About approval of Safety rules for coal mines
According to the Mountain Law of Ukraine, Regulations on the State committee of Ukraine on supervision of labor protection approved by the Decree the President of Ukraine of 16.01.2003 of N 29, I ORDER:
1. Approve Safety rules for coal mines (daleepravil) which are attached.
2. To submit to the acting as the head of department of the organization of the state supervision in the coal industry Rumezhak O. M. this order on state registration to the Ministry of Justice of Ukraine.
3. To chiefs of territorial administrations of Gosnadzorokhrantrud of Ukraine on Donetsk (Maleev M. V.), Luhansk (Basakin G. M.), Dnipropetrovsk (Ivanko V. L.), Lviv (Zabolotny A. G.), Volynsk (Ivanov K. N.) and Kirovohrad (Tkachenko S. P.) areas to take measures relatively:
3.1. Studying of these Rules by officials, in particular inspection structure which functional obligations are connected with the organization and implementation of the state supervision of labor protection on coal mines;
3.2. Systematic control of observance of requirements of these rules.
4. To management of normative and legal and legal providing (Kubiyevich M. V.) to include Rules in the State register of regulatory legal acts concerning labor protection and to place them on Gosnadzorokhrantrud's web page of Ukraine.
5. To general department (Dengin A. P.) in week time after state registration in the Ministry of Justice of Ukraine to bring this order to permission central and local executive bodies, territorial administrations, the expert and technical centers and National research institution of labor protection of Gosnadzorokhrantrud of Ukraine.
7. To impose control over the implementation of this order on the director of the department of the state mountain supervision Suslov G. M.

1.1. Basic provisions
1.1.1. These rules according to article 3 of the Mountain law of Ukraine determine regulations and rules of safe conducting mining operations, uses of the mining and electrotechnical equipment, rudnikovy transport, the requirement concerning airing and antiemergency protection of excavations, observance of the pylegazovy mode, production sanitation, labor and environmental protection.
1.1.2. Each mine shall have project and estimate, geological and surveying, technological, sanitary and hygienic and accounting and control documentation, and also the situational plan of surface with designation of all objects and constructions in borders of mountain branch.
For all types of documentation storage durations, single for industry, with their obligatory specifying on the title page are determined.
1.1.3. In each mine the management system labor protection shall function. For their functioning the head (the employer, the owner) creates security service of work and the respective state of officials.
The regulations on security service of work are developed taking into account specifics of the company irrespective of pattern of ownership and affirm the head of the mine.
The security service of work submits directly to the head of the mine and is equated to the main technological services.
Associations, the companies, corporations, concerns, plants, trusts and other associations of the companies (further - associations) coal industry, in case of accomplishment of the delegated functions by them in the field of labor protection, provide in the charters (provisions) creation of security services of work for providing safe working conditions at the companies which are their part.
1.1.4. In each mine the site of ventilation and safe engineering shall be organized (further - VTB). The number of mine foremen of VTB is calculated by technique in the procedure established by the legislation.
1.1.5. Schedules of development of mining operations (perspective, current) are developed, approved and affirm according to the Regulations on procedure for development, registration, approval and approval of development programs of mining operations and losses of coal in subsoil in case of production approved by Minugleprom of the USSR 30.12.84. Conducting mining operations on uncoordinated, unconfirmed sites is not allowed.
The project organizations shall exercise designer's service of accomplishment of project decisions in case of construction, operation and liquidation of mines and objects.
1.1.6. In the mine time keeping of all those who went down to the mine and left shall be kept (left) it. Responsibility for its organization is conferred on the head of the mine who shall establish procedure for detection of those who timely did not leave (did not leave) the mine and to take measures concerning their search.
1.1.7. The Section "Antiemergency Protection" which contains package of measures concerning the prevention of gas contamination and zapyleniye of excavations, the exogenous and endogenous fires, vzryvo-and fire danger of electric equipment, the gasdynamic phenomena, accidents on mine transport and rise, blockages and floodings of the operating developments shall be provided in projects and passports.
1.1.8. For mines which are under construction and reconstructed (the horizons, blocks, panels) when designing mining operations the possibility of exit of people in case of accidents to the safe place during action of the self-rescuer shall be provided and effective conducting rescue operations.
1.1.9. In each mine two independent types of telecommunication (the provodovy fixed, mobile/mobile radio communication) with division of rescue service which services the mine shall function.
1.1.10. In each mine the liquidation plan of accidents which affirms the chief engineer of the mountain company in coordination with the relevant division of GASS/GVSGS/, servicing the mine shall be constituted.
Sinking to the mine of workers who are not informed of the liquidation plan of accidents is not allowed and do not know that part which concerns the place of their work and ways of movement.
In the absence of the approved liquidation plan of accidents, and also in case of cancellation of GASS/GVSGS/of own approval of the plan in general or its separate line items, conducting works which answer these line items is not allowed.
1.1.11. In case of accident in the mine the actions provided by the liquidation plan of accidents immediately become effective. Responsible works manager on liquidation of accident is the chief engineer of the mine, and before its arrival on the mine - the mountain dispatcher. Their orders for all persons and the organizations who participate in accident liquidation are obligatory to execution.
In case of impossibility of accomplishment by the chief engineer of the mine of the obligations on accident liquidation accomplishment of these obligations is assigned only according to the written order in the operational magazine of the highest technical lead who shall undertake management of liquidation of accident or designate other responsible person.
1.1.12. All mines shall be serviced by divisions of GASS/GVSGS/. Dislocation of divisions of GASS/GVSGS/is approved with the State committee of Ukraine on supervision of labor protection (daleegosnadzorokhrantrud of Ukraine). The rights and the GASS/GVSGS/functions concerning their activities on coal mines are determined by their charters according to requirements of the current legislation and the corresponding regulatory legal acts.
In each mine the auxiliary voluntary mine-rescue service (the mine mine-rescue station (further - ShGS) and auxiliary mine-rescue team shall be organized and function (further - VGK).
1.1.13. In the places determined by the chief engineer of the mine there shall be safety signs provided by requirements to signals and signs in underground developments and on mine transport.
1.1.14. All who go down to the mine need to issue the operational isolated self-rescuers. Descent and stay in the mine and on workplaces of workers without self-rescuers is not allowed. The self-rescuer which quantity in each mine shall answer the accounting number of the workers occupied at underground works shall be assigned to each worker of the mine under the personal signature in the special magazine.
In mines with the remote work locations, exit duration from which in case of accidents to the safe place is more than time of protective action of the self-rescuer, there shall be switching Items (no more than one on the way movement) or group portable or stationary means of self-rescue which placement is approved with the state rescue service (further - GASS/GVSGS/) are established.
On each of routes which workers follow on exit from the place of accident to developments with fresh current of air where it is necessary to spend more than 90% of time of action of the self-rescuer control conclusion of employee group, included to self-rescuers, under the leadership of command structure of GASS/GVSGS/shall be carried out (once in 6 months before approval of GASS/GVSGS/of the liquidation plan of accidents).
The exterior and hermeticity of self-rescuers which are in lamp are checked monthly, and self-rescuers who are in switching Items in the mine, - at least once in 6 months by officials of the site of VTB of the mine with the participation of command structure of GASS/GVSGS/.
All workers and officials who for the first time settled on the mine or are transferred to underground works, shall pass in special "smoky cameras" practical training in self-rescuers. Further trainings in "smoky cameras" need to be performed at least once in 2 years. The training in the educational isolating self-rescuers of the reduced effective period is allowed. The training is organized by the head of the mine and held by command structure of GASS/GVSGS/.
1.1.15. All persons during stay in the mine shall have accumulator lamps and to be in operational protective helmets, overalls and special footwear which answer working conditions, and also to have, and in case of the need to apply other appropriate means of individual protection (further - SIZ).
Sinking to the mine, movement of people in developments, and also conducting works without operational individual accumulator lamp and necessary individual protection equipment is not allowed.
The number of individually fixed operational accumulator lamps in lamp, together with the lamps combined with metansignalizator shall answer accounting number occupied at underground works.
1.2. Requirements to the equipment, materials, technologies and software
Serial production of the equipment and the products intended for work and use in the mine is allowed only on condition of their certification according to the current legislation.
1.2.2. Mining machines, mechanisms, electric equipment, devices, the equipment, remedies and materials are allowed to operation on condition of availability of permission of Gosnadzorokhrantrud of Ukraine according to the resolution of the Cabinet of Ministers of Ukraine of 15.10.2003 of N1631 "About Approval of the Procedure for Issue of Permissions by the State Committee on Supervision of Labor Protection and Its Territorial Authorities" (Gosnadzorokhrantrud's daleerazresheniye of Ukraine) concerning object compliance to requirements of regulatory legal acts for labor protection and industrial safety (taking into account results of certification in system of UKRSEPRO) and the conclusions of sanitary and epidemiologic service of the Ministry of Health of Ukraine (further - Gossanepidemsluzhba) according to Item 1.10 of the State health regulations and regulations of "The company of the coal industry" approved by the Ministry of Health of Ukraine of 13.12.2002 of N468 and registered in Ministry of Justice of Ukraine 20.06.2003 for N 498/7819.
