About approval of professional standards in the field of transport logistics

According to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications", I ORDER:

1. Approve:

1) the professional standard "Transport Logistics of Mail Service" according to appendix 1 to this order;

2) the professional standard "Logistic Activities for Transportation of Goods in Supply Chain" according to appendix 2 to this order;

3) the professional standard "Loading and Unloading of Loads or Baggage of Passengers irrespective of Mode of Transport" according to appendix 3 to this order;

4) the professional standard "Production Logistics" according to appendix 4 to this order;

5) the professional standard "Logistics of Passenger Traffic" according to appendix 5 to this order;

6) the professional standard "Container transports" according to appendix 6 to this order;

7) the professional standard "Forwarding Services" according to appendix 7 to this order;

8) the professional standard "Warehousing and Storage of Loads" according to appendix 8 to this order.

2. To provide to department of transport policy of the Ministry of transport of the Republic of Kazakhstan in the procedure established by the legislation:

1) within ten calendar days from the date of approval of this order the direction it electronically in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of transport of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-Minister of Transport of the Republic of Kazakhstan.

4. This order becomes effective from the date of its first official publication.

Professional standard: "Transport logistics of mail service"

Chapter 1. General provisions

1. Scope of the professional standard: The professional standard "Transport Logistics of Mail Service" is developed according to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications" and the "Rules of development and (or) updating of professional standards" approved by the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of September 7, 2023 No. 377 (it is registered in the Register of state registration of regulatory legal acts at No. 33401), establish requirements to forming of educational programs, including personnel trainings at the companies, recognitions of professional qualification of workers and graduates of the organizations of education and solutions of wide range of tasks in the field of personnel management in the organizations and at the companies.

2. In this professional standard the following terms and determinations are applied:

1) parcel post – not registered and registered mailing with printing editions, official papers, documents and other objects, the sizes which weight and method of packaging are provided according to rules of provision of services of mail service;

2) knowledge – the studied and acquired information necessary for accomplishment of actions within professional task;

3) the operator of cars (containers) - the person owning cars (containers) on the property right or other legal causes, participating on the basis of the contract with carrier in transportation process by rendering services of the operator of cars (containers) and specified in carriage documents;

4) skill – capability to apply knowledge and abilities, allowing to carry out professional task entirely;

5) written correspondence – not registered and registered letters, postcards, parcels post and small packets;

6) the route sheet – the main source document of accounting of work of the driver and run, car route issued daily to transport drivers;

7) the sender – the user of services of the operator of mail who transfers the operator of mail the mailing or money for their transfer;

8) profession – the occupation performed by physical person and requiring certain qualification for its accomplishment;

9) professional qualification – the extent of professional training characterizing ownership of the competences required for accomplishment of labor functions by profession;

10) the professional standard – the written official document establishing general requirements to knowledge, abilities, skills, work experience taking into account formal and (or) informal, and (or) informalny education, to skill level and competence, content, quality and working conditions in specific area of professional activity;

11) the client – person (the consignor, the consignee or the other person) who signed the freight forwarding agreement with the freight forwarder;

12) the vehicle – the device intended for transportation across roads of people, loads or the equipment installed on it;

13) the courier – the employee of operator of mail or the physical person having the contract with the operator of mail which accepts the registered mailing at the sender outside production facility and hands such departure to the addressee or the sender to the specified address on the mailing;

14) services of express mail service – the services in acceptance, transportation and delivery of the registered mailings rendered by the courier;

15) competence – capability to apply the skills allowing to carry out one or several professional tasks constituting labor function;

16) logistics services (transport logistics services) are range of services, connected both with cargo transfer, and with pogruzo-unloading works, document creation, development of optimum route, determination of type of necessary transport, consulting escort of consumers of logistics services, and also using digital platforms, information systems, technologies of monitoring and data analysis, automation of logistic transactions and integration with electronic services;

17) ability – capability physically and (or) intellectually to perform separate single operations within professional task;

18) production facility – the building, the room in the building intended and equipped for implementation of activities in the field of mail by the operator of mail;

19) почтомат – the automated device intended for acceptance, sending, storage, delivery (delivery) and receipt of mailings, except for postal money transfer;

20) the mail carrier – the worker consisting in employment relationships with the operator of mail who performs acceptance of the mailing from the sender, and also delivery and (or) delivery of the mailing to the addressee or the sender;

