About introduction of temporary legal regulation on implementation of state registration of separate categories of vehicles and the property rights to them in the remote mode (online)
For the purpose of streamlining of system of accounting and registration of driver's structure, approbation of measures for improvement of quality of services in carrying out technical inspection of vehicles and issue of safety construction certificates of the vehicle, according to article 31-1 of the Law of the Kyrgyz Republic "About regulatory legal acts of the Kyrgyz Republic", being guided by Articles 66, 71 Constitutions of the Kyrgyz Republic, I decide:
1. Enter from April 1 to December 31, 2026 inclusive temporary legal regulation of state registration of separate categories of vehicles and the property rights to them in remote (online) format (further - temporary legal regulation).
2. Approve the Temporary procedure for state registration of separate categories of vehicles and the property rights to them online according to appendix, having established the term of its action for realization of temporary legal regulation.
3. To the state center for registration of vehicles and driver's structure under Administration of the President of the Kyrgyz Republic together with public institution Kyzmat under Administration of the President of the Kyrgyz Republic, Tunduk open joint stock company and the State Customs Service under the Cabinet of Ministers of the Kyrgyz Republic:
1) to carry out information and explanatory work among the population about temporary legal regulation;
2) to perform monitoring of realization of temporary legal regulation, including submission of quarterly reports to the Cabinet of Ministers of the Kyrgyz Republic;
3) to take organizational and technical measures for functioning of system of online registration;
4) in need of the procedure established by the legislation and with observance of requirements of financial control to attract payment institutes to realization of temporary legal regulation;