1.2.3. Operation and servicing of machines, the mining equipment, devices and the equipment, and also their installation, dismantle and storage it is necessary to perform according to requirements of these rules and instructions for their operation.
It is not allowed to change design of machines, the equipment, schemes of management and protection without approval of the manufacturing company.
1.2.4. In passports, instructions and other operational documents of the mining equipment which is issued, it is necessary to specify parameter value of the harmful production factors created by it and possible dangers in operating time.
Harm parameters which are normalized should be maintained during the entire period of operation of the equipment before capital repairs.
1.2.5. The mobile parts of the equipment constituting themselves danger sources shall be ograzhena, except for parts which barrier is impossible through their functional purpose (working bodies and systems of giving of bottomhole machines, conveyer belts, rollers, traction chains, etc.).
If machines or their working bodies constituting danger to people cannot be ograzhena (portable machines, conveyors, rope and monorail
roads, pushers, shunting winches, etc.), the manufacturing companies need to provide the precautionary alarm system about launch of the machine in work and means of stop and disconnection from power sources.
The prestarting warning signal shall be sound lasting not less than 6 seconds and to be heard in all zone dangerous to people.
1.2.6. New technologies (methods) of conducting mining operations and prevention of factors of production danger and harm, software for calculations (designing) of mine systems (airing, decontamination, power supply, etc.) are allowed for application in mines in coordination with Gosnadzorokhrantruda of Ukraine.
1.2.7. Works on survey, testing, installation, adjustment, repair and expert inspection (technical diagnosing) of mining and electric equipment should be carried out by the organizations which have the corresponding Permission of Gosnadzorokhrantrud of Ukraine.
1.3. Requirements to personnel of the mine
1.3.1. Workers whose activities are connected with safety of groups of people (shotfirers, electricians, drivers of rises, electric locomotives and the mining taking-out machines, mountain dispatchers, etc.) shall undergo in case of employment professional selection and preliminary medical examination for the purpose of establishment of physical and psychophysiological suitability to accomplishment of this work.
1.3.2. The head of security service of work at the mountain company shall have the higher mining education got in educational institution III or IV of levels of accreditation and the length of service connected with management of mining operations in the mine at least than 1 year.
Heads of mines, DP, DHK, PO and other mountain companies of all patterns of ownership, and also chief engineers and chief specialists designate persons who have the higher mining education got in educational institution III or IV of levels of accreditation, and length of service is at least 3 years on executive positions at underground works.
1.3.3. Persons who have mining education (according to the I-IV levels of accreditation) are appointed to positions of mountain dispatchers of the mine and the length of service connected with management of mining operations in the mine is at least 3 years.
Mountain dispatchers should visit once a week underground works, to know all excavations and places of conducting mining operations.
1.3.4. Heads of the mountain companies of all patterns of ownership, specialists and workers of mines undergo training and examination concerning labor protection according to requirements of the Standard regulations on procedure for carrying out training and examination concerning labor protection and the List of works with the increased danger, N 15, approved by Gosnadzorokhrantrud's order of Ukraine of 26.01.2005 registered in Ministry of Justice of Ukraine 15.02.2005 for N231/10511 and for N 232/10512 (далееНПАОП 0.00-4.36-05).
1.3.5. Persons who have the higher mining education got in educational institutions III and IV of levels of accreditation and years of service of underground work in mines at least than 1 year can be chiefs of sites of VTB. In mines III of category, supercategorical and dangerous on sudden emissions, chiefs of sites of VTB shall have years of service of underground work in gas mines at least than 3 years.
In mines III of category and above specialists who have the higher mining education, the finished higher educational institutions III and IV of levels of accreditation are appointed deputy chief of the site of VTB, and in mines it is not higher than II categories - persons with the higher mining education of the I-IV levels of accreditation.
Assistants to the yard foreman of VTB and mine foremen of these sites designate persons having the higher or secondary mining education.
It is not allowed to perform to chiefs of sites of VTB, their deputies and assistants, and also mine foremen of sites of VTB part-time jobs or to charge them performance of works, not provided by their job descriptions.
1.3.6. To position of the chief of the extracting and preparatory sites on the layers dangerous on sudden emissions, and also that which develop the layers subject to mountain blows persons with the higher mining education who finished the higher educational institutions III and IV of levels of accreditation having work experience in such mines are designated 2 years are at least.
1.3.7. Officials (heads and chief specialists of the mountain company) of the mines dangerous on sudden emissions, and also that which develop the layers subject to mountain blows are allowed to work after examination on knowledge of the corresponding instructions for maintaining mining and demolition work in these conditions. Besides, they shall have years of service of management of underground mining operations at least than 5 years.
To work in cleaning and preparatory faces on the layers dangerous on sudden emissions of coal, breed and gas, the workers having length of service in cleaning or preparatory faces of the mines dangerous on gas or in excavations of the mines dangerous on sudden emissions, are allowed at least than 1 year.
Workers who become to work in the mines dangerous on sudden emissions of breed and gas shall undergo special training and in accordance with the established procedure receive the certificate on the right of accomplishment of these works or management of them.
1.3.8. The procedure, types and content of training in questions of labor protection, and also examination form in case of employment and periodically in the course of work are determined by these questions of workers of coal mines according to requirements of the Instruction for training of workers of mines approved by Gosnadzorokhrantrud's order of Ukraine of 30.05.95 of N 79, registered in Ministry of Justice 01.08.95 for N272/808 (DNAOP 1.1.30-5.15-96), and (NPAOP 0.00-4.36-05).
The minimum duration of training in questions of labor protection in case of employment and periodically in the course of work of workers of coal mines is specified in table 1.1.

1.3.9. One-time visit of underground developments by workers of mine surface or persons who do not work at the mine is allowed with the permission of the head (chief engineer) of the mine accompanied by the official or the specialist on condition of briefing about rules of conduct in the mine and training in use of the self-rescuer.
1.3.10. All workers who service machines, mechanisms and electroinstallations shall have special training on the right of control of the corresponding equipment.
1.4. Obligations of workers
1.4.1. The worker is not allowed to perform self-willedally works which do not concern the received job specification (task) and its obligations, except as specified emergence of threat of accident, to health or life of people.
1.4.2. It is not allowed to smoke and use naked flame in underground developments, nadshakhtny buildings, rooms lamp and sorting, on the surface of the mine is closer than for 30 m from the diffuser of the fan and buildings of vent installations, about mouths of developments which come to the land surface. Prohibition to use naked flame does not extend to conducting hot work according to the procedure, provided by requirements of these rules.
1.4.3. It is not allowed to sleep, drink alcoholic beverages, to accept narcotic or toxic substances, and also to appear and be in a state of intoxication or under the influence of the mentioned substances in underground developments. It is not allowed to deliver smoking accessories (matches, lighters, tobacco products and so forth), alcoholic beverages, narcotic or toxic substances in underground developments.
For the purpose of non-admission to the mine of drunk persons, condition of drug or toxic intoxication the head of the mine or the works manager in case of doubt shall organize their check in medical institutions. The right and procedure for test of such persons in medical aid station of the mine shall be stipulated in the collective agreement on condition of equipment of medical aid station by the necessary equipment, medicines and the corresponding training of medical personnel.
The drunk condition and drug intoxication can be confirmed with both the medical certificate, and other types of proofs.
1.4.4. In non-working days or in work stoppages in one change more, it is allowed to send at least than two workers to deadlock developments in the presence at them gas-determinant of continuous action. It is necessary to send experienced workers with length of service to works on accident elimination at least than one year by the corresponding profession.
1.4.5. It is not allowed to issue job specifications (tasks) for works to places which have violation of requirements of these Rules, except job specifications on elimination of these violations, and also to give instructions which accomplishment can lead to violations of these Rules, be or perform works in underground developments which condition it is directly dangerous to eat for people, except for works on elimination of these dangers.
Elimination of dangers is carried out in the presence of the works manager with the use of measures concerning safety. All such works (developments) are protected with the corresponding signs.
1.4.6. Works which are performed by workers of any site (service) in developments of other site (service) and also works which are performed by third parties are approved with the head of that site (service) on whom they are conducted, and person responsible for work in this change in general in the mine. The mountain dispatcher shall be informed of it.
1.4.7. Heads of the mine shall visit underground works in different changes and exercise control of condition of excavations and safe operation. They shall take immediately measures concerning elimination of all violations of these Rules noticed prior to works or during works. If elimination of violations is impossible and they threaten life and human health, works stop, people are removed to the safe place what it is reported to the direct head and the mountain dispatcher about.
Dangerous places (zones) are protected with signs of prohibition or posts.
1.4.8. It is not allowed to carry out any works without safety belts in trunks, coal bunkers, bunkers, over the open or not completely blocked developments, about failures, and also on objects of mine surface where there is danger of fall of people from height. Prohibition does not extend to cleaning faces of abrupt fall.
In case of stop of works in the mine stay in it of the faces which are not tied with ensuring life activity of the company or liquidation of accident is not allowed. The procedure for one-time visits of the mine is determined by the director.
1.4.9. The companies approved by the order procedure and system of protection which make impossible access for strangers to critical infrastructure of the company, underground developments, office buildings and constructions shall operate on each mine.
It is not allowed without written permission of the chief engineer of the mine (except emergency cases) to stop critical infrastructure of the mine (power substations, fans, rises, vodootliva, the vent, gas-sucking-away, refrigeration and calorifer units, boiler, etc.).
2.1. Ustraivaniye of exits from excavations
2.1.1. In each mine shall be at least than two separate exits to surface adapted for movement (transportation) of people.
Each horizon of the mine shall have also at least than two separate exits to the above-located (below-located) horizon or surface, the people adapted for movement (transportation).
Two and more coupled developments with one direction of ventilating stream adapted for movement of people are considered as one emergency exit.
On branchings of all developments index signs with designation of developments and the directions shall be attached to exits to surface.
Developments which serve as emergency exits on surface shall be arranged for movement of people, are equipped with vehicles for their repair and support in good repair for the entire period of operation.
2.1.2. In case of the pulled together arrangement of trunks (on one industrial site) after their driving (deepening) to the project horizon first of all works on sboyka of trunks among themselves, and then - on the equipment of permanent cager rise are carried out.
In case of disclosure of the new horizon one trunk or preparation by its biases first of all carries out developments for providing the horizon with two exits and airing at the expense of all-mine depression.
In case of the remote (flank) arrangement of trunks first of all before carrying out developments which provide the second exit works concerning their equipment by permanent or temporary cager rise (according to the project) and the water outflow equipment are carried out.
2.1.3. Vertical trunks which serve as exits to surface shall be equipped with lifting installations (one of which shall be cager) and ladder departments. Ladder departments in trunks can be absent if in them is on two lifting installations with independent leading of energy. Trunks are equipped so that each of them all people could leave (to come) to surface.
In vertical trunks up to 70 m in depth in the presence of ladders in both trunks in one of them lifting installation can be absent.
2.1.4. In flat developments which provide exit of people easy access to width of at least 0,7 in m and height of 1,8 of m in which are constructed with tilt angles is arranged:
from the 7th hail. to the 10th hail. - the handrail attached to fixture;
from the 11th hail. to the 25th hail. - ladders with handrail;
from the 26th hail. to the 30th hail. - steps with steps and handrail;
from 31 hails. to the 45th hail. - ladders with horizontal steps and handrail.
In ladder departments of trunks and other developments with tilt angle from the 45th hail. to the 90th hail. ladders are established by inclination no more than the 80th hail. also shall act on 1 m over horizontal scaffolds which strong are fixed in fixtures with interval of no more than 8 m. Manholes in scaffolds are arranged width of at least 0,6 of m, and the distance from edge of manhole to ladder on normal - is at least m 0,7.
Manholes over the first upper ladder are equipped with covers which are closed. Manholes in trunks and other developments between the next scaffolds shall be displaced on manhole width.
The distance between fixture and ladder at its basis shall be at least 0,6 of m. Width of step-ladder shall be at least 0,4 of m, and the distance between steps - is no more than 0,4 of m.
If as two exits from underground developments serve sloping trunks, then in one of them the mechanized transportation of people is arranged and the possibility of exit of people by easy access of trunk width of at least 0,7 of m and height of 1,8 of m is provided.
Requirements of this Item extend as well to other sloping developments equipped for the mechanized transportation of people in passenger trolleys.
2.1.5. In the operating mines in case of disclosure of the new horizon vertical trunk and sloping development or two sloping developments the second emergency exit is equipped in one of these developments according to requirements of Item 2.1.4 of these Rules.
For the extraction site at least than two exits to the operating horizon or surface are arranged.
2.1.6. On the lower and intermediate reception platforms of sloping trunks, biases and bremsberg (except equipped with conveyors) bypass developments are arranged.
On crossings of sloping trunks, bremsberg and biases with intermediate developments which people move bypass developments or bridges are arranged.
2.1.7. From each cleaning development (except the cleaning camera) at least than two exits are arranged: one of them - on ventilating, the second - on retractable (conveyor) штрек (development).
In the presence of developments which advance lava the lower exit is located ahead of cleaning face.
