About implementation of the Law of the Republic of Belarus of December 28, 2009 No. 113-Z "About the electronic document and the digital signature"
Based on Article part three 26, No. 113-Z "About the electronic document and the digital signature" I ORDER to part four of Article 26-1, of parts five and the seventh article 29 of the Law of the Republic of Belarus of December 28, 2009:
1. Approve:
The instruction about procedure for test of accessory of personal key of the digital signature and edition of the attribute certificate (is attached);
The regulations on the State management system (are applied) by open keys of verification of the digital signature of the Republic of Belarus;
2. Recognize to invalid:
the order of Operational analytical center in case of the President of the Republic of Belarus of November 29, 2013 No. 89 "About approval of the Instruction about procedure for carrying out accreditation of service providers in the State management system open keys of verification of the digital signature of the Republic of Belarus and control of observance of conditions of accreditation";
the order of Operational analytical center in case of the President of the Republic of Belarus of April 30, 2015 No. 48 "About entering of amendments and changes into the order of Operational analytical center in case of the President of the Republic of Belarus of November 29, 2013 No. 89";
the order of Operational analytical center in case of the President of the Republic of Belarus of December 10, 2015 No. 118 "About approval of the Regulations on the State management system open keys of verification of the digital signature of the Republic of Belarus";
the order of Operational analytical center in case of the President of the Republic of Belarus of February 8, 2019 No. 45 "About additional measures for implementation of the Law of the Republic of Belarus of December 28, 2009 No. 113-Z "About the electronic document and the digital signature";
the order of Operational analytical center in case of the President of the Republic of Belarus of October 9, 2019 No. 336 "About measures for implementation of the Presidential decree of the Republic of Belarus of September 2, 2019 No. 326";
subitems 3.3 and 3.4 of Item 3 of the order of Operational analytical center in case of the President of the Republic of Belarus of February 20, 2020 No. 66 "About measures for implementation of the Presidential decree of the Republic of Belarus of December 9, 2019 No. 449";
Item 2 of appendix 3 to the order of Operational analytical center in case of the President of the Republic of Belarus of December 29, 2022 No. 210 "About implementation of the Law of the Republic of Belarus of October 14, 2022 No. 213-Z "About licensing".
3. Accreditation of service providers in the State management system is performed by open keys of verification of the digital signature of the Republic of Belarus according to the applications submitted before entry into force of this order according to the procedure, established by the legislation existing for date of submission of these requests (further in this Item – the legislation). Agreements with the service providers accredited based on the specified requests do not consist. Such service providers provide accomplishment of the obligations provided in Item 24 of the Instruction on procedure for carrying out accreditation in the State management system by open keys of verification of the digital signature of the Republic of Belarus approved by this order (further in this Item – the Instruction), and the conditions of accreditation determined by the legislation. Certificates of accreditation of such service providers are issued in form according to appendix 4 to the Instruction.
The agreements with accredited service providers signed before entry into force of this order terminate from the date of the introduction it in force.
The service providers accredited before entry into force of this order provide accomplishment of the obligations provided in Item 24 of the Instruction, and the conditions of accreditation determined by the legislation. The certificates of accreditation issued before entry into force of this order are effective during the term for which they are issued. Change, prolongation of effective period, suspension (renewal), cancellation of such certificates of accreditation are performed according to the procedure, established by the Instruction.
4. This order becomes effective in month after its official publication.

1. This Instruction determines procedure for test of accessory of personal key of the digital signature (further – personal key) to its owner, editions of the attribute certificate, and also confirmation of validity of the digital signature developed according to the legislation of foreign state.
2. For the purposes of this Instruction terms in the values determined in the Law of the Republic of Belarus "About the electronic document and the digital signature" and also the following terms and their determinations are applied:
the operator of the confidential third party – the organization determined by the President of the Republic of Belarus performing functions on recognition of authenticity of electronic documents in case of interstate electronic interaction;
the receipt of the confidential third party – the electronic document created by the operator of the confidential third party and signed by the digital signature of such operator, serving for confirmation of result of verification of the digital signature in the electronic document.
