About approval of Health regulations and standard rates of "The requirement of radiation safety in case of the treatment of radioactive waste"

For the purpose of ensuring radiation safety in case of the treatment of radioactive waste, according to Articles 7, "About radiation safety of the population of the Kyrgyz Republic" and articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides 10 Laws of the Kyrgyz Republic:

1. Approve Health regulations and standard rates of "The requirement of radiation safety in case of the treatment of radioactive waste" according to appendix.

2. Determine the Ministry of Health of the Kyrgyz Republic, the Ministry of emergency situations of the Kyrgyz Republic, the Ministry of natural resources, ecology and technical supervision of the Kyrgyz Republic and the Ministry of Internal Affairs of the Kyrgyz Republic the authorized state bodies responsible for implementation of this resolution.

3. Determine that the realization of this resolution is enabled within the means provided in the republican budget on corresponding and the next years.

4. This resolution becomes effective after ten days from the date of official publication.

Health regulations and standard rates of "Requirement of radiation safety in case of treatment of radioactive waste"

Chapter 1. General provisions

1. These Health regulations and standard rates of "The requirement of radiation safety in case of the treatment of radioactive waste" (further - SPORO) establish requirements of radiation safety in case of the treatment of radioactive waste according to the legislation of the Kyrgyz Republic in the field of radiation safety of the population and public health care.

2. SPORO extend to the companies, organizations, laboratories and other organizations of the ministries and departments applying radioactive materials and sources of ionizing radiation in the work and also to the organizations performing transportation and burial of radioactive waste.

3. Transportation and burial of radioactive waste are made by Items of burial of radioactive waste (further - PZRO).

4. Observance of the presents of SPORO is obligatory in case of construction and operation of PZRO, and also constructions for temporary storage of radioactive waste in organizations before their removal.

5. The issue of construction of PZRO is resolved in each case individually according to the operating construction regulations and rules.

6. Responsibility for observance of the presents of SPORO is conferred on administration of organizations during which work solid radioactive waste (collection and temporary storage) are formed, on specialized plant (further - SK) or PZRO (transportation and burial of radioactive waste) and the organizations which are carrying out construction works.

7. Violation of the presents of SPORO attracts responsibility according to the legislation of the Kyrgyz Republic on offenses.

8. Measures for ensuring radiation safety in case of collection, temporary storage, transportation and burial of the radioactive waste which are formed when using radioactive materials in different industries of the national economy for the purpose of protection of service personnel, the population and the environment contain SPORO.

Chapter 2. Terms and determinations

9. The basic concepts used in SPORO:

1) burial of radioactive waste - safe placement of radioactive waste without subsequent extraction;

2) source of closings - radionuclide source of ionizing radiation which device excludes intake of the radionuclides containing in it to the environment in the conditions of application and depreciation which it is expected;

3) radionuclide source - the source of ionizing radiation containing radionuclide or mix of radionuclides;

4) 1 mg экв radium - gamma equivalent of radioactive medicine which gamma radiation in case of this filtering and identical conditions of measurement create the same capacity of exposition dose as the gamma radiation of 1 mg of radium;

5) deactivation - removal or decrease in level of radioactive pollution from any surface or from any circle, including human body;

6) DZA - admissible pollution by alpha-active substances;

7) DKA - admissible concentration of activity (or admissible concentration of radionuclide in air/water).

Chapter 3. Classification of radioactive waste and procedure for the organization of works

10. The solutions, products, materials, biological objects containing radioactive materials in the quantities exceeding the sizes established by existing rules and rules and which are not subject to further use on this or any other production and in pilot studies belong to radioactive waste. Also fulfilled sources of ionizing radiation which are not finding further application belong to radioactive waste.

11. The products, materials, biological objects which fulfilled sources of ionizing radiation belong to solid radioactive waste.

12. Solid waste is considered radioactive if:

1) specific activity of waste:

- it is more than 74 kBq/kg (2*10-6 Ki/kg) for beta active agents;

- it is more than 0,2 пГр. sq.m (with x kg) (1*10-7 g-ekv of radium/kg) for gamma-active substances;

- it is more 7, than kBq/kg (2*10-7 Ki/kg) for alpha-active substances (for radionuclides of transuranic elements more 0,37 of kBq/kg (1*10-8 Ki/kg);

- level of pollution of surfaces exceeds 5 alpha част./кв.см*мин, or 50 beta част./кв.см*мин, determined on the area of 100 quarter of cm;

2) depending on capacity of dose at distance of 10 cm from surface solid radioactive waste is divided into three groups:

- 1 group - to 0,3 мЗв / h (30 mrem/h);

- The 2nd group - from 0, ¼çó / h to 10 мЗв / h (from 30 mrem/h to 1000 mrem/h);

- 3rd group - higher than 10 мЗв / h (1000 mrem/h);

3) degree of radiation hazard in case of collection, transportation and burial of radioactive waste depends on the following major factors:

- activity sizes;

- type and radiation energy;

- degrees of toxicity of the radioactive materials containing in waste;

- half-life period of radionuclides;

- physical condition of waste (liquid, firm);

- type and condition of container (packaging).

13. During the work with radioactive waste all types of radiative effects on personnel and the population are considered, the protective measures reducing total dose from all sources of external and internal radiation exposure to the levels which are not exceeding maximum permissible dose or limit of dose for the corresponding categories of the irradiated persons are provided.

14. Collection and preparation of radioactive waste for delivery on PZRO are performed by forces and means of organization where radioactive waste are formed.
