1. Determine that exchange of the foreign national car driver licenses issued by competent authorities of the Donetsk People's Republic, the Luhansk People's Republic and Ukraine for the Russian national car driver licenses is made according to the procedure, No. 1097 provided by the order of the Government of the Russian Federation of October 24, 2014 "About the admission to control of vehicles", without examination on the right of control of vehicles in cases if the owner of the foreign national car driver license is:

a) ceased to be valid according to the Order of the Government of the Russian Federation of 28.12.2022 No. 2462

b) the citizen of Ukraine or the person without citizenship having permission to temporary residence in the Russian Federation, the residence permit in the Russian Federation, the certificate of the refugee, the certificate on provision of provisional asylum in the territory of the Russian Federation or the certificate of the participant of the State program on rendering assistance to voluntary resettlement to the Russian Federation the compatriots living abroad, constantly living in the territory of Ukraine, except for such persons, the specified in paragraphs one of Item of 1 features of provision of the state services in registration of vehicles and issue of the car driver licenses approved by the order of the Government of the Russian Federation of December 2, 2022 No. 2216 "About features of provision of the state services in registration of vehicles and issue of car driver licenses and also about modification of Item 14 of Rules of state registration of vehicles in registration divisions of State Inspection for Road Traffic Safety of the Ministry of Internal Affairs of the Russian Federation";

c) the citizen of the Russian Federation who acquired citizenship of the Russian Federation in the status of the citizen of Ukraine or the person without citizenship who was constantly living in the territory of Ukraine, except for such persons, the specified in paragraphs one of Item of 1 features of provision of the state services in registration of vehicles and issue of the car driver licenses approved by the order of the Government of the Russian Federation of December 2, 2022 No. 2216 "About features of provision of the state services in registration of vehicles and issue of car driver licenses and also about modification of Item 14 of Rules of state registration of vehicles in registration divisions of State Inspection for Road Traffic Safety of the Ministry of Internal Affairs of the Russian Federation".

Paragraph one of Item 38 of Rules of holding examinations on the right of control of vehicles and issues of the car driver licenses approved by the order of the Government of the Russian Federation of October 24, 2014 No. 1097 "About the admission to control of vehicles" (The Russian Federation Code, 2014, No. 44, Art. 6063; 2016, No. 7, Art. 975; 2017, No. 14, of the Art. 2063) to add with words ", the Federal Laws, regulatory legal acts of the President of the Russian Federation or the Government of the Russian Federation".
