Chapter 1. General provisions

1. These rules of appointment and implementation of payments to separate categories of citizens for the dwelling leased in private housing stock (further – Rules) are developed according to the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" and with the subitem 410) of Item 15 of the Regulations on the Industry ministry and the construction of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 4, 2023 No. 864 "Some questions of the Industry ministry and construction of the Republic of Kazakhstan" and determine procedure for rendering the state service of appointment and implementation of payments to separate categories of citizens for the dwelling leased in private housing stock.

2. The state service is rendered on free basis to physical persons (further – uslugopoluchatel).

3. Appointment and implementation of payments to separate categories of citizens for the dwelling leased in private housing stock (further – the state service) is rendered through branches of Otbasy bank Joint-stock company (further – the service provider) which services are paid based on the service provision agreement signed with authorized body in the sphere of the housing relations according to calculation of cost of services of Otbasy bank Joint-stock company for implementation of housing payments to separate categories of citizens for the dwelling leased in private housing stock according to appendix 1-1 to these rules.
