About introduction of amendments to the order of the Minister of national economy of the Republic of Kazakhstan of January 26, 2015 No. 42 "About approval of the Technique of determination of state bodies which reporting information is subject to recheck on the basis of risk management system"

To state technique of determination of state bodies which reporting information is subject to recheck on the basis of risk management system in edition according to appendix to this order.

2. To provide to development department of system of public administration of the Ministry of national economy of the Republic of Kazakhstan in the procedure for the Republic of Kazakhstan established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan, and also within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

3) placement of this order on Internet resource of the Ministry of national economy of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of national economy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item of the order.

3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Technique of determination of state bodies which reporting information is subject to recheck on the basis of risk management system

Chapter 1. Basic provisions

1. This Technique of determination of state bodies which reporting information is subject to recheck on the basis of risk management system (further – the Technique) is developed for the purpose of decrease in load of state bodies and optimizations of the procedure of reverification of the data containing in the reporting information of the estimated state bodies (further – Reporting information) which is carried out according to Item 42 of the Presidential decree of the Republic of Kazakhstan of March 19, 2010 No. 954 "About System of annual efficiency evaluation of activities of the central state and local executive bodies of areas, the cities of republican value, the capital" (further – the Decree).

2. The technique is intended for determination of the central state bodies provided in the list of the Decree (further – TsGO) and local executive bodies of areas, the city of republican value, the capital (further – MIO) in which according to risk management system conducting reverification of Reporting information is necessary.

3. Risk management system will allow to reduce share of the rechecked state bodies to 50%. Thus, according to the Technique are determined 7 TsGO and 7 MIO, subject to recheck.

In this Technique the following concepts are used:

1) penal points (To 1) – the subtracted points on the facts of provision of unreliable, incomplete and untimely information within efficiency evaluation of activities of TsGO and MIO of the previous estimated year;

2) risk management system in assessment – the system of administration providing holding estimative actions on the principles of optionality and optimal resource allocation in the most priority directions of estimative activities;

3) dynamics of state body (To 2) – significant growth in points in assessment of state body for the previous two estimated periods;

4) priority indicator (To 3) – criterion for evaluation of efficiency of activities of TsGO and MIO which reflects the main characteristic of the direction of assessment;

5) risk zone – the characteristic of group from 12 TsGO and 16 MIO, totally received the greatest indicators (points) according to calculations for this Technique;

6) criteria of determination of risk level (Kl, K2, K3) – the qualitative indexes connected with results of efficiency evaluation of activities of TsGO and MIO for the previous estimated period.

4. Information source for the Technique are the conclusions about results of efficiency evaluation of activities of TsGO and MIO (further – assessment) in the corresponding directions for the previous estimated period.

5. In case of determination of the state bodies which are subject to recheck results on 5 directions of assessment for previous period of assessment are used:

1) achievement and realization of strategic objectives and tasks in supervised the industry/sphere/region;

2) management of budgetary funds;

3) rendering the state services;

4) personnel management;

5) use of information technologies.

6. In the specified directions of assessment the list of priority indicators is created (To 3) according to appendix 1 to this Technique.

7. Determination of the state bodies which are subject to recheck on the basis of risk management system is performed annually following the results of the previous estimated period.

Chapter 2. Determination of the state bodies which are subject to risk zone

8. For the purpose of determination of the state bodies which are subject to risk zone the following formula of calculation is applied:

Xn = (K1n + K2n + K3n),

where:

Xn – total indicator of the state body which is subject to risk zone in the direction;

Kln – indicator of state body by criterion "Penal points";

K2n – indicator of state body by criterion of "The loudspeaker of state body";

K3n – indicator of state body by criterion "Priority indicator".

9. Results of the carried-out calculations are brought in the corresponding columns of the tables "Determination of Zone of Risk from 12 TsGO in the Direction" according to appendix 2 and "Determination of zone of risk from 16 MIO in the direction" according to appendix 3 to this Technique.

10. In case of identical score in the direction the zone of risk joins the state body having the smallest results of assessment on the direction.
