I ORDER:

1. Bring in the order of the Minister of national economy of the Republic of Kazakhstan of April 24, 2015 No. 355 "About approval of regulations of the state services in the field of land relations" (registered in the Register of state registration of regulatory legal acts for No. 11251, published in information system of law of Ad_let on June 17, 2015) the following changes:

The regulations of the state service "Submission of Information on Production of the Identification Document on the Parcel of Land" approved by the specified order to state 1) in edition according to appendix 1 to this order;

The regulations of the state service "Submission of the Cadastral Information on the Parcel of Land" approved by the specified order to state 2) in edition according to appendix 2 to this order;

The regulations of the state service "Submission of Information on Accessory of the Parcel of Land" approved by the specified order to state 3) in edition according to appendix 3 to this order;

The regulations of the state service "Submission of Information on the Title Document of Primary Provision of the Right to the Parcel of Land" approved by the specified order to state 4) in edition according to appendix 4 to this order;

The regulations of the state service "Production and Issue of Acts on the Right of Private Property to the Parcel of Land" approved by the specified order to state 5) in edition according to appendix 5 to this order;

The regulations of the state service "Production and Issue of Acts on the Right of Permanent Land Use" approved by the specified order to state 6) in edition according to appendix 6 to this order;

2. To provide to committee on cases of construction, housing and communal services and management of land resources of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in printing and electronic type on official publication in periodic printing editions and information system of law of Ad_let within five working days after its state registration in the Ministry of Justice of the Republic of Kazakhstan, and also in the Republican center of legal information within five working days from the date of receipt of the registered order for inclusion in reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of national economy of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of national economy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "Submission of Information on Production of the Identification Document on the Parcel of Land"

1. General provisions

1. The state service "Submission of Information on Production of the Identification Document on the Parcel of Land" (further - the state service) appears non-commercial joint-stock company "The Government for Citizens state corporation (further - the service provider) according to the standard of the state service "Submission of Information on Production of the Identification Document on the Parcel of Land" approved by the order of the Minister of national economy of the Republic of Kazakhstan of March 27, 2015 No. 272 "About approval of standards of the state services in the field of land relations, geodesy and cartography" registered in the Register of state registration of regulatory legal acts for No. 11050) (further - the standard).

2. Form of the rendered state service: electronic (completely automated) and (or) paper.

3. Result of rendering the state service - the reference information on production of the identification document on the parcel of land (further - information).

4. The basis for the procedure (action) for rendering the state service in compliance with the standard is:

in case of the address to the service provider - the statement in form according to appendix 2 to the standard;

in case of the address through the portal of "the electronic government" - the request in electronic form signed by the EDS of uslugopoluchatel.

5. Contents of each procedure (action) which is part of process of rendering the state service, duration of its accomplishment:

1) the automated filing of application (request) of uslugopoluchatel in electronic form by means of the portal of "the electronic government" within 3 minutes;

2) verification of presence of required information on request of uslugopoluchatel in "The automated information system of the state land cadastre" (further - AIS GZK) within 2 minutes;

3) signing of result of rendering the state service EDS of the service provider within 3 minutes;

4) the direction (issue) of result of rendering the state service in the automated mode on the portal of "the electronic government" to uslugopoluchatel within 7 minutes.

6. Result of the procedure (action) for rendering the state service which forms the basis for accomplishment of the following procedure (action):

1) acceptance in AIS GZK from the portal of "the electronic government" of the statement in the automated mode;

2) preparation of result of the state service in the automated mode;

3) signing of result of the state service EDS of the service provider in the automated mode;

4) the direction from AIS GZK on the portal of "the electronic government" of result of the state service to uslugopoluchatel in the automated mode.

