About introduction of amendments to some acts of the Government of the Russian Federation concerning approval of investing programs of subjects of power industry and control of their realization

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning approval of investing programs of subjects of power industry and control of their realization.

2. The realization of this resolution is enabled by federal executive bodies within the established extreme number of their workers, and also budgetary appropriations provided to these bodies in the federal budget on management and management in the field of the established functions.

3. Paragraphs the eighteenth, the twenty third, thirty first and thirty second the subitem "g" of Item of 2 changes approved by this resolution become effective since January 1, 2018.

a) add with Item 8 (1) the following content:

"8(1). For the signature subjects of the markets of electrical energy of information which according to this document reveals in the form of the electronic documents signed by the strengthened qualified digital signature use the strengthened qualified digital signature of person having the right to act on behalf of the subject of the markets of electrical energy without power of attorney, or his representative who is acting on the basis of the power of attorney, according to the Rules of use of the strengthened qualified digital signature in case of the request for receipt of the state and municipal services approved by the order of the Government of the Russian Federation of August 25, 2012 No. 852 "About approval of Rules of use of the strengthened qualified digital signature in case of the request for receipt of the state and municipal services and about modification of Rules of development and approval of administrative regulations of provision of the state services".

The strengthened qualified digital signature specified in paragraph one of this Item shall be performed in format of the separated digital signature. The name of the file containing the strengthened qualified digital signature shall contain name of the signed file of the electronic document.

If the files of electronic documents specified hereunder are signed by the strengthened qualified digital signature of the representative of the subject of the markets of electrical energy which is acting on the basis of the power of attorney, then the qualified certificate of key of verification of the digital signature belonging to the owner of the strengthened qualified digital signature with which use the specified electronic documents are signed shall contain information on competences of the specified representative to signing of the relevant electronic document and term of their action or the relevant power of attorney made electronically, or the electronic document, containing image of the relevant power of attorney, made on paper which equivalence of such power of attorney is certified notarially is attached to signed files of electronic documents.";

b) in the subitem "zh" of Item 11:

the paragraph one after words "the materials proving it" to add with words "(except for the data which are the state secret)";

c) in Item 11 (8):

add the subitem "a" with words ", determined once according to methodical instructions for determination by the subjects of the markets of identifiers of investment projects approved by the Ministry of Energy of the Russian Federation";

in the subitem "p":

words "power industry, construction (reconstruction, upgrade, modernization and (or) dismantle)" shall be replaced with words "power industry, construction (reconstruction and (or) dismantle)";

words "values, construction (reconstruction, upgrade, modernization and (or) dismantle)" shall be replaced with words "values, construction (reconstruction and (or) dismantle)";

d) in Item 12:

the fourth to add the paragraph with words "(the specified electronic documents are created by the network organization on the basis of their templates and (or) descriptions of the schemes used for forming of electronic documents in the XML format and providing reading and control of the data containing in them (further - schemes of XML documents) published on the official site of the Ministry of Energy of the Russian Federation in Internet network). e) in the subitem "d" of Item 13:
