Consumers of the state service

Elderly citizens of the Kyrgyz Republic:

- living alone;

- married couples which partially lost possibilities of independent satisfaction of the basic vital needs owing to restriction of capability to self-service and movement;

- needy, left unguarded close relatives;

- not having relatives who can provide them the help and leaving.

Persons with limited opportunities of health (further - LOVZ) who are citizens of the Kyrgyz Republic not capable to self-service in connection with:

- disease and disability;

- absence of relatives who can provide them the help and leaving

Legal basis of receipt of the state service

Constitution of the Kyrgyz Republic;

The law of the Kyrgyz Republic "About bases of social servicing of the population in the Kyrgyz Republic";

orders of the Government of the Kyrgyz Republic:

- "About approval of the List of the guaranteed social services rendered to the population of the Kyrgyz Republic" of May 27, 2011 No. 255;

- "About approval of the Standard regulations on social servicing at home" of July 5, 2011 No. 365;

- "About approval of the Regulations on the social worker" of February 29, 2012 No. 157

Resulting effect of the provided state service

In case of rendering:

1) social services:

- purchase and delivery of food and manufactured goods, medicines;

- delivery of hot lunches to the house;

- help in cooking;

- delivery of household goods and things in washing, dry-cleaner, on repair and the return delivery;

- help in payment of payments for utilities;

- execution of requests, connected with correspondence with the family, friends;

- purchase of editions of periodicals, delivery of books from library;

- reading aloud;

- communication and conversations;

- assistance in carrying out small repair of housing, cleaning of premises (mopping and windows, cleaning of the yard);

- assistance in plowing of kitchen garden, harvesting, procurement for the winter;

- the help in providing with fuel during the winter period, the help in heating of premises (furnace kindling);

- organization of funeral services;

2) social and medical services:

- rendering medical services according to the Program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help;

- challenge of medical personnel on the house;

- rendering the first pre-medical aid (measurement of temperature, imposing of compresses, mustard plasters);

- maintenance in medical institution;

- visit of the serviced person in hospital in case of hospitalization;

- delivery of biological means in polyclinic laboratory;

- assistance when holding sanitary and hygienic procedures (rubdown, clothing, hygienic bathtubs, hairstyle of nails, combing);

- conducting medico-social examination;

- provision of hearing aids,-point optics, prosthetic and orthopedic products, prosthetic dentistry (except for prostheses from precious metals and other expensive materials), in the presence of medical indications, ensuring movement with individual technical means (individual wheelchair, cane, crutches);

3) social and psychological services:

- rendering psychological assistance: conversations, communication, listening, encouragement, motivation to activity for support of vitality of the citizens serviced at home;

4) social and legal services:

- consultation on questions of social security;

- assistance in document creation for receipt of pension and social security;

- assistance in document creation for determination in social stationary organization

Conditions of provision of the state service

Provision of service is performed by the social worker in the house of the applicant.

Visit by the social worker of the applicant is performed at least two weekly according to its individual schedule which affirms the head of territorial subdivision.

Duration of working hours of the social worker shall not exceed 40 hours a week

Terms of provision of the state service

Documents acceptance by territorial subdivisions - no more than 30 minutes.

Inspection of domestic conditions, creation of the relevant act, collection of necessary documentation and its processing - no more than 1 month.

Aggregate term of provision of the state service:

- temporary social servicing - up to 6 months, depending on the state of health and wish of the consumer of the state service;

- permanent social servicing - for satisfaction of the basic vital needs of LOVZ and elderly citizens

Informing on the state service provided to the consumer (the list of necessary information) and the state body responsible for standardization

- in public reception of authorized state body in the field of social development;

- in case of the personal appeal to authorized state body in the field of social development and its territorial subdivisions;

- at information stands, from brochures, booklets in authorized state body in the field of social development and its territorial subdivisions.

Reception of citizens in authorized state body in the field of social development and its territorial subdivisions is made in day of their address.

Methods of distribution of information on the state service

Distribution of information on the rendered service is performed through:

- Media (newspapers, radio, television);

- the website of authorized state body in the field of social development is www.mlsp.kg;

- information stands, brochures, booklets;

- personal address and contacts by phone;

- public reception of authorized state body in the field of social development.

