1. Approve enclosed:

1) Rules of issue of permission to opening of bank, bank branch – the nonresident of the Republic of Kazakhstan (further – Rules of issue of permission to opening of bank);

2) Rules of issue of the banking license to banks, branches of banks – nonresidents of the Republic of Kazakhstan (further – Rules of issue of the banking license).

2. Recognize invalid some resolutions of Board of the Agency of the Republic of Kazakhstan on regulation and development of the financial market, and also structural elements of some resolutions of Board of the Agency of the Republic of Kazakhstan on regulation and development of the financial market in the list according to appendix to this resolution.

3. To provide to department of bank regulation in the procedure established by the legislation of the Republic of Kazakhstan:

1) together with Legal department state registration of this resolution in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this resolution on official Internet resource of the Agency of the Republic of Kazakhstan on regulation and development of the financial market after its official publication;

3) within ten working days after state registration of this resolution submission to Legal department of data on execution of the action provided by the subitem 2) of this Item.

4. To impose control of execution of this resolution on the supervising vice-chairman of the Agency of the Republic of Kazakhstan on regulation and development of the financial market.

5. This resolution becomes effective after sixty calendar days after day of its first official publication, except for the subitem 2) of part five, the subitem 2) of appendix Item 8 part six 1, of the subitem 2) of part five, the subitem 2) of part six, the subitem 2) of part seven, the subitem 2) of part eight, the subitem 2) of part nine, the subitem 2) of appendix Item 8 part ten 2, of the paragraph of the fourteenth appendix 7, of the paragraph of the fifteenth appendix 8, of the paragraph of the fifteenth appendix 14 to Rules of issue of the banking license which become effective since July 1, 2026.

"Information on the made changes and (or) additions in Rules is placed on official Internet resource of authorized body, goes to the operator of information and communication infrastructure of "the electronic government" and Single contact center within 3 (three) working days from approval date or change of the corresponding regulatory legal act.";

Item 2 of Rules of issue of permission to opening of bank, having determined that during suspension this Item is effective in the following edition:
