1. Approve the enclosed Rules of maintaining and provision of information and (or) data from the state town-planning inventory.

2. Recognize invalid some orders according to the list according to appendix to this order.

3. To provide to committee on cases of construction and housing and communal services of the Industry ministry and construction of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Industry ministry and construction of the Republic of Kazakhstan after its official publication.

4. To impose control of execution of this order on the supervising vice-Minister of Industry and construction of the Republic of Kazakhstan.

5. This order becomes effective since July 1, 2026 and is subject to official publication.

Rules of maintaining and provision of information and (or) data from the state town-planning inventory

1. General provisions

1. These rules of maintaining and provision of information and (or) data from the state town-planning inventory (further – Rules) are developed according to the subitem 47) of article 24 of the Construction Code of the Republic of Kazakhstan and determine procedure for maintaining and submission of information and (or) data from the state town-planning inventory.

2. The basic concepts used in these rules:

1) executive geodetic shooting – the scheme of the actual stay on the parcel of land of buildings, constructions, engineering communications with binding to systems of exact coordinates and heights;

2) the cadastral plan of the territory – the data displayed in graphical and text type information on coordinates, the area, borders and other characteristics of object of architectural, town-planning and construction activities within chosen the territories;

3) the customer – the physical person or legal entity performing activities according to the legislation of the Republic of Kazakhstan. Depending on the purposes of activities by the customer can act the customer – the investor of the project (program), the customer (owner) or their authorized persons;

4) the topographical plan on duty – the digital cartographic basis which is component of the state town-planning inventory and containing data on objects of architectural, town-planning and construction activities, engineering infrastructure, the planned construction subjects, subjects to improvement and street traffic, transportation network;

5) the automated digital system of the state town-planning inventory (further – ATsS GGK) – the digital system of the state town-planning inventory providing collection, accounting, registration, introduction (filling), processing, storage, access, provision of information and (or) data, display and distribution of data of the state town-planning inventory.

3. The state town-planning inventory is intended for providing state bodies, physical persons and legal entities with necessary information on objects of architectural, town-planning and construction activities.

4. The state town-planning inventory is created in digital form according to single system of classification and coding of accounting units of the state town-planning inventory of republican, regional, district, basic levels in three-dimensional system of coordinates, accepted according to the Law of the Republic of Kazakhstan "About geodesy, cartography and space data".

5. The state town-planning inventory contains data on the quantitative and qualitative indexes including town-planning regulations, cartographic, statistical and text information about the existing and planned, designed projects of architectural, town-planning and construction activities, town-planning planning and building of the territories and settlements.

Chapter 2. Procedure for maintaining and provision of information and (or) data from the state town-planning inventory

The state town-planning inventory is kept on single system of collection, processing, accounting, registration, introduction (filling), inventory count, storage and provision of information and (or) data on objects of architectural, town-planning and construction activities in all territory of the Republic of Kazakhstan.

7. Sources of initial information (data) for accounting, registration and updatings of the state town-planning inventory are:

1) authorized body in the field of civil protection – information on the emergency situations of natural and technogenic nature which entailed changes of objects of the area, the territories which are in zone of risk of emergence of emergency situations of natural and technogenic nature;

2) authorized body in the field of architecture and town planning – information on objects of the industry;

3) authorized body in the field of education – information on objects of education;

4) authorized body in the field of science and the higher education – information on objects of science and the higher education;

5) authorized body in the field of health care – information on health care facilities;

6) authorized body on studying of subsoil – data from the single inventory of the state fund of subsoil (fields and shows of minerals of the Republic of Kazakhstan, reference information);

7) authorized body in the field of transport and communications – information in the field of construction and operation of transport infrastructure;

8) authorized bodies in the field of protection and use of water fund, environmental protection, forestry – information on ecological condition, water and forest fund, especially protected natural territories;

9) authorized bodies in the field of culture, physical culture and sport – information on objects of culture, sport and historical and cultural heritage;

10) authorized body in the field of power industry – information on power generation facilities;

11) local executive bodies (further – MIO) the capitals, areas, the cities of republican value, the cities of regional value, areas – data in the field of construction, land relations, housing and communal services, education, health care, transport and communications, culture, sport and historical and cultural heritage of the Republic of Kazakhstan, and also information on the emergency situations of natural and technogenic nature which entailed changes of objects of the area, subsoil, water resources, geology, forestry, environmental protection, power industry;

12) MIO of the capital, the cities of republican value, the cities of regional value, areas in the field of architecture and town planning – construction project materials:

architectural and planning task (further – APZ);

specifications (further – TU);

schemes of routes of outside engineering networks;
