About entering into some resolutions of the Cabinet of Ministers of Ukraine of changes concerning registration and accounting of the humanitarian assistance and its receivers in the period of warlike situation

1. Make to resolutions of the Cabinet of Ministers of Ukraine changes concerning registration and accounting of the humanitarian assistance and its receivers in the period of warlike situation, change which are applied.

2. This resolution becomes effective from the date of its publication.

Changes which are made to resolutions of the Cabinet of Ministers of Ukraine concerning registration and accounting of the humanitarian assistance and its receivers in the period of warlike situation

1. The paragraph third Item 3 procedures for goods write-off (objects) for the humanitarian assistance having certain useful life, the Cabinet of Ministers of Ukraine approved by the resolution of March 16, 2000 No. 514 (The Official Bulletin of Ukraine, 2000, No. 12, Art. 466; 2013, No. 29, to the Art. 1008) to state in the following edition:

"The decision on early write-off of fixed assets is made by the legal entity on whose balance there is such humanitarian assistance, in case of adoption by it of the decision on destruction and/or utilization of goods (objects) of the humanitarian assistance, low-quality or unsuitable to consumption. The receiver displays information on early write-off of fixed assets in the report on availability and distribution of the humanitarian assistance. The electronic copies of originals of paper documents (photocopy) confirming early write-off of fixed assets can be attached to the report.".

In the Regulations on national social customer service of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of August 26, 2020 No. 783 "some questions of national social customer service of Ukraine" (The Official Bulletin of Ukraine, 2020, No. 73, the Art. 2300), - with the changes made by the resolution of the Cabinet of Ministers of Ukraine of August 11, 2023 No. 1188:

The subitem 1 of Item 3 to add 1) with the paragraph of the following content:

"monitoring of data on the humanitarian assistance;";

2) in item 4:

add Item with subitem 25-2 of the following content:

"25-2) carries out according to the procedure, the established Minsotspolitiki, monitoring of data on receipt of the humanitarian assistance and its distribution, checks compliance of the reports on availability and distribution of the humanitarian assistance submitted to the automated system of registration of the humanitarian assistance, to requirements of the legislation, in particular concerning timeliness of their representation, completeness of information reflected in reports, availability or lack of violations of the law concerning distribution of the humanitarian assistance and also analyzes reports regarding compliance of information on categories of the distributed goods and their amount of information about the inventory recognized by the humanitarian assistance specified in the automated system of registration of the humanitarian assistance;";

3) the subitem 5 of Item 6 after words", receivers of social support" to add with words ", receivers of the humanitarian assistance".

3. In the resolution of the Cabinet of Ministers of Ukraine of October 9, 2020 No. 927 "Some questions of the organization of maintaining the automated system of registration of the humanitarian assistance" (The Official Bulletin of Ukraine, 2020, No. 84, Art. 2694; 2021, No. 40, Art. 2373):

1) in the resolution:

in item 4 of the word and figures "till April 15, 2021" shall be replaced with words also in figures "till December 1, 2023";

in Item 5 of the word and figures "since December 1, 2020" shall be replaced with words also in figures "since December 1, 2023", and words", means, including in foreign currency, the performed works, the rendered services" to exclude;

add the resolution with Item 5-1 of the following content:

"5-1. To provide to the Ministry of Health at the request of the Ministry of social policy till March 1, 2024 electronic information exchange of the information and analytical MedData system with the automated system of registration of the humanitarian assistance.";

2) in the Regulations on the automated system of registration of the humanitarian assistance approved by the specified resolution:

"1. This Provision determines basic processes, the list of subjects of the automated system of registration of the humanitarian aid, contents of information placed in it and other questions of its functioning, and also procedure for maintaining the Unified register of receivers of the humanitarian assistance.

1) the automated system of registration of the humanitarian assistance (dalee-AS the State Duma) - set technical and the software intended for ensuring processes:

the automated access to the Unified register of receivers of the humanitarian assistance and implementation of registration actions;
