1. Approve the enclosed Rules of exchange of the transport rail waybills created in electronic form and the data containing in them, the directions of such delivery notes and data containing in them in the state information system of electronic carriage documents, presentations of such delivery notes and data containing in them.

2. This resolution becomes effective since September 1, 2026 and is effective till September 1, 2032.

Rules of exchange of the transport rail waybills created in electronic form and the data containing in them, the directions of such delivery notes and data containing in them in the state information system of electronic carriage documents, presentations of such delivery notes and data containing in them

1. These rules determine procedure for exchange of the transport rail waybills created in electronic form (further - electronic transport rail waybills), and the data containing in them, the directions of the electronic transport rail waybills and data containing in them in the state information system of electronic carriage documents provided by the Federal Law "Charter of Road Transport and Urban Land Electric Transportation" (further - the state information system), and also presentations of the electronic transport rail waybills and data containing in them.

2. The concepts used in these rules mean the following:

"information system of the participant of information exchange" - information system in the value determined in the Federal Law "About Information, Information Technologies and on Information Security" which components belong to the participant of information exchange on the property right or other legal cause;

"the pair file of exchange" - the file of exchange interconnected with other file of exchange. Lack of the pair file of exchange does not allow to use other file of exchange interconnected with it in case of execution of the electronic transport rail waybill;

"pool (array of values)" - the structure of data storing set of values (array elements) identified on index or set of the indexes accepting whole (or brought to whole) values from some set continuous range;

"the agreement on electronic document management of electronic carriage documents" - the service provision agreement in the direction of the electronic transport rail waybills and data containing in them in the state information system which is the public agreement and can also provide rendering services in forming of the electronic transport rail waybills and data containing in them;

"the unique identifier of the document" - unique code of the electronic transport rail waybill;

"the strengthened unqualified digital signature" - the strengthened unqualified digital signature of physical person (including the physical person which is acting on the basis of the power of attorney) which certificate of key of check is created and is used in the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services electronically in the procedure established by the Government of the Russian Federation and on condition of the organization of interaction of physical person with such infrastructure using the means of information protection which underwent in accordance with the established procedure assessment procedure of compliance;

"participants of information exchange" - the consignor (sender), the consignee (receiver), carrier who signed the agreement on electronic document management of electronic carriage documents with the operator of information system of electronic carriage documents;

"the file of exchange" - the XML file which is part of the electronic transport rail waybill and consisting of separate data of the electronic transport rail waybill.

In these rules of the concept "information system of electronic carriage documents" and "operator of information system of electronic carriage documents" are used in the values determined in the Federal Law "Charter of Road Transport and Urban Land Electric Transportation", the concept "the strengthened qualified digital signature" is used in the value determined in the Federal Law "About the Digital Signature", the concepts "consignor (sender)", "consignee (receiver)" and "carrier" are used in the values determined in the Federal Law "Charter of Rail Transport of the Russian Federation".
