About urgent measures for ensuring medicinal safety, availability of medicines and increase in system effectiveness of centralized provision of medicines of the Kyrgyz Republic
Ensuring medicinal safety in the Kyrgyz Republic is one of crucial elements of homeland security and includes creation of steady quality control system, availability and rational use of medicines, development of national pharmaceutical production, decrease in dependence on import.
Increase in system effectiveness of centralized provision of medicines plays important role in forming of steady and efficient model of health care, guaranteeing equal access of the population to necessary medicines.
For the purpose of elimination of restrictions in the field of centralized provision of medicines, increase in availability of the vital medicines and medical products, ensuring medicinal safety of the Kyrgyz Republic, forming of steady purchasing system, storage, distribution and supply of medicines, enhancement of activities of the state company "Kyrgyzfarmation" under the Ministry of Health of the Kyrgyz Republic, according to article 31-1 of the Law of the Kyrgyz Republic "About regulatory legal acts of the Kyrgyz Republic", being guided by Articles 66, 71 Constitutions of the Kyrgyz Republic, I decide:
1. Enter temporary legal regulation of procedure for forming of the basic list of medicines and medical products with determination of preliminary annual purchasing amounts taking into account actual demand of the organizations of health care for the last three years (with stable requirement) (further - temporary legal regulation) for a period of one year from the date of entry into force of this Decree.
2. Determine that within temporary legal regulation centralized purchases of medicines and medical products are performed with respect for the principles of priority, quality and medicinal safety of the state with preferential consideration of medicines of national production on condition of compliance to quality requirements, efficiency, safety and price competitiveness.
