About some questions of the Office of the Security Council of the Republic of Kazakhstan and modification and amendments in some acts of the President of the Republic of Kazakhstan

1. Approve enclosed:

1) Regulations on the Office of the Security Council of the Republic of Kazakhstan (further – the Device);

2) structure of the Device;

3) changes and additions which are made to some acts of the President of the Republic of Kazakhstan.

2. To the vice-chairman of the Security Council of the Republic of Kazakhstan together with Administration of the President of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan and Administration of the President of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan to take the measures following from this Decree.

3. This Decree becomes effective from the date of its signing.

Regulations on the Office of the Security Council of the Republic of Kazakhstan

7. The structure and the number of staff of the Device are determined by the President of the Republic of Kazakhstan.

Chapter 2. Tasks, functions and powers of the Device

13. Activities of the Device are directed to strengthening and enhancement of control over risks of homeland security, ensuring stability of public administration, institutional support and accomplishment of decisions of the President of the Republic of Kazakhstan (President of the Security Council), the Security Council of the Republic of Kazakhstan (further – the Security Council).

14. Tasks of the Device are:

1) ensuring activities of the Security Council, President of the Security Council, Vice-chairman of the Security Council;

2) ensuring interagency coordination concerning identification, assessment, forecasting of system challenges and threats, coordination of actions according to their prevention and liquidation;

3) ensuring realization of powers of the President of the Security Council:

in the field of defense capability and homeland security;

in the field of respecting the rule of law and law and order, anti-corruption, economic crime;

in the field of protection of information security of the Republic of Kazakhstan;

4) other tasks according to the legislation of the Republic of Kazakhstan, decisions of the President of the Republic of Kazakhstan (President of the Security Council) and Vice-chairman of the Security Council.

15. According to tasks the following functions are assigned to the Device:

1) in the field of ensuring activities of the Security Council:

preparation of the work plan of the Security Council;

preparation of materials for meetings and the operational meetings of the Security Council, drafts of decisions of the Security Council, the operational meetings of the Security Council, acts on their realization;

ensuring control over execution of decisions of the Security Council, the operational meetings of the Security Council with assessment of their actual result and possible effects;

coordination of activities of the interdepartmental commissions of the Security Council;

introduction of offers on creation, tasks and official structure of advisory advisory bodies which activities directly concern operation of the Device;

registration of decisions of the Security Council, operational meetings of the Security Council, ensuring their mailing and storage;

2) in the field of monitoring of condition of homeland security and risks assessment:

organization of sectoral monitoring of condition of homeland security and defense capability of the country, respecting the rule of law and law and order, anti-corruption, economic crime, and also civil protection;

integration of information on condition of national security, comparison of departmental estimates, operational analytical data processing for detection and risks assessment;

ensuring coordination of actions of state bodies in work of prospecting community;

3) in the field of the analysis and forecasting of threats of homeland security:
