Based on item 4 of article 21 of the Law of the Republic of Belarus of June 18, 2019 No. 198-Z "About radiation safety", parts one of article 3 of the Law of the Republic of Belarus of October 10, 2022 No. 208-Z "On regulation of safety when using atomic energy", subitem 9.4 of Item 9 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of November 14, 2022 No. 405, the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Regulations and rules on ensuring nuclear and radiation safety "Welding and building up of the equipment and pipelines of atomic power stations" (further – Rules) establish requirements to safe use of atomic energy and sources of ionizing radiation, including requirements in case of production, installation and accomplishment of repairs of the equipment and pipelines of atomic power stations:
to accomplishment of welding and building up, including to welding materials, the welding equipment, preparation and assembly under welding, to types of welded connections, heat treatment of welded connections and the built-up details;
to quality control of welding and naplavochny materials;
to correction of defects and its control.
Requirements to accomplishment of welding and building up are considered in case of development of design documentation.
2. These rules extend to accomplishment of welding and building up of details and assembly units:
the equipment and pipelines of the nuclear power plants falling under action of regulations and rules for ensuring nuclear and radiation safety of "Rules for the Construction and Safe Operation of the equipment and pipelines of the nuclear power plants" approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of June 30, 2021 No. 45;
the equipment and pipelines working under excessive or vakuummetrichesky pressure and the equipments and pipelines specified in the paragraph the second this Item carried to elements of the third class of safety, except for;
support and suspension brackets of the equipment and pipelines specified in paragraphs second and third this Item;
intra case devices of pressurized water reactors;
metalwork of cooling ponds, pools of overload and storage of spent nuclear fuel of atomic power stations.
3. These rules establish requirements to accomplishment of welding of the details and assembly units of equipment and pipelines made of the following materials:
from steel of the St3sp brands 5, 10, 15, 20, 15L, 20L, 25L, 20K, 22K, 15GS, 16GS, 20GSL, 09G2S, 09G2SA-A, 10HSND, 10HN1M, 16GNMA, 12MH, 12HM, 15HM, 20HM, 20HMA, 10H2M, 12H1MF, 15H1M1F, 10GN2MFA, 10GN2MFA-A, 12H2MFA, 12H2MFA-A, 15H2MFA, 15H2MFA of fashions. And, 15H2MF A-and, 15H2MFA-A of fashions. And, 15H2MFA-A of fashions. B, 18H2MFA, 18H2MF A-and, 15H2NMFA, 15H2NMFA-A, 15H2NMFA class 1, 15H2NM1FA, 15H2NM1FA-A, 15H3NMFA, 15H3NMFA-A (listed to steel are referred to as stalyam of perlitny class, steel of the St3sp brands 5, of 10, of 15, of 20, 15L, 20K, 25K, 20K, 22K is referred to as carbonaceous, steel of brands 15GS, 16GS, 20GSL, 09G2S, 09G2SA-A – kremnemargantsovisty, and steel of other brands – alloyed);
from steel of brands 08X13, 10H9MFB, 05X12H2M, 06H12N3D, 06H12N3DL, 08H14MF, 07H16N4B, 07H12NMFB (listed to steel are referred to as as high-chromium);
from steel of brands 08X18H9, 09X18H 9, 10X18H9, 12X18H9, 08X18H10, 03X16H9M2, 08H16N11M3, 12H18N12M3TL, 12H18N9T, 12H18N9TL, 06H18N10T, 08H18N10T, 12H18N10T, 08H18N12T, 12H18N12T, 10H17N13M2T, 10H17N13M3T, 03H22N5AM3, 03H25N7AM4 (listed to steel stalyam of austenitic class are referred to as);
from iron-nickel alloys of brands 03H21N32M3B, XH35BT, XH78T;
from staly perlitny class with details from high-chromium staly, staly austenitic class and iron-nickel alloys;
from high-chromium staly with details from staly austenitic class;
from titanium and its alloys of the PT-1M, PT-3V, PT-7M, 3M, 5V, 5VL, TL3, TL5, 19 BT1-00, BT1-0, brands;
from aluminum alloys of the AMG ADOO, ADO, AD 1, AD, AV, SAV 1, brands 2, Amg3.
Further welding of details from materials, the specified in paragraphs six and the seventh part one of this Item, hereinafter is referred to as as welding of details from staly different structural classes.
These rules also establish requirements to accomplishment of welding of details from two-layer staly with the main layer from carbonaceous or alloyed staly and the plating layer from steel 08X18H10T, or 08H19N10G2B, or with the anticorrosive building up executed including, the materials Sv-08kh19n10g2b, Sv-04kh20n10g2b, Sv-03kh22n11g2b, Sv-03kh24n13g2b.
4. These rules establish requirements to accomplishment of building up of details from the materials listed in paragraphs the second or fifth, eighth to part one of Item 3 of these rules.
Welding of the materials which are not specified in these rules, but allowed to application for atomic power stations by technical regulatory legal acts (further – TNPA) in the field of technical regulation and standardization, it is allowed to carry out according to the technology documentation developed by the manufacturer taking into account requirements of these rules together with the materials research organization (further – MO). Application of technology documentation, developed MO is allowed.
5. Welding and building up is carried out according to the technology documentation developed taking into account requirements of these rules.
6. Technology documentation on accomplishment of welding and building up of details and assembly units of equipment and pipelines which production is begun or already made (mounted) to entry into force these rules is not subject to conversion.
7. Technology documentation on repair of welded connections and the built-up surfaces of the equipment and pipelines which repair is begun or the these rules repaired before entry into force, is not subject to conversion.
8. The welders who underwent certification on the right of accomplishment of the corresponding types of welding works and having the certificate of the welder shall carry out welding and building up of the equipment and pipelines. At the same time the welder is allowed to accomplishment of welding works which are specified in its certificate.
9. For the purposes of these rules terms and their determinations in the values established by the Law of the Republic of Belarus "About radiation safety", the Law of the Republic of Belarus "On regulation of safety when using atomic energy" and also the following terms and their determinations are used:
anticorrosive building up – the building up protecting metal of detail (product) from impact of the corrosion circle in use;
the atomic power station – the block of nuclear power plant with the pressurized water reactor or installation with the research reactor;
double anticorrosive building up – building up in case of which accomplishment of the first layer welding (naplavochny) materials of one brand (one combination of brands) are used, and in case of accomplishment of the second and the subsequent layers – welding (naplavochny) materials of other brand (other combination of brands). Double anticorrosive building up are subdivided on two-layer and multilayer. Double multilayer building up is carried out more than two layers;
defect – each separate discrepancy of the equipment, pipelines and other elements of nuclear power plant, to the established requirements;
protective building up – the building up intended for protection of metal of detail (product) against the destroying action of different factors in use;
control building up – the building up which is carried out for carrying out the destroying and nondestructive control in case of determination of characteristics of welding (naplavochny) materials in case of incoming inspection, certification of welders, certification of engineering procedures of welding;
control welded connection – the welded connection which is carried out for carrying out the destroying and nondestructive control in case of determination of characteristics of welding (naplavochny) materials in case of incoming inspection, certification of welders, certification of engineering procedures of welding;
control welded seam – seam of control welded connection;
root part of seam – the zone of welded connection up to 30% thick of general thickness of the executed seam, but no more 20,0 of mm adjoining obtusion of edges;
the materials research organization – the organization recognized by the operating organization (further – EO) competent (having appropriate resources) to render services to the organizations in the field of its specialization in the choice and reasons for use of the main and welding materials, technologies of smelting and pouring of metal, thermal cutting, processing by pressure, weldings, building up, heat treatment during the designing, production, installation and operation of the equipment and pipelines of subjects to use of atomic energy;
seam metal – the metal received when melting welding materials in the course of accomplishment of welded connection and diluted with the main metal due to its fusion in zone of the welded edges;
building up – drawing layer of metal or alloy on product surface by means of welding by melting;
the built-up metal – the metal received when melting welding materials in the course of building up (welding) in layers (rollers). The built-up metal also metal of the control welded seam executed with preliminary building up of edges at least in three layers welding materials of controlled brand is considered;
homogeneous anticorrosive building up – the building up which is carried out by welding (naplavochny) materials of one brand (one combination of brands of additive materials and gumboils or protective gases) on all thickness irrespective of quantity of the built-up layers. Homogeneous anticorrosive building up are subdivided on single-layer and multilayer. Homogeneous multilayer building up is carried out by at least than two layers;
preliminary building up – building up which is carried out for preparation under welding of welded connections from staly different structural classes and from staly one structural class, but the different chemical composition;
additive material – the metal intended for introduction in welding bathtub in addition to the welding melted material;
dividing building up – the building up excluding direct contact of diverse compositions of the built-up metal among themselves for prevention of formation of the structures inclined to emergence of hot cracks;
layer of anticorrosive building up – the part of building up formed by number of the rollers located at one level from the main metal;
shift of edges – discrepancy of levels of arrangement of the welded (welded) details or their parts (sites) in joint welded connections;
thickness of anticorrosive building up – distance from the outside surface of building up (from surface of the first layer) to zone of its alloyage with the main metal.
