About construction of apartment houses
Based on paragraph two of part four of subitem 1.1 of Item 1 of the Presidential decree of the Republic of Belarus of May 8, 2013 No. 215 "About some measures for enhancement of construction (construction, reconstruction) premises", Item 1 of the resolution of Council of Ministers of the Republic of Belarus of March 7, 2013 No. 162 "About standard consumer qualities of premises", subitem 6.43 of Item 6 of the Regulations on the Ministry of Architecture of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of March 11, 2026 No. 119, the Ministry of Architecture of the Republic of Belarus DECIDES:
1. Approve the Instruction for determination of standard consumer qualities of premises it (is applied).
2. Establish the list of projects (series) of economic apartment houses of standard consumer qualities according to appendix 1.
3. Determine that:
3.1. the ceiling standard rate of the price of one square meter of total area of premises of the apartment apartment houses which are under construction with the state support corresponds to the nominal added average monthly salary of workers of the Republic of Belarus calculated by the accruing result since the beginning of year, published by National Statistical Committee;
3.2. ceiling norms of the price of one square meter of total area of premises of individual apartment houses are determined according to appendix 2.
For recalculation of ceiling standard rates of the price of one square meter of total area of premises of individual apartment houses within year statistical value indexes of installation and construction works are used.
Ceiling standard rates of the price of one square meter of total area of premises of individual apartment houses are recalculated annually as of January 1 every year by multiplication of such standard rates by statistical value index of installation and construction works for the January-December of settlement year by January-December of the year previous settlement published by National Statistical Committee.
Ceiling standard rates of the price of one square meter of total area of premises of the individual apartment houses which are under construction with the state support shall not exceed the nominal added average monthly salary of workers of the Republic of Belarus calculated by the accruing result since the beginning of year published by National Statistical Committee.
4. Recognize invalid resolutions of the Ministry of Architecture of the Republic of Belarus according to appendix 3.
5. This resolution becomes effective after its official publication.
