About measures for implementation of the Presidential decree of the Republic of Tajikistan of August 14, 2013 No. 1493

In pursuance of the Presidential decree of the Republic of Tajikistan of August 14, 2013, No. 1493 "About measures for strengthening of level of social security of the population, increase in the operating official pay rates of government employees, employees of budgetary institutions, the organizations, the sizes of pensions and grants", the Government of the Republic of Tajikistan DECIDES:

1. Since September 1, 2013:

- increase minimum wage in all industries of economy of the republic by 25 percent and establish it in the amount of 250 somoni a month;

- increase official pay rates of employees of preschool institutions, educational institutions in the amount of 30 percent and other organizations of industry of education financed by the Government budget (except organizations and the organizations in which salary exceeds the salary level of government employees), in the amount of 20 percent;

- increase official pay rates of employees of the organizations and organizations of branches of science, social protection, culture and employees of other organizations and organizations financed by the Government budget in the amount of 20 percent, organizations and the organizations in which salary is equated to the salary of government employees, in the amount of 15 percent;

- increase official pay rates of the workers of industry of health care financed by the Government budget by 20 percent and establish the size of the basic salary for calculation of official pay rate of workers of industry of health care in the amount of 190 somoni;

- increase official pay rates (tariff charges) of public prosecutor's workers in the amount of 15 percent;

- establish the size of the basic salary as basis of tariff coefficients for government employees of managerial positions of the highest, first, second, third, fourth category of public service of state bodies, local executive bodies of the government, self-government institutions of settlements and villages in the amount of 405 somoni and for managerial positions of the fifth, sixth, seventh category of public service of the listed bodies in the amount of 450 somoni;

- increase official pay rates (tariff charges) of the military personnel passing military service on officer positions, faces of average, the senior and highest commanding structure of law-enforcement bodies and other law enforcement agencies in the amount of 15 percent;

- increase official pay rates (tariff charges) of the military personnel passing military service on positions of the commander of platoon, ensigns, sergeants and soldiers, persons of the ordinary and younger commanding structure of law-enforcement bodies and other law enforcement agencies in the amount of 35 percent;

- establish the size of basic salary for calculation of coefficients on military ranks of the military personnel and special ranks of law enforcement officers, from the private's rank to the lieutenant - 450 somoni and from the senior lieutenant to the general - 405 somoni;

- equate the salary of government employees of central offices, regional, city and district bodies of bodies in case of the President of the Republic of Tajikistan to the salary of government employees of central offices, regional, city and district bodies of the ministries and state committees of the Republic of Tajikistan and perform its calculation according to appendix No. 1;

- establish the cash allowance for diplomatic ranks the government employee diplomatic service working in diplomatic representations and consulates of the Republic of Tajikistan abroad, representations of the Republic of Tajikistan under the international organizations in the amount of 15 percent from official pay rate;

- establish the government employee of diplomatic service of the Republic of Tajikistan abroad and central office of the Ministry of Foreign Affairs of the Republic of Tajikistan the allowance for knowledge of foreign languages of foreign countries in the amount of 15 percent from official pay rate;

- increase the operating sizes of grants of students of organizations of the higher and secondary professional education (except cadets of the highest military educational institutions and Academy of the Ministry of Internal Affairs of the Republic of Tajikistan) in the amount of 20 percent;

- increase minimum pension on age by 25 percent and establish it in the amount of 130 somoni a month;

- increase maximum pension on age by 20 percent and establish it in the amount of 624 somoni a month;

- establish basic pension in the amount of 130 somoni a month;

- the work pensions granted in case of complete working life which size less than 200 somoni, to equate to 200 somoni (increase in each case shall not be less than 25 somoni);

- the work pensions granted in case of complete working life the constituting 200 somoni and more on 25 somoni;

- increase the work pensions granted in case of incomplete working life by the minimum size of old-age pension and work pensions of disabled people of III group and on the occasion of loss of the supporter appointed in case of complete working life the size of which constitutes less minimum old-age pensions, on 30 somoni;

- determine the size of social pensions by age (except for the mothers who gave birth to ten and more children and brought up them to 8-year age), on the occasion of loss of the supporter and by disability to disabled people II and III groups (except for disabled people of the II group since the childhood) appointed according to the Law of the Republic of Tajikistan "About provision of pensions of citizens of the Republic of Tajikistan" in 60 percent of minimum pension on age.

2. To provide to the Ministry of Labour and Social Protection of the population of the Republic of Tajikistan recalculation of the sizes of pensions within budget funds of social insurance and pensions.

3. To provide to the Ministry of Finance of the Republic of Tajikistan, the Ministry of Labour and Social Protection of the population of the Republic of Tajikistan together with the relevant ministries, departments and local executive bodies of the government implementation of this resolution at the expense of the means provided in republican and local budgets for 2013 for the salary fund and provision of pensions, means of free remaining balance, overfulfillment of the income of local budgets due to economy of means of other expenditure items and special means of budgetary institutions and the organizations. To the Ministry of Finance of the Republic of Tajikistan in case of shortage of funds for salary payment to employees of the organizations and organizations of the budget sphere financed from republican and local budgets to provide their financing at the expense of the means provided in the republican budget of 2013 on reforming of the salary, other financial provisions and economy of expenses of the republican budget.

4. To the ministries and departments of the Republic of Tajikistan, local executive bodies of the government to take necessary measures for timely accomplishment of this resolution.
