1. Approve enclosed:
changes which are made to acts of the Government of the Russian Federation.
2. This resolution becomes effective since March 1, 2027.
The rules approved by this resolution are effective till March 1, 2033.

1. These rules establish procedure the legal entity authorized by the Government of the Russian Federation on maintaining the register of carbon units (further - the operator), transactions with carbon units on the account of reservation in the register of carbon units (further - the account of reservation).
2. On the account of reservation the following transactions are performed:
a) transfer of carbon units into the account of reservation;
b) write-off of the carbon units which are on the account of reservation.
3. Carbon units cannot be aloof, pledged or encumbered, are not subject to arrest from the moment of entering of record by the operator into the register of carbon units about transfer of such units into the account of reservation.
