1. Changes which are made to the Order of the Government of the Russian Federation of December 27, 2004 No. 861

1. Item 13 paragraph two (1) Rules of non-discriminatory access to services in transfer of electrical energy and rendering these services approved by the specified resolution to state in the following edition:

"If in documents on technological accession the size of the maximum capacity of power receiving devices is not specified and (or) if documents on technological accession are lost, the size of the maximum capacity is determined according to the Section VIII of Rules of technological connection of power receiving devices of consumers of electrical energy, facilities for production of electrical energy, and also the objects of electric grid economy belonging to the network organizations and other persons to power networks.".

2. In Rules of technological connection of power receiving devices of consumers of electrical energy, facilities for production of electrical energy, and also the objects of electric grid economy belonging to the network organizations and other persons, to power networks, approved by the specified resolution:

a) in Item 1 after words" (further - specifications)," to add with the words "procedure for conducting check of accomplishment by the applicant and network organization of specifications";

b) to state the subitem "d" of Item 7 in the following edition:

"e) creation of the act of implementation of technological accession in form according to appendix No. 6 (further - the act of implementation of technological accession), the act of differentiation of borders of balance sheet accessory of the parties in form according to appendix No. 7 (further - the act of differentiation of borders of balance sheet accessory of the parties), the act of differentiation of operational responsibility of the parties in form according to appendix No. 8 (further - the act of differentiation of operational responsibility of the parties), and also the act of approval of technological and (or) emergency armor (for the applicants specified in Item 14 (2) these rules).";

c) Item 8 in paragraph one (2) the words "220 kV and above" shall be replaced with words "110 kV and above";

d) in Item 8 (3):

add paragraph two with the offer of the following content: "In case of the direction the applicant within 3 working days from the date of the direction of the second and the subsequent requests shall notify by the applicant of 2 and more requests in the different network organizations for technological connection of power receiving devices to which the category of reliability of electric utility service providing use of 2 and more sources of electric utility service is applied on it each network organization to which the request is sent.";

The network organization along with the direction of the agreement to the applicant (except for the applicants specified in Item 13 of these rules) also notifies the applicant on possibility of the temporary technological accession provided by the Section VIII of these rules.";

"c) 45 percent of payment for technological accession are brought within 15 days from the date of the actual accession;

d) 10 percent of payment for technological accession are brought within 15 days from the date of signing of the act of implementation of technological accession.";

h) subitems "g" and "d" of Item 16 (to state 4) in the following edition:

"d) 30 percent of payment for technological accession are brought within 15 days from the date of the actual accession;

e) 10 percent of payment for technological accession are brought within 10 days from the date of signing of the act of implementation of technological accession.";

i) to state the subitem "d" of Item 18 in the following edition:

"e) check of accomplishment by the applicant and the network organization of specifications according to the Section IX of these rules, and also the admission to operation of the metering device of electrical energy established in the course of technological accession including creation of the act of the admission of the metering device to operation according to the procedure, provided by Basic provisions of functioning of the retail markets of electrical energy;

the paragraph third the subitem "i" of ceased to be valid according to the Order of the Government of the Russian Federation of 07.05.2017 No. 542

j) in Item 18 (2):

"19. Upon termination of implementation of actions for technological accession of the party constitute the following documents:

act of implementation of technological accession;

act of differentiation of borders of balance sheet accessory of the parties;

act of differentiation of operational responsibility of the parties.

Upon termination of implementation of actions for technological accession of the party draw up the statement of approval of technological and (or) emergency armor according to Item 14 (2) these rules.

It is forbidden to impose to the applicant of service and the obligation, not provided by these rules.";
