About modification of the order of the Government of the Kyrgyz Republic "About approval of standards of the state services rendered to physical persons and legal entities by state bodies, their structural divisions and subordinated organizations" of June 3, 2014 No. 303

For the purpose of improvement of quality and availability of the state services rendered to citizens and legal entities according to article 10 of the Law of the Kyrgyz Republic "About the state and municipal services", articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Bring in the order of the Government of the Kyrgyz Republic "About approval of standards of the state services rendered to physical persons and legal entities by state bodies, their structural divisions" of June 3, 2014 change No. 303 according to appendix.

2. This resolution becomes effective after ten days from the date of official publication.

Changes in the order of the Government of the Kyrgyz Republic "About approval of standards of the state services rendered to physical persons and legal entities by state bodies, their structural divisions and subordinated organizations" of June 3, 2014 No. 303

In standards of the state services rendered to physical persons and legal entities by state bodies, their structural divisions and subordinated organizations approved by the order of the Government of the Kyrgyz Republic of June 3, 2014 No. 303:

- add the Section I with Chapter 94 following of content:

Provision of halls and rooms, and also the equipment, stock by medical institutions (except the profile equipment and stock) - Chapter 1, Item 108-1 of the Unified register (list) of the state services

The central state body pursuing state policy and exercising control in the field of protection of public health in the Kyrgyz Republic (further - authorized state body in the field of protection of public health);

Republican scientific medical library (further - RNMB)

Conditions of provision of the state service

Provision of the state service is performed:

- indoors, answering to the established sanitary standards, in the presence of easy access to the building and sanitary and hygienic rooms (toilet, washing rooms), including for persons with limited opportunities of health on sight and hearing, and faces with limited opportunities of health with violation of the musculoskeletal device (further - LOVZ), equipped (buildings, rooms) ramps, hand-rail.

- at information stands, from brochures, booklets of authorized state body in the field of protection of public health and RNMB.

Reception of citizens in authorized state body in the field of protection of public health and RNMB is made in day of their address. In RNMB to the address: 720040, Bishkek, Ulitsa Togolok Moldo, 1, contact telephone numbers 66-05-21; operating time: Monday-Friday from 9-00 h to 18-00 h, lunch break: from 12-30 h to 13-30 h, days off - Saturday, Sunday. Information is provided in the state and official languages

Methods of distribution of information on the state service

Distribution of information on the rendered service is performed through:

- mass media (newspapers, radio, television);

- the official sites of authorized state body in the field of protection of public health of www.med.kg and RNMB of www.rnmb.med.kg;

- information stands, brochures, booklets;

- personal addresses and contacts by phone;

- public reception of authorized state body in the field of protection of public health and RNMB.

Addresses, phone numbers and operating mode together with the standard of the state service are placed at stands, the websites of authorized state body in the field of protection of public health and RNMB

Communication with visitors

In RNMB information plates on doors of offices are placed. All employees working with the population have the personified plates (badges) with indication of surname, name, middle name and position. In case of communication with visitors employees observe the following basic principles of ethics: be polite, benevolent, correct, patient, basic, aim to understand deeply being of question, be able to listen to the interlocutor and understand its line item, and also reason for the made decisions. Job descriptions (functional obligations) and the professional ethical standards which are not allowing the violations of the law of the Kyrgyz Republic providing the respect for ethical standards, independence and objectivity in relation to citizens excluding conflict of interest shall be observed by all employees

Consumer information and the service rendered to him can be provided only on the bases provided in the legislation of the Kyrgyz Republic

The list of necessary documents and/or actions from the consumer of the state service

It is necessary for receipt of service by the consumer:

- write the application in the established form addressed to the director of RNMB;

- show the passport (for physical person);

- show the power of attorney certifying the right to represent the organization, to have in case of itself seal of the organization (for the legal entity);

- constitute and sign the service provision agreement.

