According to subitem 5.2.2.16 (1) Item 5 of the Regulations on Federal Service for Environmental, Technological and Nuclear Supervision approved by the order of the Government of the Russian Federation of July 30, 2004 No. 401 (The Russian Federation Code, 2004, No. 32, Art. 3348; 2018, to No. 29, of the Art. 4438), I order:

1. Approve the changes attached to this order in Federal regulations and rules of industrial safety the "Safety rules in case of conducting mining operations and conversion of solid minerals" approved by the order of Federal Service for Environmental, Technological and Nuclear Supervision of December 11, 2013 No. 599 (registration No. 32935) is registered by the Ministry of Justice of the Russian Federation on July 2, 2014.

2. This order becomes effective after 90 calendar days from the date of its official publication, except for the paragraph of the third subitem 3 of Item 62 and Item 110 of the made changes which become effective since January 1, 2020.

1. State Item 3 in the following edition:

"3. Rules establish requirements of industrial safety to organization activity, performing designing, construction, operation of objects on which mining operations for the purpose of production of solid minerals (including for the purpose of production of popular minerals and development of loose mineral deposits), works on conversion of minerals, and also the organizations which are engaged in production, installation, operation and repair of the technical devices used on objects of mining industry are conducted.

"22. For check new and enhancements of the existing systems of development of mineral deposits and their parameters (including when using deserted technology) the operating organization shall be carried out trial testing (further - OPI) according to the working project documentation developed taking into account the project on development of mineral deposits and the conclusion of the specialized project organization (institute). OPI shall be carried out according to developed reasons for safety of hazardous production facility, the program of carrying out testing approved by the technical lead of the organization and the development plan for mining operations. Persons responsible for carrying out OPI shall be appointed the technical lead of the organization.".

7. Add with Item 22.1 of the following content:

"22.1. The program of carrying out OPI shall contain:

actions for implementation of measures of industrial safety;

basis for carrying out testing;

scientific and technical assessment of the specialized organization (institute) about the offered testing;

the data characterizing object of testing;

purpose and tasks of testing;

information about the executives in charge and collaborators participating in testing;

conditions of carrying out testing;

procedure for the organization and carrying out testing;

actions for control of carrying out testing;

start date and terms of carrying out OPI;

procedure for processing and submission of information on carrying out testing.

The term of carrying out OPI shall not exceed 1 year.

Results of carrying out OPI shall be considered by the operating organization and are reflected in the act of the carrying out OPI containing information on the course of testing, the revealed problems and conclusions. The act of carrying out OPI is signed by persons responsible for carrying out OPI, and affirms the technical lead of the organization. Following the results of the carried-out OPI the operating organization shall make in the procedure established by the legislation of the Russian Federation corresponding changes to the project documentation.".

8. State Item 25 in the following edition:

"25. On each production process in the organizations operating hazardous production facilities of conducting mining operations, mineral processings regulations of technological production processes according to the requirements containing in this Item shall be developed. Variations from requirements and parameters set by regulations of technological production processes are not allowed.

Regulations of technological production processes (further - RTPP) shall be developed on each production process determined by Rules and shall contain:

data on the made project decisions;

specifics and features of the organization of accomplishment of the basic and auxiliary production processes in each structural division of object;

requirements to method of operation and repair of the technical devices used in specific technological production process;

procedure and sequence of accomplishment of specific technological transactions (works);

actions for ensuring control of production processes, industrial and fire safety, non-admission and accident prevention, incidents, cases of injury rate and losses of explosive materials, the set ventilation mode.

RTPP shall affirm technical leads of the operating organizations.

RTPP "Driving of Vertical Excavations (Mine Trunks)" shall contain:

methods and measures for safe production of mining operations, fixture, transportation of mountain weight and non-admission of cases of collapses of its pieces;

features of conducting mining operations in specific mining-and-geological and mining conditions;

production stages of works on equipment, fixture and armirovka of trunks, to installation and dismantle of communications, driving and stationary equipment;

data on ensuring control with devices, automatic equipment, communication systems and alarm systems.

RTPP "Driving of Horizontal and Inclined Excavations" shall contain:

"having pinned up" methods and measures for safe production of mining operations, fixture, transportation of mountain weight, non-admission of cases of collapses of its pieces and education;

features of conducting mining operations in specific mining-and-geological and mining conditions;

RTPP "Conducting Clearing Works" shall contain:

parameters of systems of development and methods of safe dredging of mineral;

actions for safe operation of lifting installations depending on their types and appointment, types of lifting vessels and trailing devices;

procedure and methods of control of technical condition of mine hoist engines and equipment;

procedure and measures for safe descent and raising of people, load, equipment, carrying out audit of lifting installation, inspection of lifting ropes and conditions of fixture of trunk.
