Rules of rendering the state services of the Ministry of Defence of the Republic of Kazakhstan in the field of sanitary and epidemiologic wellbeing of the population to be reworded as follows, according to appendix to this order.

2. To provide to the head military-medical department of Armed Forces of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan after its official publication;

3) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of subitems 1) and 2) this Item, within ten calendar days from the date of the first official publication of this order.

3. To impose control of execution of this order on the supervising deputy defense secretary of the Republic of Kazakhstan.

4. Bring this order to the interested officials and structural divisions.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of rendering the state services of the Ministry of Defence of the Republic of Kazakhstan in the field of sanitary and epidemiologic wellbeing of the population

Chapter 1. General provisions

1. These rules of rendering the state services of the Ministry of Defence of the Republic of Kazakhstan in the field of sanitary and epidemiologic wellbeing of the population (further - Rules) extend to objects of the Ministry of Defence of the Republic of Kazakhstan and (or) located in the territory relating to the Ministry of Defence of the Republic of Kazakhstan and determine procedure:

1) issues of the sanitary and epidemiologic conclusions about compliance of object of the state sanitary and epidemiological surveillance to regulatory legal acts in the field of sanitary and epidemiologic wellbeing of the population and to hygienic standard rates on the objects located in the territory of military camps and training centers of the Ministry of Defence of the Republic of Kazakhstan;

2) issues of the sanitary and epidemiologic conclusion about compliance of drafts of the regulating documentation on maximum permissible emissions and maximum permissible dumpings of hazardous substances and physical factors in the environment, zones of sanitary protection and sanitary protection zones to regulatory legal acts in the field of sanitary and epidemiologic wellbeing of the population on objects of the Ministry of Defence of the Republic of Kazakhstan and (or) located in the territory relating to the Ministry of Defence of the Republic of Kazakhstan;

3) issues of the duplicate, renewal of action, cancellation, renewal of the sanitary and epidemiologic conclusion.

2. In these rules the following concepts are used:

1) sanitary and epidemiologic examination - complex of organoleptic, sanitary and hygienic, microbiological, virologic, parasitological, sanitary and chemical, immunobiological, molecular and genetic, toxicological, radiological, radiometric, dosimetric measurements, measurements of electromagnetic fields and physical factors, other researches and testing, and also examination of projects for the purpose of assessment of conformity of projects, products, objects of business and (or) other activity to regulatory legal acts in the field of sanitary and epidemiologic wellbeing of the population.

2) the sanitary and epidemiologic conclusion - the document certifying compliance to regulatory legal acts in the field of sanitary and epidemiologic wellbeing of the population of objects of the state sanitary and epidemiologic control and supervision;

3) source of ionizing radiation - the radioactive materials, devices or devices containing radioactive materials, and also the electrophysical devices or devices which are letting out or capable to emit ionizing radiation.

4) Internet resource - information (in text, in graphical, audiovisual or other type) placed on the hardware and software having the unique network address and (or) domain name and functioning on the Internet.

Chapter 2. Procedure for issue of the sanitary and epidemiologic conclusions about compliance of object of the state sanitary and epidemiological surveillance to regulatory legal acts in the field of sanitary and epidemiologic wellbeing of the population and to hygienic standard rates on the objects located in the territory of military camps and training centers of the Ministry of Defence of the Republic of Kazakhstan

The state service "Issue of the Sanitary and Epidemiologic Conclusions about Compliance of Object of the State Sanitary and Epidemiological Surveillance to Regulatory Legal Acts in the field of Sanitary and Epidemiologic Wellbeing of the Population and to Hygienic Standard Rates on the Objects Located in the territory of Military Camps and Training Centers of the Ministry of Defence of the Republic of Kazakhstan" (further - the state service on objects) appears the Sanitary and epidemiologic center of Armed Forces of the Republic of Kazakhstan and its divisions (further - the service provider) through the digital E-licensing system of elicense.kz (further - the portal).