Addresses, phone numbers and operating mode together with the standard of the state service are placed at the stand, the website of authorized state body in the field of social development and its territorial subdivisions

Communication with visitors

In authorized state body in the field of social development information plates on doors of offices of the employees involved in rendering service are placed.

All employees working with the population have the personified plates (badges) with indication of surname, name, middle name and position.

In case of communication with visitors employees observe the following basic principles of ethics: be polite, benevolent, correct, patient, basic, aim to understand deeply being of question, be able to listen to the interlocutor and understand its line item, and also reason for the made decisions.

Job descriptions (functional obligations) and the professional ethical standards which are not allowing the violations of the law of the Kyrgyz Republic providing the respect for ethical standards, independence and objectivity in relation to citizens excluding conflict of interest shall be observed by all employees.

With special needs on medical and social indications (LOVZ, aged pensioners, veterans of war and work, expectant mothers) communication and provision of service is made for persons in form, clear and available to them

Methods of ensuring confidentiality

Information on the applicant and the service rendered to him can be provided only on the bases provided in the legislation of the Kyrgyz Republic

The list of necessary documents and/or actions from the consumer of the state service

For receipt of the state service the following documents are submitted:

- the statement in the established form;

- act of inspection of domestic conditions;

- the passport copy or certificates of birth, with presentation of the original for reconciliation;

- pension certificate (copy);

- the reference from the residence;

- the statement from the medical record;

- conclusion of medico-social commission of experts about disability (copy);

- the certificate of the participant of the Great Patriotic War and persons equated to them (copy);

- the decision of the commission on social problems under executive bodies of local self-government.

In case of need the social worker gives help to persons accepted on social servicing in execution of the above-stated documents

The state service is provided free of charge

Parameters of quality of the state service

Quality of provision of the state service is determined by the following criteria:

- reliability and timeliness, in accordance with the terms and the service provision terms declared in the standard of the rendered service;

- non-admission of discrimination on the basis of floor, race, language, disability, ethnic origin, religion, age, political and other convictions, educations, origins, property or other status, and also other circumstances;

- availability, reclamation at citizens only of those documents for receipt of service which are specified in the standard;

- compliance of conditions of provision of service to the requirements established by this standard: access to the building, availability of household conveniences, the schedule of acceptance convenient for citizens, availability and availability of information support (in printing and electronic formats);

- correctness and politeness of employees when rendering the state service, consultation during all procedure of rendering service;

- compliance of resulting effect (the received service) to expectations of the applicant;

- availability of the complaint book, proposals of citizens in the available place

Refusal in provision of the state service

In rendering the state service refuses in cases:

- if the applicant has medical contraindications in social servicing at home: tuberculosis in active stage of process, psychotic frustration (crazy frustration, hallucinations, aggressions, impulsive behavior), the quarantine infections and other diseases requiring treatment in the specialized medical organizations;

- discrepancies of the applicant to requirements of Item 3 of this standard;

- non-presentations by the applicant of the documents specified in Item 12 of this standard;

- if the submitted documents confirming the personality of the applicant, not established sample (the passport, the certificate of birth) or have defects

Procedure for appeal

By inadequate provision of service the applicant has the right to address with the oral or written complaint management of authorized state body in the field of social development, territorial subdivision.

The written complaint is submitted in a free form and shall contain full name of the receiver of service, residence address, phone number, and also claim essence, the signature of the receiver of service and date.

The authorized employee registers the claim within 1 working day and sends for consideration to management.

Consideration of claims and claims is performed in accordance with the established procedure by management of authorized state body in the field of social development, territorial subdivision.

The term of consideration of the written address and the direction of the answer to the applicant shall not exceed 14 days from the date of its registration.

In case of dissatisfaction the made decision according to the claim the applicant has the right to appeal the decision of authorized state body in the field of social development and territorial subdivision judicially

Frequency of review of the standard of the state service

The standard of the state service shall be reviewed regularly, with frequency once in three years suffices
