I ORDER:

1. Bring in the order of the Minister of Energy of the Republic of Kazakhstan of May 23, 2018 No. 203 "About approval of report forms when carrying out exploration and production of hydrocarbons, implementing transactions in the field of production and turnover of oil and (or) sour gas, uranium, carrying out trial production and production of uranium and Rules of their representation" (it is registered in the Register of state registration of regulatory legal acts at No. 17036) the following changes:

be reworded as follows heading:

"About approval of report forms when carrying out exploration and production of hydrocarbons, implementing transactions in the field of production and turnover of oil and (or) sour gas and Rules of their representation";

17) report form about operating plans on oil transportation and gas condensate for export (except for the pipeline "Omsk-Pavlodar") according to appendix 17 to this order;

18) report form about monthly information on acceptance of oil and gas condensate according to appendix 18 to this order;

19) report form about monthly information on movement of oil on the terminal according to appendix 19 to this order;

20) report form about daily information on production of associated and natural gas according to appendix 20 to this order;

21) report form about the actual monthly production of associated and natural gas according to appendix 21 to this order;

22) report form about monthly information on movement of associated and natural gas according to appendix 22 to this order;

23) report form about annual information according to the plan of production of associated and natural gas according to appendix 23 to this order;

24) Rules of submission of reports when carrying out exploration and production of hydrocarbons, implementing transactions in the field of production and turnover of oil and (or) sour gas according to appendix 24 to this order;

25) form of the quarterly reporting under designing (engineering) according to appendix 25 to this order.";

2. To provide to department of subsurface use of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Department of Energy of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising Vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after sixty calendar days after day of its first official publication.

Determine that:

since July 12, 2026 the subitem 5) of Item 2 of appendix 24 to this order is effective in the following edition:

"5) single state management system subsurface use – the integrated digital system "Single state management system subsurface use of the Republic of Kazakhstan "authorized body in the field of hydrocarbons, intended for collection, storage, the analysis and information processing in the field of subsurface use.";

since January 1, 2027:

the paragraph third Item 1 of this order is effective in the following edition:

"About approval of forms and Rules of submission of reports by persons performing transactions in the field of investigation, production and turnover of crude oil, gas condensate, sour gas and products of its conversion (commodity gas)";

the automated collection, processings, storages and uses of the data on quantity which are in circulation of crude oil and gas condensate, prepared for delivery to the consumer according to the legislation of the Republic of Kazakhstan;

storages, the analysis and information processing in the field of subsurface use on hydrocarbons;

rendering the state services and accomplishment of functions in the field of subsurface use, accounting of energy resources (accounting of crude oil, gas condensate, sour gas and products of its conversion (commodity gas);

acceptance of reports and (or) other information exchange with persons performing transactions in the field of investigation, production and turnover of crude oil, gas condensate, sour gas and products of its conversion (commodity gas) or their authorized representatives.";

"3. Subsoil users, the oil refineries, transporters and owners of terminals performing transactions in the field of investigation of production and turnover of crude oil, gas condensate, sour gas and products of its conversion (commodity gas) submit reports in authorized body in the field of hydrocarbons or the subordinated organization by means of single state management system subsurface use and certify their digital signature of the first head or person authorized by it.";
