Earth's surface, the description of nature and temporary variability of natural natural parameters and the phenomena, natural resources, the environment, and also anthropogenous factors and educations for the purpose of the solution of scientific, social and economic, ecological and defensive tasks by means of space shootings;

4) control of spacecrafts of space system of remote sensing of Earth – operation of the space aircraft intended for remote sensing of Earth from space;

5) the spacecraft of space system of remote sensing of Earth – the technical device intended for conclusion in space with research purpose and (or) uses of space.

3. In this professional standard the following reducings are applied:

1) KA – the spacecraft;

2) KS DZZ – space system of remote sensing of Earth;

3) KA of DZZ – the spacecraft of remote sensing of Earth;

4) DZZ – remote sensing of Earth;

5) ON – the software;

6) ORK – Industry frame of qualifications;

7) ETKS – Single wage rate book;

8) KC – Job evaluation catalog.
