ORDER OF THE GOVERNMENT OF THE RUSSIAN FEDERATION

of December 24, 2009 No. 1213

About approval of the technical regulation about safety of individual protection equipment

(as amended on on December 20, 2010)

According to the Federal Law "About Technical Regulation" Government of the Russian Federation decides:

1. Approve the enclosed technical regulation about safety of individual protection equipment.

The specified technical regulation becomes effective since July 1, 2012.

2. To the Ministry of Health and Social Development of the Russian Federation in coordination with the interested federal executive bodies to submit within 6-month term in accordance with the established procedure in the Government of the Russian Federation:

the draft of the list of the national standards containing rules and methods of researches (testing) and measurements, including the rules of sampling necessary for application and execution of the technical regulation about safety of individual protection equipment, and also implementation of assessment of conformity of individual protection equipment to requirements of the specified technical regulation;

the draft of the list of individual protection equipment which is subject to obligatory confirmation of conformity to requirements of the technical regulation about safety of individual protection equipment in case of release on customs area of the Russian Federation.

The technical regulation about safety of individual protection equipment

I. General provisions

1. This technical regulation is accepted for the purpose of:

protection of life or health of the person;

preventions of the actions misleading acquirers of individual protection equipment;

environmental protections.

2. This technical regulation establishes minimum necessary requirements which provide mechanical, thermal, biological, chemical, electric and radiation safety in case of the address of individual protection equipment and are determined depending on class of individual protection equipment.

3. For the purpose of application of this technical regulation are understood as safety of individual protection equipment:

lack of the inadmissible impact per capita caused by use of individual protection equipment, including impact of materials of which they are made;

safety of the person in case of impact on it harmful (dangerous) factors in use individual protection equipment;

lack of inadmissible impact on the environment.

4. Objects of technical regulation of this technical regulation are the following types of individual protection equipment:

1) individual protection equipment from mechanical factors:

clothes special protective from mechanical factors;

individual protection equipment of hands from mechanical factors;

clothes special from possible capture by moving parts of mechanisms;

individual protection equipment of hands from vibrations;

individual protection equipment of legs (footwear) from vibrations;

individual protection equipment of legs (footwear) from blows;

individual protection equipment of legs (footwear) from sliding;

individual protection equipment of the head (helmet protective, including the helmets facilitated and kasketka);

individual protection equipment of eyes (goggles);

individual protection equipment of person (guards protective front);

individual protection equipment from fall from height;

individual protection equipment of organ of hearing;

2) individual protection equipment from chemical factors:

the suits isolating from chemical factors (including applied to protection against biological factors);

individual protection equipment of respiratory organs of the isolating type (including self-rescuers, individual protection equipment of respiratory organs on chemically connected oxygen, individual protection equipment of respiratory organs on compressed air);

individual protection equipment of respiratory organs of the filtering type (including antiaerosol individual protection equipment of respiratory organs with the filtering front part, antiaerosol individual protection equipment of respiratory organs with the isolating front part, antigas individual protection equipment of respiratory organs with the isolating front part, the antigas-aerosol (combined) individual protection equipment of respiratory organs with the isolating front part, the filtering self-rescuers);

the clothes are special protective, including the clothes filtering protective from chemical factors;

individual protection equipment of eyes (goggles) from chemical factors;

individual protection equipment of hands from chemical factors;

individual protection equipment of legs (footwear) from chemical factors;

3) individual protection equipment from radiation factors (external ionizing radiation and radioactive materials):

the suits isolating for protection of skin and respiratory organs against radioactive materials;

individual protection equipment of respiratory organs of the filtering type from radioactive materials;

4) individual protection equipment from high and (or) low temperatures:

clothes special protective and individual protection equipment of hands from convective warmth, thermal radiation, sparks and splashes of the melted metal;

clothes special protective and individual protection equipment of hands from impact of the lowered temperature;

individual protection equipment of legs (footwear) from high and (or) low temperatures, thermal radiations, sparks and splashes of the melted metal;

individual protection equipment of the head from high and (or) low temperatures, thermal radiations;

individual protection equipment of eyes (goggles) and persons (guards protective front) from splashes of the melted metal and hot particles;

5) individual protection equipment from thermal impact of electric arch, not ionizing radiation, defeats by electric current, and also from impact of static electricity:

clothes special protective from thermal impact of electric arch;

individual protection equipment of person from thermal impact of electric arch (guards protective front);

individual protection equipment of legs (footwear) from thermal impact of electric arch;

heat-resistant underwear and heat-resistant cap comforters from thermal impact of electric arch;

clothes special and other individual protection equipment from impact of electrostatic, electric, magnetic and electromagnetic fields, including individual protection equipment from impact of static electricity;

individual protection equipment of eyes (goggles) and persons (guards protective front) from impact of the electromagnetic field;

dielectric individual protection equipment from impact of electric current;

6) clothes special alarm the increased visibility;

7) complex individual protection equipment;

8) individual protection equipment dermatological.

5. Individual protection equipment (components of individual protection equipment) are classified to destination depending on protective properties according to the appendix N 1.

