Based on parts two and third Item 5, of the paragraph of the fourth of part two of subitem 12.11 and subitem 12.13 of Item 12 of the Presidential decree of the Republic of Belarus of April 7, 2022 "About state body in the field of digital development and questions of informatization" the Council of Ministers of the Republic of Belarus DECIDES: No. 136

1. Approve:

The regulations on parent organization on implementation of actions in the field of digital development and the operator of the state digital platforms and information systems (are applied);

The regulations on evaluation procedure of labor input of creation of the state digital platforms and information systems (are applied);

The regulations on objects of examination in the field of digital development, procedure for its organization and carrying out (are applied).

2. Determine the list of the state digital platforms and information systems which operator is the republican unitary enterprise "Center of Digital Development", according to appendix.

3. In subitem 3.2 of Item 3 of the resolution of Council of Ministers of the Republic of Belarus of November 13, 2019 No. 765 "About the portal of rating assessment of" the word "the scientific and engineering republican unitary enterprise "Institute of Applied Program Systems" shall be replaced with words "the republican unitary enterprise "Center of Digital Development".

4. To the Ministry of Communications and Informatization to take measures for implementation of this resolution.

5. This resolution becomes effective after its official publication.

Regulations on parent organization on implementation of actions in the field of digital development and the operator of the state digital platforms and information systems

1. This Provision determines the main objectives, functions and the rights of the republican unitary enterprise "Center of Digital Development" as parent organization by implementation of actions in the field of digital development (further – parent organization), and also its tasks and function as operator of the state digital platforms and information systems (further – the operator) determined by Council of Ministers of the Republic of Belarus (further, unless otherwise specified, – the state digital platforms and information systems).

2. For the purposes of this provision terms in the values established in article 1 of the Law of the Republic of Belarus of November 10, 2008 No. 455-Z "About information, informatization and information protection" and appendix 1 to the Presidential decree of the Republic of Belarus of April 7, 2022 No. 136 are used.

3. The parent organization performs the activities in interaction with state bodies and other organizations.

4. The parent organization performs the activities according to the legislation based on the agreements signed with state bodies and other organizations.

5. The main objectives of parent organization are:

development and deployment of information and communication and other advanced technologies in industry of national economy and the sphere of life activity of society for creating favorable conditions for providing and maintenance of processes of digital development;

participation in forming of ecosystem of digital economy by means of development functioning and creations of new state digital platforms and state information systems, creation of single architecture of the state digital platforms and development of requirements to the information systems attached to them;
