About approval of the State target social program of reduction of adverse effect of tobacco on health of the population for the period till 2012

The Cabinet of Ministers of Ukraine decides:

1. Approve the State target social program of reduction of adverse effect of tobacco on health of the population for the period till 2012 (further - the Program) which is attached.

2. To the Ministry of Economics to include on representation of the Ministry of Health the tasks determined by the Program, actions and indicators in Sections of the draft of the State program of economic and social development of Ukraine for the corresponding year.

3. To the Ministry of Health together with the Ministry of Finance to provide in time of creation of the draft of the Government budget of Ukraine for the corresponding year of means, necessary for accomplishment of the tasks and actions determined by the Program.

4. To the ministries, other central executive bodies, Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations to submit annually till March 1 to the Ministry of Health information on condition of accomplishment of the Program for its generalization and provision till April 15 to the Cabinet of Ministers of Ukraine and the Ministry of Economics.

Program purpose

The purpose of the Program is preservation and promotion of health of the population, protection against effects of consumption of tobacco and influence of tobacco smoke, minimization of social, ecological and economic effects of tobacco smoking by holding actions of fight against tobacco at national and local level.

 

Ways and methods of the problem resolution

Experience of other countries demonstrates that option of effective solution of problem of reduction of adverse effect of tobacco on health of the population in Ukraine is implementation of complex of such actions:

carrying out purposeful scheduled maintenance among general population for the purpose of increase in level of knowledge of adverse effect of active and passive tobacco smoking on health, toxic substances of tobacco smoke, tobacco phase-out methods;

creation of system of assistance in phase-out of tobacco and ensuring treatment of dependence on tobacco with the corresponding training of health workers;

gradual increase in the rates of the excise duty on tobacco products for the purpose of assistance to goal achievement in the field of health protection directed to reducing amount of consumption of tobacco;

taking measures for liquidation of all forms of illegal tobacco product trade;

establishment of prohibition is relative:

- distribution of any advertizing of tobacco products, in particular by provision by their producers of the sponsor's help, sales promotion of such products;

- smoking in public and on workplaces.

Accomplishment of the specified complex of actions answers provisions of the Framework convention of the World Health Organization on the fight against tobacco ratified by the Law of Ukraine of March 15, 2006 N 3534-IV and will give the chance to significantly reduce the level of distribution of application of tobacco products and respectively the illness rate and death rates, caused by use of tobacco or influence of tobacco smoke.

The problem resolution is possible by implementation of complex of actions two stages.

At the first stage (2009-2010) it is provided:

enhance the legislation, in particular tax, taking into account the Framework convention VOOZ on fight against tobacco, including accomplishment of articles of the convention offered by the Conference of the Parties of the Framework convention VOOZ on fight against tobacco and acts of the European Union in this sphere;

develop programs of preparation, retraining and advanced training of health, pharmaceutical, social and pedagogical workers which provide implementation of measures for prevention of application of tobacco products and to reduction of their adverse effect on health of the population and carry out treatment of dependence on tobacco;

include in programs of preparation and retraining and advanced training of health, pharmaceutical, social and pedagogical workers special topics concerning means and actions of prevention and phase-out of tobacco products;

inform the population on the danger, risks and harmful effects to health connected using tobacco and influence of tobacco smoke, their negative economic and ecological effects about hazardous substances and ingredients which contain in structure of tobacco products and benefits of phase-out of tobacco and healthy method of life are allocated with tobacco smoke, and also;

develop the mechanism of coordination of work of the central executive bodies in the field of realization of state policy concerning prevention of application of tobacco products and reduction of their adverse effect on health of the population;

create monitoring system of use of tobacco and efficiency of measures in the field of public health care from harmful effects of application of tobacco products;

acquaint health workers of institutions of health care of all patterns of ownership with provision methods to persons who wish to get rid of dependence on tobacco, the appropriate treatment-and-prophylactic assistance, and also develop and implement in practice the quality standards of provision of such help.

At the second stage (2011-2012) it is provided:

include information on application of tobacco products by persons who addressed in health care institutions, in medical reporting and accounting documentation of institutions of health care of all patterns of ownership;

implement system of assistance on prevention, diagnostics and treatment of dependence on tobacco;

conduct scientific research concerning prevention of application of tobacco products and treatment of dependence on tobacco;

participate in international cooperation with relevant international organizations concerning control and counteraction to the illegal address of tobacco products for acceptance of general measures to prevention of distribution of application of tobacco products and fight against tobacco smoking, harmonization of state standards which determine requirements to safety of tobacco products, with international standards.

Forecast amounts and sources of financing of the Program are given in appendix 1.

 

Tasks and actions

Tasks and actions for accomplishment of the Program are determined in appendix 2.

 

The expected results, efficiency of the Program

Accomplishment of the Program will give the chance:

reduce amount of application of tobacco products and reduce the level of spread of tobacco smoking and demand for the specified products in Ukraine;

increase the level of knowledge of the population of adverse effect of application of tobacco products on health;

improve quality of provision of medical care in treatment of dependence on tobacco that will increase specific weight of persons who refused smoking;

reduce amount of illegal tobacco product trade;

lower the illness rate and death rates from the diseases connected using tobacco or influence of tobacco smoke;

increase life expectancy of the population;

lower indicators of influence of tobacco smoke on health of the population;

reduce the level of pollution of the surrounding environment household waste of tobacco products;

receive additional receipts in the government budget as a result of increase in rates of the excise duty at tobacco products;

carry out monitoring of implementation of actions of state policy for prevention and reduction of application of tobacco products and to their adverse effect on health of the population.

The expected results of accomplishment of the Program are given in appendix 3.

 

Amount and sources of financing

Financing of the Program is provided to be performed at the expense of means of the state and local budgets, other sources.

The amount of financing of the Program is specified during creation of the draft of the Government budget of Ukraine for the corresponding year taking into account budget revenues opportunities.

For accomplishment of the Program the international information, scientific and technical and financial aid according to provisions of the Framework convention VOOZ on fight against tobacco is attracted.