21) post route – the component of post network of the operator of mail, represents the scheme of transportation and delivery of mailings with use of vehicles and (or) mail carriers, couriers;

22) means of mail service – the technical means, the equipment and technologies used for provision of services of mail service;

23) services of mail service – activities of operators of mail for transfer of the registered and not registered mailings, postal money transfers, hybrid departures, distribution of periodic printing editions, realization of signs of post payment and philatelic products;

24) signs of post payment – the signs confirming fee of mail service, applied with the operator of mail on departures of written correspondence, including stamps, blocks, the marked envelopes and (or) postcards, prints of franking machines, electronic and other signs;

25) mailbox – the box of the established color, form and the sizes intended for collection of not registered letters and postcards;

26) post network – set of the production facilities and post routes used by provision of mail of services of mail service by the operator;

27) delivery of the mailing – issue of the mailing personally to the addressee or his legal representative, or the attorney who is acting on the basis of the power of attorney;

28) delivery of the mailing – movement of the mailing from production facilities of the destination in subscription box or subscriber mailbox, or to other address specified by the sender;

29) acceptance of the mailing – registration of mail by the operator for further transportation of the mailing accepted from the sender including by dredging from mailboxes;

30) transportation of the mailing – movement (transportation) of the mailing from the point of departure to production facilities of the destination for delivery and (or) delivery to the addressee;

31) processing of the mailing – the production operations with mailings providing their preparation for transportation;

32) transfer of the mailing – set of transactions of acceptance, processing, transportation and (or) transfer, delivery and (or) delivery of the mailing;

33) mailings – the written correspondence, sending accepted to transfer of mail by the operator;

34) postage stamp – the device for drawing on documents and mailings of prints with designation of the name of the production facility which performed acceptance of the mailing, the place of departure, date and time of acceptance of the mailing, names of the production facility performed receipt of the mailing, the destination, date and time of obtaining, the name of the production facility which delivered and (or) which handed the mailing to the addressee, date and delivery time and (or) delivery;

35) the postal address (further - the address) – the place determined by the user of services of the operator of mail for delivery and (or) delivery of mailings and postal money transfers;

36) the operator of mail – the physical person or legal entity registered in the territory of the Republic of Kazakhstan providing services in the field of post activities;

37) identification – the actions of employees of operator of mail, the National operator of mail directed to establishment of identity of physical person to the shown document proving his identity;

38) sending – the registered mailing with things, objects and goods, the sizes, weight and which packaging are provided according to rules of provision of services of mail service;

39) rate – the rate or system of charge rates (payment) for different production and non-productive services provided by the companies, the organizations, firms and organizations;

40) carrier – person performing activities for transportation of goods or passengers, baggage, cargo baggage, mailings and specified in carriage documents, owning on the property right or on other legal cause railway vehicles, including traction vehicles;

41) inventory items – the statistics reflecting for the determined date the cost of inventory items which part production supplies, work in progress, remaining balance of finished goods are;

42) carrier – the physical person or legal entity which is owning the vehicle on the property right or on other legal causes, providing services in transportation of mailings for a fee or on hiring and having on this, if necessary, corresponding permission issued in accordance with the established procedure;

43) handling works – package of measures, the various loads directed to raising for the purpose of their loading or unloading (as manually, and by means of the specialized equipment, for example, the hoisting crane or lift truck);

44) the registered mailing – the written correspondence, sending accepted with issue to the sender of the receipt with assignment to the mailing of number of post registration (identification alphanumeric barcode) and handed to the addressee on receipt;

45) not registered mailing – the written correspondence accepted through mailboxes or production facilities without issue to senders of the receipt on their acceptance (without assignment of number of post registration, identification alphanumeric barcode) and delivered without receipt of the receipt to the addressee;

46) the place of the international post exchange – the production facility in which processing of the entering and outgoing international mailings is performed and also is made by bodies of state revenues customs control of the specified departures;

47) the international mailing – the mailing accepted for transfer out of limits of the territory of the Republic of Kazakhstan, arriving on the territory of the Republic of Kazakhstan or the following en route through the territory of the Republic of Kazakhstan;

48) the internal mailing – the mailing accepted for transfer within the territory of the Republic of Kazakhstan.

3. In this professional standard the following reducings are applied:
