1. Approve the enclosed Instruction on the organization of anti-terrorist protection of objects (cult buildings (constructions), vulnerable in the terrorist relation, functioning in the field of religious activities.

2. To provide to committee on cases of religions of the Ministry of information and social development of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of information and social development of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan provision in Legal department of the Ministry of information and social development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of information and social development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. This Instruction on the organization of anti-terrorist protection of objects (cult buildings (constructions), vulnerable in the terrorist relation, functioning in the field of religious activities (further – the Instruction), is developed according to Item 1 of article 10-2 of the Law of the Republic of Kazakhstan "About counteraction to terrorism", and also Requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of May 6, 2021 No. 305 "About approval of requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation" (further – Requirements).

2. The instruction disaggregates questions of the organization of anti-terrorist protection of objects (cult buildings (constructions) functioning in the field of religious activities (further – cult buildings (constructions)), carried to objects, vulnerable in the terrorist relation, according to Rules and criteria of reference of objects to vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of April 12, 2021 No. 234.

3. This Instruction extends to cult buildings (constructions) expected simultaneous stay with a (capacity) of 200 (two hundred) and more people.

This Instruction does not extend to the spiritual (religious) organizations of education.

Anti-terrorist security of the spiritual (religious) organizations of education is provided according to the order of the Minister of Education and Science of the Republic of Kazakhstan of March 30, 2022 to No. 117 "About approval of the instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, the Ministries of Education and Science of the Republic of Kazakhstan and objects, vulnerable in the terrorist relation, performing activities in the field of science and education" (it is registered in the Register of state registration of regulatory legal acts at No. 27414).

4. The instruction is intended for application in work of heads of the religious associations, their branches and representations or using cult buildings (constructions) on other legal cause, priests, personnel of cult buildings (constructions) and also for representatives of the state and local executive bodies to studying, check and assessment of condition of anti-terrorist security of cult buildings (constructions).

Studying, check and assessment of condition of anti-terrorist security of cult buildings (constructions) shall not interfere with making of church service, religious practices, ceremonies.

5. In case of operation of cult buildings (constructions), regardless of pattern of ownership, observance of Requirements, and also this Instruction is provided.

6. Heads of religious associations, their branches and representations, or using cult buildings (constructions) on other legal cause designates person (faces) providing holding actions for anti-terrorist security of the cult building (construction).

7. In this Instruction the following concepts are used:

1) measures of primary reaction – the complex of priority actions undertaken by personnel of object and employees of the subject of security activities, directed to timely informing authorized state bodies on threat or making of the act of terrorism, and also actions for minimization and liquidation of possible effects of the act of terrorism (assistance in implementation of primary and investigative actions by forces of emergency (primary) reaction, first aid by the victim, evacuation and so on);
