According to the law of the Republic of Moldova «About an order of publication, repeated publication of regulations in the Official monitor of the Republic of Moldova and amending them» all regulations of the Government and other bodies of the central public management are published under responsibility of their heads in the Official monitor of the Republic of Moldova published by the State news agency "Moldpres", in the Moldavian language with a translation into Russian and other languages according to the legislation.
Regulations can be published in other periodicals, and also be broadcasted and to television only referring to the Official monitor.
The bodies of the public management which have issued regulations, subject to publication, represent to Moldpres Agency the relevant acts (including their electronic options), transferred also to the Center of legal information for their publication in the State register of legal acts of the Republic of Moldova.
The document transferred for publication should be exact reproduction of the statutory act with the indication of its obligatory requisites: the name of the body which has issued the statutory act, a type of the statutory act, date of its edition (acceptance), serial number and the name of the statutory act.
Government regulations, except for containing the state secret, are prepared in duplicate and transferred, including through system of electronic flow of documents, to Moldpres Agency and the Center of legal information the State office in three-day term from the date of their signing. The specified regulations are published in the Official monitor in time no more than ten days from the date of their receiving by Moldpres Agency, and in the State register of legal acts of the Republic of Moldova - in three-day term from the date of their publication in the Official monitor.
Regulations are considered as the accepted Moldpres Agency and the Center of legal information at confirmation of their acceptance. The accounting of the adopted regulations is kept in the special register.
Regulations are published in an order of their registration in the Moldpres Agency register, except for urgent regulations which are published in a priority order.
Regulations of other bodies of the central public management are transferred to Moldpres Agency and the Center of legal information for publication in three-day term after their statement or the state registration in accordance with the established procedure.
During publication process the bodies which have issued regulations, are obliged to report immediately to Moldpres Agency all data necessary for publication.
Cancel publication of regulations can only the bodies which have accepted or published them by means of the official address transferred to Moldpres Agency. The head of Moldpres Agency immediately gives the order about not publication of the relevant statutory act in case at the moment of the address the document has not been published yet.
The body, demanded to cancel publication of the statutory act, pays expenses, made by Moldpres Agency during publication process before making the order about not publication of the relevant statutory act. The Moldpres agency notifies appropriate body on a duty to defray the specified expenses in time no more than three days from the date of making the order about not publication.
Repeated publication of the statutory act to which essential changes or additions are made, is carried out in the Official monitor according to the law on the basis of the provisions containing in the relevant act of modification and/or additions.
Selection and preparation of regulations for repeated publication are carried out by the Ministry of Justice according to the indication of the Government, on own initiative or according to the offer of bodies of the central public management which has issued regulations, subject to publication in the Official monitor.
In case of essential change of departmental regulations the bodies which have published them of the central public management are prepared on own initiative by these acts for repeated publication.
Preparation for repeated publication of the statutory act to which changes and/or additions are made, is carried out in time no more than 30 days from the date of publication of the last act of modification and/or additions by simultaneous verification of a control copy of the changed statutory act with regulations about modification and/or additions in it.
Texts of the come into force international treaties of the Republic of Moldova, full texts of appendices and other documents enclosed to them, reservations or the statements of the Republic of Moldova made at signing, ratification, accession, acceptance or the adoption of such contracts, and also acts of stay, denunciation or cancellation of contracts after their coming into effect are published in a month in special official publications of the Official monitor of the Republic of Moldova. Annually in the law on the state budget the Government provides necessary sources for the publication of special official publications of the Official monitor. The regulations confirming coming into effect of international treaties, are published in the Official monitor according to the legislation (the law of the Republic of Moldova «About international treaties of the Republic of Moldova» ).
When the international treaty does not contain the authentic text in a state language, for publication the authentic text of the contract in a foreign language with an official translation into the state language, the testified Ministry of Foreign Affairs and the European integration of the Republic of Moldova is represented.
