Rules of holding examinations on the right of control of vehicles and issues of car driver licenses;

Rules of holding examinations on the right of control of vehicles and issues of car driver licenses

I. General provisions

1. These rules establish procedure for holding examinations on provision of the special right to control of vehicles of the corresponding categories and the subcategories entering them, stipulated in Item 1 article 25 of the Federal law "About Traffic Safety" (further - examinations, the right to control of vehicles), determine structure of the technical means of control intended for holding examinations, the requirement to the specified technical means and condition of their application and also establish procedure for issue of the Russian national and international car driver licenses.

2. Holding examinations, issue of the Russian national and international car driver licenses are performed by divisions of State Inspection for Road Traffic Safety of the Ministry of Internal Affairs of the Russian Federation to which obligations on holding examinations, issue of the Russian national and international car driver licenses are assigned (further - divisions of the State traffic inspectorate).

Holding examinations at the persons who are constantly living in or temporarily living or temporarily staying in the territory of the Russian Federation issue of the Russian national and international car driver licenses are performed in divisions of the State traffic inspectorate in the place of the address of specified persons.

II. Holding examinations

6. Examinations are held in the form of theoretical and practical examinations.

7. Examinations are held by authorized officers of divisions of the State traffic inspectorate to whom according to official regulations (job description) service duties on holding examinations are assigned (further - examiners) which reached age of 25 years and have:

the higher education;

the right to control of vehicles of those categories or subcategories on which practice examinations will be carried out;

years of service of control of vehicles at least 5 years.

8. The examiner having the right to carrying out practice examinations to the right of control of vehicles of category "A" can also hold examinations on the right of control of vehicles of subcategory "A1" and subcategory of "B1" with motorcycle landing or wheel of motorcycle type, category "B" - subcategories of "B1" (except vehicles with motorcycle landing or wheel of motorcycle type), categories "C" - subcategories of "C1", category "D" - subcategory of "D1", category "CE" - subcategory of "C1E" and category "DE" - subcategory of "D1E".

The examiner having the right to carrying out practice examinations to the right of control of vehicles of any of the specified categories or subcategories can also hold examination on the right of vehicle control of category "M".

Qualification requirements to examiners are developed and affirm the Ministry of Internal Affairs of the Russian Federation.
