Some questions of the organization of maintaining the automated system of registration of the humanitarian assistance

Cabinet of Ministers of Ukraine decides:

1. Approve Regulations on the automated system of registration of the humanitarian assistance which are applied.

2. The paragraph third item 4 and Item 9 of the Order of interaction central and local executive bodies and National Bank concerning implementation of the Law of Ukraine "About the humanitarian assistance", the Cabinet of Ministers of Ukraine approved by the resolution of March 25, 2013 No. 241 (The Official Bulletin of Ukraine, 2013, No. 29, Art. 990; 2016, No. 6, the Art. 308) to exclude.

3. Recognize invalid resolutions of the Cabinet of Ministers of Ukraine according to the list which is attached.

4. To provide to the Ministry of Justice, the State Customs Service and other central executive bodies on request of the Ministry of social policy till April 15, 2021 information exchange of own information and telecommunication systems with the Automated system of registration of the humanitarian assistance.

5. To the ministry of social policy to hold organizational events for providing since December 1, 2020 of representation exclusively electronically and information processing and the documents necessary for registration of receivers of the humanitarian assistance, recognition with the humanitarian assistance of freights (goods), means, including in foreign currency, the performed works, the provided services.

6. This resolution becomes effective since September 1, 2021, except Items 2 and 3 of this resolution which become effective since October 1, 2021.

Regulations on the automated system of registration of the humanitarian assistance

General part

1. This Provision determines basic processes, subjects and structure of the automated system of registration of the humanitarian assistance, and also condition of its functioning.

2. In this Provision terms are used in such value:

1) the automated system of registration of the humanitarian assistance (further - the automated system) - set technical and the software intended for automation of processes of creation, representation, obtaining, processing, use, storage, destruction of electronic documents and electronic copies of paper documents with use of means of the qualified digital signature or qualified electronic seal with observance of requirements of the Law of Ukraine "About electronic confidential services" and the Procedure for use of electronic confidential services in public authorities, local government bodies, the companies, organizations and the organizations of the state pattern of ownership approved by the resolution of the Cabinet of Ministers of Ukraine of September 19, 2018 No. 749 (The Official Bulletin of Ukraine, 2018, No. 76, the Art. 2528), for inclusion of receivers of the humanitarian assistance in the Unified register of receivers of the humanitarian assistance (further - the Unified register), exception of it and modification, and also for registration of freights (goods), means, including in foreign currency, the performed works, the rendered services which are recognized as the humanitarian assistance;

2) electronic office of the automated system - the part of the automated system intended for the authorized work of users of system of forming, representation and document handling in electronic form, informing on the receipt of statements and condition of their processing made by results of their consideration the decision;

3) the statement - the electronic document with the imposed qualified digital signature of the subject of the address submitted to them to Minsotspolitiki by means of the automated system through electronic office;

4) information web system of the automated system - part of the official website of Minsotspolitiki through which forming is performed maintaining the Unified register and use of it, containing data on freights (goods), means, including in foreign currency, the performed works, the rendered services recognized as the humanitarian assistance or in recognition by the humanitarian assistance of which is refused;

5) information which is not subject to reflection in open access - specified in the automated system of the data of rather registration number of accounting card of the taxpayer or series (in the presence) and passport numbers of the citizen of Ukraine (for physical persons which because of the religious beliefs refused adoption of registration number of accounting card of the taxpayer, notified on it the relevant monitoring body and have mark in the passport), birth dates, the circumstances confirming need of receipt of the humanitarian assistance, the residence of the physical person - the acquirer of the humanitarian assistance (except data on area, the area, the settlement, the area in the city (in the presence);

6) public information of the automated system - the data entered by receivers of the humanitarian assistance and authorized persons of Minsotspolitiki in the automated system and other information in the automated system of registration of the humanitarian assistance, except information which is not subject to reflection in open access;

7) the working group on questions of humanitarian aid in case of Minsotspolitiki (further - working group) - the permanent advisory advisory body formed according to item 4 of the Order of interaction central and local executive bodies and National Bank concerning implementation of the Law of Ukraine "About the humanitarian assistance", the Cabinet of Ministers of Ukraine approved by the resolution of March 25, 2013 No. 241 (The Official Bulletin of Ukraine, 2013, No. 29, Art. 990; 2016, No. 6, the Art. 308), for the purpose of provision of recommendations of recognition by the humanitarian assistance of freights (goods), means, including in foreign currency, the performed works, the provided services.