3. The description of order of interaction of structural divisions (workers) of the service provider in the course of rendering the state service

7. The list of structural divisions (information systems) of the service provider which participate in process of rendering the state service:

1) lock of "the electronic government" (further - ShEP);

2) the portal of "the electronic government" (further - PEP);

3) the automated information system of the state land cadastre (further - AIS GZK);

4) information system of monitoring of rendering the state services (further - ISM of regional public institution);

5) the state database of "Physical persons" (further - GBD FL);

6) the state database of "Legal entities" (further - GBD of SPINNING TOPS);

7) single notarial information system (further - ENIS).

8. The description of the sequence of procedures (actions) between structural divisions (information systems) with indication of duration of each procedure (action) are specified in appendix 1 (the blog - the scheme of the description of the sequence of procedures (actions) of passing of each action (procedure) with indication of duration of each procedure (action) to these regulations.

4. The description of procedure for use of information systems in the course of rendering the state service

9. Documents acceptance is performed in the operational hall by means of "barrier-free servicing" on which surname, the name, middle name (are entered in case of its availability) and position of the worker of the service provider.

The most allowed time of expectation by uslugopoluchatel for delivery of documents - no more than 15 minutes.

The most allowed time of servicing of uslugopoluchatel - no more than 15 minutes.

For receipt of the state service the uslugopoluchatel provides the documents specified in Item 9 of the standard.

In case of documents acceptance in the operational hall the receipt on acceptance of the relevant documents according to Item 10 of the standard is issued to the receiver of the state service.

10. The description of procedure for the address and the sequence of procedures (actions) of the service provider and uslugopoluchatel when rendering the state services through PEP (appendix 2):

1) the uslugopoluchatel performs registration for PEP by means of the registration certificate the electronic and digital signature (further - the EDS) which is stored on the computer of uslugopoluchatel (it is performed for the unregistered uslugopoluchatel on PEP);

2) process 1 - attachment in the computer of uslugopoluchatel of the registration certificate EDS, input process by uslugopoluchatel of the password (authorization process) on PEP for receipt of the state service;

3) condition 1 - check on PEP of authenticity of data on the registered uslugopoluchatel;

4) process 2 - forming of PEP of the message on refusal in authorization in connection with the available violations in data of uslugopoluchatel;

5) process 3 - the choice by uslugopoluchatel of the service specified in these regulations, conclusion to the request form screen for rendering service and filling with uslugopoluchatel of form (data entry) taking into account its structure and format requirements;

6) process 4 - the choice by uslugopoluchatel of the registration certificate EDS for the certificate (signing) of request;

7) condition 2 - check on PEP of effective period of the registration certificate EDS and absence in the list of the withdrawn (cancelled) registration certificates, and also compliance of identification data between the IIN specified in request, and IIN, specified in the registration certificate EDS;

8) process 5 - the certificate (signing) by means of the EDS of uslugopoluchatel of the filled form (the entered data) of request for rendering service;

9) process 6 - registration of the electronic document (request of uslugopoluchatel) in AIS GZK and processing of request in AIS GZK;

10) process 7 - obtaining by uslugopoluchatel of result of service (issue of the reference of information on production of the identification document on the parcel of land in the electronic form signed by the EDS of the service provider.

11. Step-by-step actions and decisions of the service provider (appendix 3) functional interaction when rendering service:

1) process 1 - input of the operator of the service provider in ISM of regional public institution of login and the password (authorization process) for rendering service;

2) process 2 - the choice by the operator of the service provider of the service specified in these regulations, conclusion to the request form screen for rendering service and input of the service provider of data of uslugopoluchatel by the operator and also data by proxy the representative of uslugopoluchatel (in case of notarially certified power of attorney, in case of other certificate of the power of attorney - these powers of attorney are not filled in);

3) process 3 - sending an inquiry through ShEP in GBD FL (GBD of SPINNING TOPS) about data of uslugopoluchatel, and also in ENIS - about data of the power of attorney of the representative of uslugopoluchatel;

4) condition 1 - verification of presence of data of uslugopoluchatel in GBD FL (GBD of the SPINNING TOPS) this to the power of attorney in ENIS;
