I ORDER:

1. Bring in the order of the Minister of information and social development of the Republic of Kazakhstan of September 26, 2022 No. 406 "About approval of Rules of forming, provision, monitoring and efficiency evaluation of state grants" (it is registered in the Register of state registration of regulatory legal acts for No. 29848) the following change:

Rules of forming, provision, monitoring and efficiency evaluation of the state grants approved by the specified order to state in edition according to appendix to this order.

2. To provide to committee on cases of civil society of the Ministry of Culture and information of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Culture and information of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan representation in Legal department of the Ministry of Culture and information of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Culture and Information of the Republic of Kazakhstan.

4. This order becomes effective since July 1, 2025 and is subject to official publication.

Rules of forming, provision, monitoring and efficiency evaluation of state grants

Chapter 1. General provisions

1. These rules of forming, provision, monitoring and efficiency evaluation of state grants (further – Rules) are developed according to the subitem 7) of article 4-1 of the Law of the Republic of Kazakhstan "About the state social order, the state order on realization of strategic partnership, grants and awards for non-governmental organizations in the Republic of Kazakhstan" (further – the Law) and determine procedure for forming, provision, monitoring and efficiency evaluation of state grants for non-governmental organization.

2. In these rules the following basic concepts are used:

1) the social program – complex of the interconnected social projects;

2) the social project – set of the organizational, economic and technical measures directed to goal achievement in the socially important spheres which are implemented within one year and up to three years;

3) the grantee – the non-governmental organization which received grant according to these rules, and signed the relevant contract with the operator;

4) tender committee on award of grants (further – the Tender committee) – the collegiate organ created by the operator in the field of grant financing of non-governmental organizations and making the decision on provision of state grants;

5) local executive body – the collegiate executive body headed by the akim of area, city of republican value and the capital, area (city of regional value), performing within the competence, local public administration and self-government in the corresponding territory;

6) tender – process of determination of the winner for provision of state grants, according to these rules;

7) short-term grants – grants which term of realization constitutes from three months to one year the amount of financing – is at least five hundredfold and no more three-thousandfold size of the monthly settlement indicator established by the law on the republican budget for the corresponding financial year;

8) conflict of interest – situation in case of which personal interest of the expert of tender and (or) the member of the Tender committee on award of grants, can influence objective decision making;

9) forming of state grants – activities of state bodies for determination of the directions of state grants, holding procedure of annual and (or) mid-term planning and determination of budgetary funds for state grants;

10) efficiency evaluation of state grants – process of the analysis of the results received in the project progress, their compliance to effective objectives and the expected results;

11) state body in the field of the state social order and grants for non-governmental organizations (further – state body) – state body, including the central state and local executive body performing activities for forming, monitoring of realization and assessment of results of the state social order, forming and efficiency evaluation of state grants for non-governmental organizations;

12) medium-term grants – grants which term of realization constitutes from one to two years the amount of financing – is at least three-thousandfold and no more ten-thousandfold size of the monthly settlement indicator established by the law on the republican budget for the corresponding financial year;

13) the applicant – the non-governmental organization which submitted the application for receipt of grant according to these rules;

14) the request of non-governmental organization (further – the request) – the statement of non-governmental organization with appendix of necessary documents according to requirements of these rules;

15) councils on interaction and cooperation with non-governmental organizations – the advisory advisory bodies created for development of suggestions for improvement of interaction and cooperation between state body and non-governmental organizations which part representatives of the interested state bodies and non-governmental organizations are;

16) grant for non-governmental organizations (further – grant) – the means provided to non-governmental organizations by the operator in the field of grant financing of non-governmental organizations for the purpose of support of citizens' initiatives, attraction of capacity of non-governmental organizations to the solution of topical issues of development of the social sphere;

17) monitoring of realization of grants for non-governmental organizations – collection, processing and information analysis about implementation of state grants for non-governmental organizations;

18) authorized body in the field of interaction with non-governmental organizations (further – authorized body) – the state body performing management and cross-industry coordination in the field of interaction with non-governmental organizations;

19) the operator in the field of grant financing of non-governmental organizations (further – the operator) – the non-profit organization in the form of joint-stock company determined by the Government of the Republic of Kazakhstan and having the right to provision of grants according to the Law;

20) long-term grants – grants, realization term whom constitutes from two to three years the amount of financing is at least ten-thousandfold size of the monthly settlement indicator established by the law on the republican budget for the corresponding financial year provided to the non-governmental organizations having necessary material resources for implementation of long-term projects according to these rules;