After agreement signature, consumers need to make payment. Payment is made on clearing settlement (or cash - in cash desk of organization) in any bank institution of the Kyrgyz Republic

Cost of paid state service

The state service is provided on paid basis.

The price list of the prices of RNMB affirms in accordance with the established procedure authorized state body in the field of protection of public health in coordination with authorized state body in the field of the antimonopoly policy.

The cost of service is reflected in the price list of the prices which is placed at stands and the official sites of authorized state body in the field of protection of public health and RNMB

Parameters of quality of the state service

Quality of provision of the state service is determined by the following criteria:

- reliability and timeliness, in accordance with the terms and the service provision terms declared in the standard of the state service;

- non-admission of discrimination on the basis of floor, race, language, disability, ethnic origin, religion, age, political and other convictions, educations, origins, property or other status, and also other circumstances;

- availability, reclamation at citizens only of those documents for receipt of service which are specified in the standard;

- compliance of conditions of provision of service to the requirements established by this standard: access to the building, availability of household conveniences, the schedule of acceptance convenient for citizens, availability and availability of information support (in printing and electronic formats);

- correctness and politeness of employees when rendering the state service, consultation during all procedure of rendering service;

- compliance of resulting effect (the received service) to consumer expectations;

- availability of the complaint book in the place, available to citizens

Refusal in provision of the state service

The bases for refusal in provision of the state service:

- absence at person who addressed for service, the right to its obtaining or powers to act on behalf of other person;

- discrepancy of documents to the established requirements specified in Item 12 of this standard (in case of provision of incomplete packet of necessary documents and/or the wrong filling, to provide time for error correction and collection of documents);

- employment of halls, rooms, and also the equipment, stock in time desirable to the consumer

Procedure for appeal

By inadequate provision of service the consumer has the right to address within 30 calendar days according to the legislation of the Kyrgyz Republic with the oral or written complaint management of authorized state body in the field of protection of public health and RNMB.

The administrative claim shall contain:

1) the name of administrative authority in which the administrative claim is submitted;

2) surname, name, middle name of the physical person making the administrative complaint, its address;

3) surname, name, middle name making the administrative complaint on behalf of the legal entity, its position and the location of the legal entity, full name of the legal entity;

4) subject of the administrative claim;

5) the requirement of person making the administrative complaint;

6) the list of the documents attached to the administrative claim;

7) number, month and year of submission of the administrative claim;

8) the signature of person making the administrative complaint;

9) the signature of person making the administrative complaint on behalf of the legal entity and seal of the legal entity (in case of its availability).

If the administrative claim does not conform to the specified requirements and also if the administrative complaint is made by inadequate person, without observance of procedure for appeal and after term on appeal, administrative authority leaves the administrative claim without movement and provides to person who made the administrative complaint, time within aggregate term on appeal, for remedial action. In case of not remedial action, the administrative claim is recognized inadmissible and is left without satisfaction. The authorized employee registers the claim within 1 calendar day and sends for consideration to management.

Consideration of the administrative claim is performed in accordance with the established procedure by management of authorized state body in the field of protection of public health and RNMB according to the legislation of the Kyrgyz Republic. In case of dissatisfaction the made decision according to the claim, the applicant has the right to appeal the decision of authorized state body in the field of protection of public health and RNMB judicially

Frequency of review of the standard of the state service

The standard of the state service shall be reviewed regularly, with frequency once in three years suffices. By the standard shorter terms of its review can be also provided

Conditions of provision of the state service

The service is performed by the principle of "Single window" by Department.

Indoors for consumers necessary conditions for expectation are created: clothes, places for sitting, phone, toilet, washing rooms.

Carrying out initial consulting of the consumer of the state service by specialists by phone is possible.

Preferential categories of citizens (participants and disabled people of the Great Patriotic War, home front workers, LOVZ, expectant mothers) are serviced out of turn.

For convenience of consumers in the place of provision of service the list of the documents necessary for service acquisition, and application forms are placed.