10. In case of accomplishment of welding (building up) materials, adequate TNPA, including TNPA in the field of technical regulation and standardization, local legal acts EO (further – ND) on welding and naplavochny materials are applied to atomic power stations.
11. In case of need replacements of welding materials by new materials, they shall conform to requirements of ND of welding and naplavochny materials for atomic power stations.
12. The equipment and measuring instruments providing observance of requirements of these rules is used to accomplishment of welding and building up.
13. The used equipment shall provide observance in the admissible limits of parameters of the modes of welding (building up) set in technology documentation.
14. The equipment for argonodugovy welding by not melting electrode and plasma building up by powder materials shall be equipped with devices for smooth clearing of arch.
15. Metrological support of the measuring instruments applied in case of accomplishment of welding and building up is performed according to the legislation on ensuring unity of measurements.
16. All batches of welding and naplavochny materials intended for welding and building up of the equipment and pipelines are subject to quality control.
17. Quality control of welding and naplavochny materials includes:
verification of the accompanying documentation;
check of packaging and condition of welding and naplavochny materials;
control of metal of seam and metal of building up.
18. Quality control of welding and naplavochny materials is performed by the organization using these materials when welding (building up) of the equipment and pipelines.
Seam metal control (the built-up metal) in the organization using welding materials is allowed be not to carried out if the specified control for each batch (for each subject to production use of combination of batches of additive materials and gumboils) welding materials was carried out by the organization manufacturer of welding materials or other organization in full accordance with requirements of these rules, and results of control are drawn up documentary and transferred to the organization using the checked batches of welding materials.
19. Quality control of each batch of welding and naplavochny materials is carried out before their application.
20. When using by the organization manufacturer of the equipment and (or) assembly units of pipelines of self-produced welding (naplavochny) materials combination of quality control of welding and naplavochny materials and acceptance control of specific batches of welding and naplavochny materials is allowed.
21. Each batch of welding and naplavochny materials should be checked:
on availability of the certificate of conformity (for cylinders with gas conducting check according to the labels attached to gates and color of coloring of cylinders is allowed) with check of completeness of the data brought into it and their accord to the established requirements of ND of welding and naplavochny materials for atomic power stations;
on availability on each packing case of marking with check of compliance specified in it brands, range and batch numbers of material to data of the document confirming technical characteristics of material.
22. Results of control of materials are drawn up by entries in magazines. In addition to the magazine of control of welding materials the magazine of calcination of the covered electrodes and welding gumboils for possibility of their application after calcination is kept.
23. The structure and contents of reporting documentation on control of the materials applied to welding and naplavochny works when carrying out repairs of the equipment and pipelines are determined by EO.
24. Each batch of welding (naplavochny) materials should be checked:
on absence of damage of packaging and (or) materials;
on compliance to data of the certificate of conformity and to the established requirements of ND of welding and naplavochny materials for atomic power stations.
25. When checking welding (naplavochny) materials are controlled:
each batch of the covered electrodes – on compliance of the nominal sizes of electrodes this the certificate of conformity and condition of their covering to the established requirements of ND of welding and naplavochny materials for atomic power stations;
each batch of welding (naplavochny) wire and tape – on compliance of the nominal sizes and type of surface this the certificate of conformity and condition of surface to the established requirements of ND of welding and naplavochny materials for atomic power stations, and also on marking availability from two parties of bay of welding wire and tape;
each batch of gumboil – on compliance of color, uniformity and particle size distribution to the established requirements of ND of welding and naplavochny materials for atomic power stations.
26. The decision on further complete or partial use of welding (naplavochny) materials in case of damage of packaging and (or) materials is accepted by the organization applying the specified materials.
27. Each batch of the covered electrodes and gumboils before use is checked for moisture content compliance in covering of electrodes and humidity of gumboil to the established requirements of ND of welding and naplavochny materials for atomic power stations or on compliance of conditions and terms of their storage after the next calcination.
28. When using batch of the covered electrodes or gumboil in parts check of moisture content in covering and humidity of gumboil is plaid separately for each part of game which is subject to use.
Repeated calcination is carried out in cases if moisture content in covering of electrodes or humidity of gumboil is exceeded by the established requirements of ND of welding and naplavochny materials for atomic power stations regarding requirements of controlled welding materials, and also in case of violation of conditions and storage durations after calcination.
29. In case of storage of welding (naplavochny) materials it is necessary to observe procedure according to appendix 1.
30. Are subject to control:
each melting of welding wire and tape;
each batch of electrodes, gumboils and powder materials.
31. For monitoring procedure of welding (naplavochny) materials it is necessary to make control welded seams (building up).
32. Control welded seams are subject to continuous visual and measuring, radio graphical or visual and measuring, ultrasonic inspection.
33. Control building up are subject continuous visual and capillary or visual and magnetic powder (except the naplavka executed by materials of austenitic class) to control, and in the cases provided by technology documentation, to also ultrasonic and (or) radio graphical control.
34. Control welded seams and control building up are exposed to nondestructive control (in the initial ambassador of welding condition and (or) after heat treatment if its carrying out is required) in case of which positive results the destroying control is carried out.
If the total length of the defective sites revealed in case of nondestructive control does not exceed 5% of length of control welded seam or control building up, then the destroying control is carried out from the samples which are cut out not from defective sites.
35. Assessment of results of the nondestructive and destroying control of control welded seams and control naplavka needs to be carried out according to ND establishing requirements to monitoring procedure of metal of the equipment and pipelines of atomic power stations in case of production and installation.
36. Assessment of results of nondestructive control is carried out depending on category of welded connections to which more high requirements for safety are imposed.
Categories of welded connections are established in design documentation according to ND establishing requirements to monitoring procedure of metal of the equipment and pipelines of atomic power stations in case of production and installation.
If the category of welded connections is not established, assessment of results of nondestructive control is carried out on the regulations established for welded connections of category III.
37. In case of unsatisfactory results of nondestructive control of control welded seams and naplavka depending on nature of the revealed defects the decision on repeated accomplishment of control welded seams or naplavka after additional transactions on improvement of quality of welding materials or about impossibility of use of controlled welding materials for welding (building up) of the equipment and pipelines is made.
38. In case of unsatisfactory results of the destroying control re-testing by specific method of the destroying control on doubled quantity of samples are carried out. Results of re-testing are final.
39. Control welded seams are carried out:
in case of control of the covered electrodes for manual arc welding – electrodes of each batch;
in case of control of welding materials for automatic welding under gumboil and for electroslag welding – welding wire of each melting in combination with gumboil of each batch;
in case of control of welding materials for welding in protective gases (mix of protective gases) – welding wire of each melting in combination with protective gas of one brand and one grade (mix of protective gases in the same proportion).
Control welded seams shall be made of the welding materials applied to production welded connections.
40. Control building up are carried out:
in case of control of the covered electrodes for manual arc building up – electrodes of each batch;
in case of control of welding materials for automatic building up under gumboil – welding tape or wire of each melting in combination with gumboil of each batch;
in case of control of welding materials for building up in protective gases (mix of protective gases) – welding wire of each melting or powder of each batch in combination with protective gas of one brand and one grade (mix of protective gases in the same proportion).
Control building up are made of the materials applied in case of accomplishment of production naplavka.
41. Instead of control welded seams are carried out control building up provided that the batch (set of batches of additive materials) of welding materials is subject to use for welding of details:
from carbonaceous staly or staly austenitic class nominal thickness to mm 40,0 inclusive;
from kremnemargantsovisty staly nominal thickness to mm 30,0 inclusive;
from alloyed staly or from high-chromium by staly nominal thickness to mm 20,0 inclusive.
42. If the batch (set of batches) of welding materials is subject to use both in case of welding accomplishment, and in case of accomplishment of naplavka, only the control welded seam, and in cases, stipulated in Item 41 these rules, – only control building up is carried out.
43. To accomplishment of welding of details nominal thickness to 20,0 of mm applies the welding materials intended for tea leaves of root layers of seam.
44. Control welded seams are allowed be not to carried out if accomplishment of the destroying control of production control welded connections is provided in design documentation.
45. In case of accomplishment of control welded seams the combination of brands of the main metal of the welded plates (details) and controlled welding materials shall conform to requirements of these rules.
Plates from steel of other brands of the same structural class are used on condition of preliminary building up of the edges which are subject to welding by welding materials of controlled brand (combination of brands) at least in three layers. For the specified building up of edges welding materials of other batches of welding materials of the same brand, including welding materials of other range can be used.
Plates from staly other structural classes are used on condition of accomplishment of preliminary building up on edges at least in five layers.
In case of control of the welding materials intended for accomplishment of welding of details from staly different structural classes plates from material on which preliminary building up of edges is not required are used.
