Based on parts four and heel of Item 1 of article 25 of the Law of the Republic of Belarus of July 18, 2011 "About addresses of citizens and legal entities" the Council of Ministers of the Republic of Belarus DECIDES: No. 300-Z

1. Approve Regulations on procedure for functioning of the state single (integrated) republican information system of accounting and processing of addresses of citizens and legal entities it (is applied).

2. Determine that:

2.1. the owner of the state single (integrated) republican information system of accounting and processing of addresses of citizens and legal entities (further – system of accounting and processing of addresses) is the Ministry of Communications and Informatization;

2.2. operator of system of accounting and processing of addresses is the republican unitary enterprise "Center of Digital Development";

2.3. users of system of accounting and processing of addresses are state bodies and other state organizations (further, unless otherwise specified, – the state organizations), applicants.

The officials authorized according to legal acts to consider addresses of the citizens and legal entities having the right to use system of accounting and processing of addresses according to the decision of the head of the relevant state organization;

2.4. state bodies according to competence perform methodological management and coordination of activities of subordinates (which are part, system) the state organizations for use of system of accounting and processing of addresses.

3. Determine that financing:

3.1. services in technical support and maintenance of system of accounting and processing of addresses it is performed at the expense of the means provided in the republican budget on content of the Ministry of Communications and Informatization;

3.2. works (services) in development (completion, upgrade) of system of accounting and processing of addresses it is performed in accordance with the established procedure at the expense of the means of republican fund of universal servicing of digital development and communication and (or) other sources which are not prohibited by the legislation with inclusion of the relevant activities in the state program in the field of digital development according to the legislation;

3.3. works (services) in ensuring information exchange of departmental electronic document management systems of the state organizations with system of accounting and processing of addresses it is performed at the expense of the means provided to their owners in the relevant budget and also other sources which are not prohibited by the legislation.

4. Performance of works (rendering the services) according to subitems 3.1 and 3.2 of Item 3 of this resolution financed fully or partially by budgetary funds is performed with the standard rate of profitability no more than 7 percent to cost for determination of the amount of the profit which is subject to inclusion in selling prices (rates).

5. To the Ministry of Communications and Informatization:

develop together with the republican unitary enterprise "Center of Digital Development" and approve in coordination with Operational analytical center in case of the President of the Republic of Belarus regulations of system operation of accounting and processing of addresses (further – regulations);

together with the republican unitary enterprise "National Center of Electronic Services" to provide interaction of system of accounting and processing of handling of system of interdepartmental electronic document management of state bodies of the Republic of Belarus (further – SMDO), with the Single system of identification of physical persons and legal entities.

6. Provide to the state organizations use of system of accounting and processing of addresses according to Regulations on procedure for functioning of the state single (integrated) republican information system of accounting and processing of addresses of citizens and legal entities, the approved this resolution, and the regulations.

Regulations on procedure for functioning of the state single (integrated) republican information system of accounting and processing of addresses of citizens and legal entities

Chapter 1. General provisions

1. Are determined by this Provision procedure for functioning of system of accounting and processing of addresses, including procedure for entering into it by the state organizations of information, procedure for provision to the state organizations, applicants of information from system of accounting and processing of addresses, procedure for identification (authorization) in it the state organizations, applicants.

3. The system of accounting and processing of addresses provides:

identification, authentication and authorization of users of system of accounting and processing of addresses;

possibility of submission by applicants of electronic appeals to the state organizations;

forming of personal electronic accounts of users of system of accounting and processing of addresses;

forming of unique number of the address in case of receipt of the electronic address to system of accounting and processing of addresses, registration in it written and oral addresses;

centralized accounting and storage of the electronic and written addresses which arrived in the state organizations, answers (notifications) to them, other information on consideration of addresses, on leaving of addresses without consideration on the merits;