6. Action of this technical regulation does not extend to the following types of individual protection equipment, requirements to which safety are established by the corresponding legislative and other regulatory legal acts of the Russian Federation and technical regulations:

1) the military individual protection equipment developed and made according to the state defense order;

2) specially developed individual protection equipment for divisions of fire protection and for the divisions providing mitigation of consequences of emergency situations of natural and technogenic nature;

3) specially developed individual protection equipment for use in the aircraft, space equipment and at underwater works;

4) specially developed individual protection equipment for use in the medical purposes and in microbiology.

7. The concepts used in this technical regulation mean the following:

"emergency limit of impact of substances" - the hygienic standard rates establishing the level of concentration of chemical exceeding threshold limit value in air of the working area which does not cause in people of change of the physiological reactions of organism which are going beyond threshold and reversible effects during the time of stay in zone of chemical infection established by these standard rates without use of individual protection equipment;

"biological factor" - the microorganisms producers, living cells and disputes containing in bacterial medicines and their components, pathogenic microorganisms and viruses - causative agents of infectious diseases;

"harmful factor" - factor which impact per capita can lead to his disease;

"time of protective action of individual protection equipment" - period of time from the beginning of use of individual protection equipment by the user in the conditions of impact of harmful or dangerous factor until emergence of situation when the level of impact of harmful or dangerous factor on the user exceeds the populations established by the legislation of the Russian Federation on sanitary and epidemiologic wellbeing standard rates in the set conditions, and in case of mechanical impact in the set conditions will lead to violation of integrity of components of individual protection equipment;

"decontamination of individual protection equipment" - neutralization (neutralization, dilution) or removal of dangerous chemicals from individual protection equipment;

"deactivation of individual protection equipment" - removal (decrease) of radioactive pollution from individual protection equipment and their components;

"components of individual protection equipment" - replaceable compound components of individual protection equipment which are delivered by the manufacturer together or separately from individual protection equipment in type, ready for sale, with marking and the instruction for application;

"component of individual protection equipment" - functionally independent part of individual protection equipment (including materials) intended for assembly of individual protection equipment which can be dismantled without violation of its integrity and is reused for assembly of individual protection equipment;

"coefficient of deactivation of individual protection equipment" the relation of levels of radioactive pollution of individual protection equipment before its deactivation;

"coefficient of protection of individual protection equipment" - frequency rate of decrease by individual protection equipment of level of impact per capita harmful or dangerous factor;

"air suction coefficient" - the indicator expressed by percentage of concentration of test substance under front part of individual protection equipment of respiratory organ to its concentration in the atmosphere, determined under conditions when air gets under front part on obturation strip via valves of exhalation and breath if those are available, and thinnesses of connection of separate compound components of individual protection equipment of respiratory organs, passing the filter;

"penetration coefficient" - the indicator expressed by percentage of concentration of test substance under front part of individual protection equipment of respiratory organs to concentration of test substance in the atmosphere in the set test conditions;

"penetration coefficient via the filter (filtering material) "the indicator characterizing permeability, expressed by percentage of concentration of test substance after its passing via the filter (filtering material) to concentration of test substance to the filter (the filtering material) in the set test conditions;

"frequency rate of decontamination" - the relation of content of dangerous chemicals on surface of individual protection equipment before decontamination;

"the address of individual protection equipment" - the stages of lifecycle of individual protection equipment including production, transportation, storage, application, utilization and realization of individual protection equipment in the territory of the Russian Federation;

"dangerous factor" - factor which impact per capita can lead to its injury or death;

"obturation strip" - the surface of prileganiye of individual protection equipment to body of the person providing sealing of space in individual protection equipment;

"user" - physical person which acquired individual protection equipment also performs its application to destination, or the legal entity who acquired individual protection equipment and will organize its application to destination;

"radiation factor" - impact per capita the external ionizing radiation and (or) radioactive materials arriving in organism and on integuments;

"the regenerative boss" - the component of individual protection equipment of respiratory organs of the isolating type containing inside the chemicals emitting oxygen in case of its operation and absorbing carbon dioxide;

"regenerative product" - the chemicals providing absorption of carbon dioxide and release of oxygen in the course of operation of the regenerative boss;

"self-rescuer" - individual protection equipment of respiratory organs for evacuation from the dangerous atmosphere which is characterized by availability chemical, biological and physical (ionizing radiation, impact of the increased (lowered) temperatures) of factors which level exceeds the standard rates established by the legislation of the Russian Federation on sanitary and epidemiologic wellbeing of the population;

"lead equivalent of individual protection equipment from ionizing radiation" - the indicator of protective efficiency of material equal to thickness of the lead plate in millimeters, in as much time weakening capacity of dose of x-ray emission as well as this material in standard test conditions;

"individual protection equipment" - means of individual use for prevention or reduction of impact per capita harmful and (or) dangerous factors, and also for protection against pollution;

"individual protection equipment of respiratory organs" - the technical device, wearable on the person, providing protection of organism against inhalation effect of dangerous and harmful factors;

"individual protection equipment of respiratory organs of the isolating type (the respiratory device)" - the individual protection equipment of respiratory organs giving to the user air (respiratory mix) from the source independent of the environment;
