About features of application of provisions of the legislation of the Russian Federation on heat supply

The government of the Russian Federation decides:

1. Approve enclosed:

the features of application of provisions of the legislation of the Russian Federation on heat supply provided by part 4 of article 29.1 of the Federal law "About Heat Supply";

changes which are made to acts of the Government of the Russian Federation.

2. Determine that the features approved by this resolution and features, stipulated in Item 7 these resolutions, are applied to the subject of the Russian Federation included in the list of subjects of the Russian Federation concerning which the Government of the Russian Federation establishes the features of application of provisions of the legislation of the Russian Federation on heat supply provided by part 4 of article 29.1 of the Federal law "About Heat Supply", No. 2346-r approved by the order of the Government of the Russian Federation of August 29, 2026 (further - the list of the territories) during the period from January 1, 2025 to day of exception of the subject of the Russian Federation of the list of the territories.

3. Recommend to public authorities of subjects of the Russian Federation to provide provision to the heatsupplying organizations, the heatnetwork organizations to which the features approved by this resolution, measures of the state support for compensation of the half-received income and economically reasonable expenses of such organizations, and also for compensation of the costs connected with implementation of measures for safety of objects of heat supply including in price zones of heat supply including costs for accomplishment of recovery work on heat supply objects, according to the budget legislation of the Russian Federation are applied.

4. Recommend to the parties of agreements on execution of the scheme of heat supply in price zones of heat supply to consider in the specified agreements of condition, heat supplies aimed at safety of objects in accordance with the legislation of the Russian Federation, including on implementation of actions on increase in security of objects of heat supply from weapons of destruction or diversion (creation of protective constructions of civil defense, designs for protection of the equipment, buildings and constructions, the organization of protection of objects, acquisition of the equipment, special technical means, including sensors and counteractions to pilotless devices, special equipment, vehicles of the raised security class), and also on providing personnel with remedies from weapons of destruction and on provision of the stimulating payments to workers, regardless of action of the special mode, the Federal Law provided by part 3 of Article 8 of October 27, 2025 No. 391-FZ "About modification of separate legal acts of the Russian Federation", in the territory (part of the territory) of the municipality carried to price zone of heat supply.

5. Determine that:

for the purpose of safety of objects of heat supply in 2026 provisions of the subitem "b" of Item 15, of subitems "an" and "b" of Item 19, of Item 21, of the subitem "b" of Item 23, of Items 28 and 32 - 34 requirements to procedure for development and approval of the schemes of heat supply approved by the order of the Government of the Russian Federation of February 22, 2012 No. 154 "About requirements to schemes of heat supply, procedure for their development and approval", regarding placement on the Internet in open (open) entry of drafts of schemes of heat supply (drafts of the staticized schemes of heat supply) and the approved schemes of heat supply (the staticized schemes of heat supply), and also regarding the organization of public hearings with use of the Internet are not applied. Information exchange of persons participating according to the specified requirements in the course of development (updating) of schemes of heat supply is performed by exchange of documents (including documents electronically). The heatsupplying organizations, the heatnetwork organizations and consumers of heat energy which possess on the property right or other legal cause the heatconsuming installations located in the territory of the municipality concerning which affirms the scheme of heat supply and (or) which acquire heat energy (capacity), the heat carrier for rendering utilities regarding hot water supply and heating in the territory of the specified municipality having the right to receive drafts of schemes of heat supply (drafts of the staticized schemes of heat supply) and the approved schemes of heat supply (staticized schemes of heat supply) by the written request, sent to the body authorized on approval of the scheme of heat supply (is staticized);

in 2027 and 2028 provisions of the subitem "b" of Item 15, of subitems "an" and "b" of Item 19, of Items 21, of 28 and 32 - 34 requirements to procedure for development and approval of the schemes of heat supply approved by the order of the Government of the Russian Federation of February 22, 2012 No. 154 "About requirements to schemes of heat supply, procedure for their development and approval" regarding placement on the Internet of graphical materials of schemes of heat supply, and also the data opening are not applied:

scenarios of development of accidents in systems of heat supply, statistics of refusals and recovery of the equipment of sources of heat energy, thermal networks, time of recovery of heat supply, balances of thermal power of sources of heat energy, thermal load of consumers of heat energy and heat carriers in emergency operation, values of emergency reserve of thermal power of source of heat energy, types of reserve and emergency fuel, the system of measures for increase in reliability for undependable and unreliable systems of heat supply determined by executive bodies of subjects of the Russian Federation according to the Section X of the Rules of the organization of heat supply in the Russian Federation approved by the order of the Government of the Russian Federation of August 8, 2012 No. 808 "About the organization of heat supply in the Russian Federation and about introduction of amendments to some acts of the Government of the Russian Federation", results of reliability analysis of systems of heat supply the description of the existing technical and technological issues in systems of heat supply, reserves and deficits of thermal power of sources of heat energy;

actions for protection of objects of heat supply - actions for reservation of sources of heat energy and thermal networks, and also any actions for protection of objects of heat supply against external threats;

data on the actions aimed at safety of objects of heat supply in accordance with the legislation of the Russian Federation including on actions for increase in security of objects of heat supply from weapons of destruction or diversion, and also about the actions aimed at providing personnel with remedies from weapons of destruction.

6. Determine that local government bodies of municipalities and executive bodies of subjects of the Russian Federation:

within 10 working days from the date of entry into force of this resolution delete the entries into force of this resolution placed about one day on their official sites on the Internet drafts of schemes of heat supply (drafts of the staticized schemes of heat supply) and the approved schemes of heat supply (the staticized schemes of heat supply);

within 30 working days from the date of entry into force of this resolution send electronic copies of the approved schemes of heat supply (the staticized schemes of heat supply) to the Ministry of Energy of the Russian Federation and the Ministry of Construction and Housing and Communal Services of the Russian Federation.

7. Concerning the subjects of the Russian Federation included in the list of the territories regarding the objects of heat supply located in the territories of the specified subjects of the Russian Federation if execution by the single heatsupplying organization in the system of heat supply (further - the single heatsupplying organization) heatsupplying with the organization of obligations to consumers of heat energy for agreements of heat supply became impossible in connection with destruction and (or) damage of object of heat supply, and (or) subject to water supply, and (or) the gas supply facility, and (or) power generation facility as a result of making of the act (acts) of the illegal intervention connected using regular weapons of destruction (including act of terrorism) or with diversion, the following features of application of provisions are established:
